Named for the famous Chinese minister of state, Guan Zhong (d. 645 B.C.), the Guanzi is one of the largest collections of ancient Chinese writings still in existence. With this volume, W. Allyn Rickett completes the first full translation of the Guanzi into English. This represents a truly monumental effort, as the Guanzi is a long and notoriously difficult work. It was compiled in its present form about 26 B.C. by the Han dynasty scholar Liu Xiang and the surviving text consists of some seventy-six anonymous essays dating from the fifth century B.C. to the first century B.C. The forty-two chapters contained in this volume include several which present Daoist theories concerning self-cultivation and the relationship between the body and mind as well as the development of Huang-Lao political and economic thought. The "Dizi zhi" chapter provides one of the oldest discussions of education in China. The "Shui di" chapter refers to the circulation of blood some two thousand years before the discoveries of William Harvey in the West. Other chapters deal with various aspects of statecraft, Yin-Yang and Five Phases thought, folk beliefs, seasonal calendars, and farming. Perhaps the best-known chapters are those that deal with various methods of controlling and stimulating the economy. They constitute one of the world's earliest presentations of a quantity theory of money. Throughout the text, Rickett provides extensive notes. After over a decade of administrative and economic reform in mainland China, the center has become increasingly remote and less important for many localities. In many ways, the mobilization capacity of the central government has been weakened. Central government policies are often ignored and local officials are often more interested in personal projects than in centrally directed economic plans. In this study of local government and politics in China, the author explores when and why local government officials comply with policy directives from above. Drawing on interviews with government officials in various municipalities and a review of county records and other government documents, he provides the first in-depth look at policy implementation at the county and township levels in the PRC. The book examines the impact of the Chinese cadre system on the behavior of local officials, local party and government structure, relationships among various levels of Chinese local government, policy supervision mechanisms at local levels, village governance of China, and more.
After Japan's defeat in August 1945, some Japanese children were abandoned in China and raised by Chinese foster parents. They were unable to return to Japan even during the mass repatriation carried out by the Japanese government in the 1950s. Most of them returned to Japan in the 1980s. They are called Japanese war orphans. They are victims of the Sino-Japanese War and have been exploited and abandoned by the Japanese government. They are also "border people" who have lived in the interstices between two nations, China and Japan, and are migrants who have exploited the gap in economic development between Japan and China to seek individual happiness. Modern East Asia underwent drastic social change. These drastic social changes affected the lives of the Japanese war orphans and their families in a variety of ways. Over the years, Zhong has interviewed Japanese war orphans, their Chinese foster parents, and Japanese volunteers. The title is an interview-based sociological study of the issue of Japanese war orphans. The first half of the Japanese war orphans' lives were spent in China, and the latter half in Japan. It brings to the fore the dramatic personal histories of the Japanese war orphans surviving in the interstices between two nation-states. Through analyzing the issue of Japanese war orphans, the research on the subject makes the following three points: (1) the powerlessness of civilians caught up in modern warfare and the long-lasting effects of modern warfare on the life histories of individuals and their families; (2) the nature of the modern nation-state, which exploits and abandons its citizens as though they were expendable; and (3) immigration as a product of modernization gaps. Scholars pursuing studies in Japanese society and historians of the Sino-Japanese war would find this an ideal read.

Today, Chinese characters are described as a national treasure, the core of the nation’s civilizational identity. Yet for nearly half of the twentieth century, reformers waged war on the Chinese script. They declared it an archaic hindrance to modernization, portraying the ancient system of writing as a roadblock to literacy and therefore science and democracy. Movements spanning the political spectrum proposed abandonment of characters and alphabetization of Chinese writing, although in the end the Communist Party opted for character simplification. Chinese Grammatology traces the origins, transmutations, and containment of this script revolution to provide a groundbreaking account of its formative effects on Chinese literature and culture, and lasting implications for the encounter between the alphabetic and nonalphabet worlds. Yurou Zhong explores the growth of competing Romanization and Latinization movements aligned with the clashing Nationalists and Communists. She finds surprising affinities between alphabetic reform and modern Chinese literary movements and examines the politics of literacy programs and mass education against the backdrop of war and revolution. This book aims to incorporate an emerging successful business model, i.e., sharing economy, into energy markets, thus digging out the potential merits and applications in multi-energy sectors. With the core idea “access over ownership”, sharing economy enables the collaborative consumption of idle resources through advanced information and communications technology. One critical challenge is to identify different market participants’ occupation while accordingly designing pricing mechanisms. This book begins with an overview about the recent development of sharing economy in energy fields, and summarizes two energy market-related issues that sharing economy can hopefully address. One is how to quantify a marginal generator’s contribution and thereby elicit truthful bidding under information asymmetry condition. This book presents a synthetic analysis about the characteristics of time expressions and named entities, and some proposed methods for leveraging these characteristics to recognize time expressions and named entities from unstructured text. For modeling these two kinds of entities, the authors propose a rule-based method that introduces an abstracted layer between the specific words and the rules, and two learning-based methods that define a new type of tagging scheme based on the constituents of the entities, different from conventional position-based tagging schemes that cause the problem of inconsistent tag assignment. The authors also find that the length-frequency of entities follows a family of power-law distributions. This finding opens a door, complementary to the rank-frequency of words, to understand our communicative system in terms of language use.

As one of the largest families within the Caridea, the Alpheidae have attracted much attention for its species richness, especially on coral reefs. The Alpheidae are one of the most abundant decapods in tropical and subtropical areas, with 48 genera and more than 700 known species. The Alpheidae present a particular challenge in terms of both taxonomy and systematics as they are difficult to identify (some species vary in their growth and there are often large differences between the sexes). Traditional, morphology-based research on the Alpheidae still plays an important role in identifying species, compared with new methods, such as the short gene sequences. Based on more than 2000 specimens collected from the China Seas, this book describes and clearly illustrates 146 species belonging to 16 genera of the Alpheidae. It also presents the key features of every genus and every species within every genus, to enable readers to easily identify the alphid shrimps of the China Seas.

China is a country that is rich in antiquities, but it is also a victim of looting that occurred during the period from the First Opium War to the end of the Japanese Occupation (1840–1945) when innumerable cultural objects were lost overseas. The Chinese Government insists on asserting its interest over its wrongfully removed cultural heritage and has sought for the return of lost cultural heritage by all means in accordance with relevant international conventions and Chinese laws. However, securing the return has been, and continues to be, problematic. Little research has been done regarding the question as to whether China has a legal basis for recovery, which is the first legal hurdle that China needs to get over. In addition, China does not have a legal basis for all cultural heritage taken during the period of 1840–1945. Claims for return without a legal basis are usually silenced or, at best, discussed only but very rarely facilitated. This book provides an answer for the return of Chinese cultural heritage. It examines the law contemporaneous to the removal of Chinese cultural heritage and its application. For this lack of a legal basis, this book argues that a new customary international law is emerging, according to which the interests of the states of origin in their wrongfully removed heritage should be prioritised. This proposed customary rule supports the return of wrongfully removed heritage. Once this proposed customary rule is accepted, it will provide a stronger argument not only for China, but also for other states of origin with a similar dilemma, including South Korea, Egypt, Greece, Cambodia, Turkey, Peru, and Italy, to recover their wrongfully removed heritage. While dealing with a large pool of return cases, this book is valuable to museums and art collectors in the event of buying and accepting art objects, and settling recovery disputes with states of origin. It will also be of interest to researchers, academics, policymakers, and students in the fields of cultural heritage law, international law, international trade, and human rights law.
