The World Bank's Forests Strategy, adopted in October 2002, charts a path for the Bank's proactive engagement in the sector to help attain the goal of poverty reduction without jeopardizing the environmental values intrinsic to sustainability. This strategy replaces the Bank's 1991 Forestry Strategy, and was developed on the basis of the findings of an independent review of the 1991 strategy and a two-year consultative process with development partners and stakeholders around the world. The revised strategy, Sustaining Forests, is built on three guiding pillars: harnessing the potential of forests to reduce poverty, integrating forests into sustainable economic development, and protecting global forest values. Recognizing the key role forests play in contributing to the livelihoods of people living in extreme poverty, government and local ownership of forest policies and interventions are emphasized along with the development of appropriate institutions to ensure good governance and the mainstreaming of forests into national development planning. The strategy also aims to support ecologically, socially and economically sound management of production forests by ensuring good management practices through application of safeguard procedures and independent monitoring and certification. Implementation of the strategy will center on building and strengthening partnerships with the private sector, non-governmental organizations, and other donor agencies to promote better forest conservation and management at country and global levels.
These guidelines explore financing options for protected areas and provide advice and information on sustainable financing. Both public and private financing is needed to ensure provision of the private and public goods and services which protected areas provide. A step-by-step process is given which protected area managers can use to create business and financial plans tailored to the needs and strengths of their protected area. Mechanisms are discussed for generating revenue flows from both public and private sources and an overview of potential grant-based sources of financing is given. It concludes with case studies demonstrating how protected area managers worldwide have developed cohesive funding strategies.
The 'Forests Sourcebook' provides practical operations-oriented guidance for forest sector engagement toward the goals of poverty reduction, conservation and economic development. Intended to guide World Bank lending activities and projects, the 'Forests Sourcebook' offers information useful to a broad audience of practitioners, government agencies, and non-governmental organizations. The 'Sourcebook was developed in partnership with members of the Collaborative Partnership on Forests, including the Food and Agriculture Organization. The 'Sourcebook' provides background on key issues, lessons learned, and recommendations for practitioners on a number of topics including private sector engagement, forest governance, sustainable plantation and commercial harvesting, and forest information management systems. Giving insight into the complex interplay between different realms of development work that effect or are affected by forests, the 'Forests Sourcebook' is a valuable tool for any stakeholder involved in development or business projects that could have impact on forests.

Between 1990 and 2013, nearly one billion people were raised out of extreme poverty. Its elimination is now a realistic prospect, although this will require both sustained growth and reduced inequality. Even then, gender inequalities continue to hold back human potential. Undernourishment and stunting have nearly halved since 1990, despite increasing food loss, while the burden of infectious disease has also declined. Access to water has expanded, but progress on sanitation has been slower. For too many people, access to healthcare and education still depends on personal financial means. To date the environmental cost of growth has been high. Accumulated damage to oceanic and terrestrial ecosystems is considerable. But hopeful signs exist: while greenhouse gas emissions are at record levels, so too is renewable energy investment. While physical infrastructure continues to expand, so too does population, so that urban housing and rural access to roads remain a challenge, particularly in Sub-Saharan Africa. Meanwhile the institutional infrastructure of development strengthens, with more reliable government budgeting and foreign direct investment recovering from a post-financial crisis decline. Official development assistance, however, continues to fall short of target levels.
This book presents the findings and recommendations of the evaluation of the World Bank's Strategic Environmental Assessment (SEA) Pilot Program. It shows that SEA can contribute to improving development policy and sector reform by calling attention to environmental and social priorities, strengthening constituencies, enhancing policy capacities, and improving social accountability. It also provides guidance for undertaking SEA in policy and sector reform. Although it acknowledges the need for tailoring SEA to the context of specific sectors and countries, the book discusses in detail and illustrates with examples the analytical work and participatory processes required for effective SEA at the policy level. It suggests that the time is ripe for scaling up SEA in development policy and sector reform and recommends the establishment of a global alliance on environmental and climate change mainstreaming to support developing countries efforts for achieving sustainable development. The book concludes by arguing that SEA applied to sector reform and development policy is a critical step for these efforts to be successful. This title responds to demand for SEA approaches at the policy level from policymakers, development and environmental specialists of bilateral and multilateral institutions, and environmental assessment specialists. This publication is the result of joint work by the Environment Department of the World Bank, the Environmental Economics Unit at the Department of Economics of the University of Gothenburg (EEU), the Swedish EIA Centre at the Swedish University of Agricultural Sciences, and the Netherlands Commission for Environmental Assessment (NCEA.) In line with the Paris Declaration on Aid Effectiveness, the book also contributes to harmonization of SEA approaches by the donor community that is led by the SEA Task Team of the OECD Development Assistance Committee.
This evaluation assesses the Bank Group's support for environmental sustainability in both the public and private sectors over the past 15 years. It identifies several crucial constraints that need to be addressed, perhaps most importantly insufficient government commitment to environmental goals and weak institutional capacity to deal with them. But constraints within the Bank Group, including insufficient attention to longer-term sustainable development, must be reduced as well. The Bank Group needs improved systems in place across the World Bank, IFC, and MIGA to monitor environmental outcomes and to assess impacts. Better coordination among the three parts of the Bank Group is also among the key challenges.

Without these financial incentives, most timber operations in the tropics would cease. In a series of country-by-country investigations, including examples from the developed and developing worlds, this book documents the government policies that are leading to the misuse of forest resources. Each is written by an authority on the county, and each contains descriptive, analytical and empirical material on key policies and their effects. The final country analysis focuses on the United States, where the consequences of the subsidized timber sales by the US Forest Service from most of the national forests are discussed. The book concludes with an overview of the impact of forest policies and the role of bilateral and multilateral agencies in their formulation. By directing attention toward the political dimension involved in forest clearance, this book will provide a clearer insight into the basic reasons why forests continue to be destroyed despite the outcry raised by conservationists.

The 'Gender in Agriculture Sourcebook' provides an up-to-date understanding of gender issues and a rich compilation of compelling evidence of good practices and lessons learned to guide practitioners in integrating gender dimensions into agricultural projects and programs. It is serves as a tool for: guidance; showcasing key principles in integrating gender into projects; stimulating the imagination of practitioners to apply lessons learned, experiences, and innovations to the design of future support and investment in the agriculture sector. The Sourcebook draws on a wide range of experience from World Bank, Food and Agriculture Organization (FAO), International Fund for Agricultural Development (IFAD), and other donor agencies, governments, institutions, and groups active in agricultural development. The Sourcebook looks at: access to and control of assets; access to markets, information and organization; and capacity to manage risk and vulnerability through a gender lens. There are 16 modules covering themes of cross-cutting importance for agriculture with strong gender dimensions (Policy, Public Administration and Governance; Agricultural Innovation and Education; Food Security; Markets; Rural Finance; Rural Infrastructure; Water; Land; Labor; Natural Resource Management; and Disaster and Post-Conflict Management) and specific subsectors in agriculture (Crops, Livestock, Forestry, and Fisheries). A separate module on Monitoring and Evaluation is included, responding to the need to track implementation and development impact. World Development Indicators 2016 provides a compilation of relevant, high-quality, and internationally comparable statistics about global development and the fight against poverty. The Draft Covenant is a blueprint for an international framework (or umbrella) agreement consolidating and developing existing legal principles related to environment and development. Since the publication of the second edition in 2000, there have been important developments in the field of international environmental law. This revised edition takes account of these changes, following a review of important new treaties and soft law documents, including the Johannesburg Declaration and Plan of Implementation. This publication serves as an authoritative reference and checklist for legislators, civil servants and other stakeholders worldwide when drafting new, or updating, existing policies and law.
To address the myriad challenges posed by global climate change, countries at all income levels have put in place a diverse set of policies over the past three decades. Many governments have already made significant progress in their efforts to decarbonize, creating a rich history of implementation experiences that provides important lessons for how to successfully advance climate policy goals in a variety of different economic, cultural, and political contexts. World Development Indicators' (WDI) is the World Bank's annual compilation of data about development. This statistical work allows readers to consult over 800 indicators for more than 150 economies and 14 country groups in more than 90 tables. It provides a current overview of regional data and income group analysis in six thematic sections - World View, People, Environment, Economy, States and Markets, and Global Links. This book presents current and accurate development data on both a national level and aggregated globally. It allows readers to monitor the progress made toward meeting the Millennium Development Goals endorsed by the United Nations and its member countries, the World Bank, and a host of partner organizations. These goals, which focus on development and the elimination of poverty, serve as the agenda for international development efforts. The CD-ROM contains time series data for more than 200 economies from 1960-2009, single-year observations, and spreadsheets on many topics. It contains more than 1,000 country tables and the text from the 'WDI 2010' print edition. The Windows based format permits users to search for and retrieve data in spreadsheet form, create maps and charts, and fully download them into other software programs for study or presentation purposes.
In the crowded field of climate change reports, 'WDR 2010' uniquely: emphasizes development; takes an integrated look at adaptation and mitigation; highlights opportunities in the changing competitive landscape; and proposes policy solutions grounded in analytic work and in the context of the political economy of reform.
Globally, the number of conflicts is increasing which is the main cause of much of the recent deterioration of the global food security situation. This situation is exacerbated by climate related shocks. Since 2009, a combination of man-made and natural disasters has disrupted livelihoods, threatened food security and forcibly displaced millions of people in northeast Nigeria. The conflict, in northeast Nigeria, takes on a central role in the ongoing food crisis by severely curtailing the ability of populations to access land and other natural resources such as woodfuel, the central object of this analysis. Access to energy is a precondition to food security, both are often highly constrained during crises. The ways in which energy is produced and used, can aggravate the vulnerability of populations to a number of risks and challenges by exposing them to malnutrition and other health conditions, reduced resilience to natural hazards and to environmental degradation, a disproportionate work burden for women, protection risks, conflicts and unsustainable livelihood activities. FAO, UNHCR and WFP have been promoting the multi-sectoral Safe Access to Fuel and Energy approach (SAFE) in the context of forced displacement to support an effective response and to contribute to building the resilience of vulnerable populations. The starting point of such a response in northeast Nigeria is this woodfuel supply and energy demand assessment, which provides a baseline for designing comprehensive interventions that take into account the energy needs of affected populations. The desired outcome of the SAFE approach is to “satisfy the fuel and energy needs for cooking, heating, lighting, and powering in a safe and sustainable manner, without fear or risk to health, well-being, and personal security of crisis affected populations”. The SAFE approach could make an effective and significant contribution to improve food security and nutrition, and ensure the sustainable management of natural resources. In addition, it will positively affect livelihoods, women and youth empowerment, protection and health risks. By taking adequate climate change mitigation and adaptation measures, the SAFE approach will also help to increase the resilience of vulnerable populations in the face of natural hazards and disasters, and contribute to peaceful coexistence between IDPs and local communities.
The African Convention on the conservation of nature and natural resources was adopted in 1968 in Algiers. Considered the most forward looking regional agreement of the time, it influenced significantly the development of environmental law in Africa. Two and a half decades of intense developments in international environmental law made it necessary to revise this treaty, update its provisions and enlarge its scope. This was undertaken under the auspices of the African Union (previously OAU), and the revision was adopted by its Heads of State and Government in July 2003 in Maputo. The introduction provides an overview of this new international treaty, as well as a commentary to each of its provisions.
