Children living in poverty are more likely to have mental health problems, and their conditions are more likely to be severe. Of the approximately 1.3 million children who were recipients of Supplemental Security Income (SSI) disability benefits in 2013, about 50% were disabled primarily due to a mental disorder. An increase in the number of children who are recipients of SSI benefits due to mental disorders has been observed through several decades of the program beginning in 1985 and continuing through 2010. Nevertheless, less than 1% of children in the United States are recipients of SSI disability benefits for a mental disorder. At the request of the Social Security Administration, Mental Disorders and Disability Among Low-Income Children compares national trends in the number of children with mental disorders with the trends in the number of children receiving benefits from the SSI program, and describes the possible factors that may contribute to any differences between the two groups. This report provides an overview of the current status of the diagnosis and treatment of mental disorders, and the levels of impairment in the U.S. population under age 18. The report focuses on 6 mental disorders, chosen due to their prevalence and the severity of disability attributed to those disorders within the SSI disability program: attention-deficit/hyperactivity disorder, oppositional defiant disorder/conduct disorder, autism spectrum disorder, intellectual disability, learning disabilities, and mood disorders. Speech and language are central to the human experience; they are the vital means by which people convey and receive knowledge, thoughts, feelings, and other internal experiences. The Supplemental Security Income (SSI) program for children provides financial assistance to children from low-income, resource-limited families who are determined to have conditions that meet the disability standard required under law. Between 2000 and 2010, there was an unprecedented rise in the number of applications and the number of children found to meet the disability criteria. The factors that contribute to these changes are a primary focus of this report. Speech and Language Disorders in Children provides an overview of the current status of the diagnosis and treatment of speech and language disorders and levels of impairment in the U.S. population under age 18. Experimenters still obtain different responses from research participants (human or infrahuman) as a function of experimenters' states and traits of biosocial, psychosocial, and situational origins. Experimenters' expectations still serve too often as self-fulfilling prophecies, a problem that biomedical researchers have acknowledged and guarded against better than have behavioral researchers; e.g., many biomedical studies would be considered of unpublishable quality had their experimenters not been blind to experimental condition. Problems of participant or subject effects have also not been solved. We usually still draw our research samples from a population of volunteers that differ along many dimensions from those not finding their way into our research. Research participants are still often suspicious of experimenters' intent, try to figure out what experimenters are after, and are concerned about what the experimenter thinks of them.

The Institute of Medicine carried out a study mandated by Congress and sponsored by the Department of Veterans Affairs to provide an assessment of several issues related to noise-induced hearing loss and tinnitus associated with service in the Armed Forces since World War II. The resulting book, Noise and Military Service: Implications for Hearing Loss and Tinnitus, presents findings on the presence of hazardous noise in military settings, levels of noise exposure necessary to cause hearing loss or tinnitus, risk factors for noise-induced hearing loss and tinnitus, the timing of the effects of noise exposure on hearing, and the adequacy of military hearing conservation programs and audiometric testing. This book argues that China’s international socialization of the political elites of Belt and Road Initiative (BRI) partner states is an exceptionally effective instrument of China’s current foreign policy. It shows how the BRI-related process of socialization generates shared beliefs in the legitimacy and therefore in the acceptability of a Chinese international order among target elites and how in turn the policies and actions of states controlled by these elites tend to become aligned with the norms ‘taught’ by the Chinese socializer. It goes on to show how this serves the interests of China’s government, firms, and citizens at national, regional, and global levels; and how the resulting increased support for Beijing’s version of the international order creates a virtuous circle that further enhances China’s international position and potential.
