Peter and Samuel live in Darwin. Samuel, who is HIV positive, is dramatically infected by a pelican carrying the H1N1 virus. The two diseases combine to form a new deadly strain. Health authorities can’t control the disease and isolate him in a hospital. But when the Health Minister, a fanatical racist becomes involved she sees the disease as a way to control the surging immigration problem, and to wipe out races and people she despises.
