This report explores the current state of end-of-life care policy and practice in the UK. It focuses in particular on the experiences of older people and incorporates their views and those of carers. The issues raised in the report will feed into current debates such as those around palliative health, end-of-life care, and right-to-die legislation.

In the modern Olympic Games, from 1896 through the present, African American athletes have sought to honor themselves, their race, and their nation on the global stage. But even as these incredible athletes have served to promote visions of racial harmony in the supposedly-apolitical Olympic setting, many have also bravely used the games as a means to bring attention to racial disparities in their country and around the world. In Black Mercuries: African American Athletes, Race, and the Modern Olympic Games, David K. Wiggins, Kevin B. Witherspoon, and Mark Dyreson explore in detail the varied experiences of African American athletes, specifically in the summer games. They examine the lives and careers of such luminaries as Jesse Owens, Rafer Johnson, Wilma Rudolph, Florence Griffith-Joyner, Michael Johnson, and Simone Biles, but also many African American Olympians who have garnered relatively little attention and whose names have largely been lost from historical memory. In recounting the stories of these Black Olympians, Black Mercuries makes clear that their superior athletic skills did not always shield them from the racial tropes and insensitivity spewed by fellow athletes, the media, spectators, and many others. Yet, in part because of the struggles they faced, African American Olympians have been extraordinarily important symbolically throughout Olympic history, serving as role models to future Black athletes and often putting their careers on the line to speak out against enduring racial inequality and discriminatory practices in all walks of life.

The civil rights problem of the mid-twentieth century was one of the greatest challenges to the American social fabric since the Civil War. Riots in scores of cities, and serious intergroup tensions and conflicts in thousands more, underlined the seriousness of the problem. Administrative Implementation of Civil Rights examines the role, operation, and contribution of the device most often relied on by local and state governments for dealing with intergroup problems—the human- relations commission. First used in the early 1940s to deal with discrimination against blacks, this commission was later often charged with implementing the civil rights of other minority groups and of women, the elderly, the handicapped, and the poor. It is Joseph Parker Witherspoon’s thesis that the human-relations commission was not used effectively, that an agency of this type has great strengths that most local and state governments did not utilize, and that its weaknesses are susceptible of remedy and must be eliminated. He explains these weaknesses and develops proposals for correcting them. Witherspoon examines the roles of the local, state, and federal governments in solving this country’s complicated and serious civil rights problem and demonstrates that a program that carefully coordinates action by the federal government with action by local and state governments could be made to work effectively. As a part of this demonstration he proposes the enactment of a new form of comprehensive civil rights legislation at local, state, and national levels, and presents a series of four model statutes—the Alpha Model Acts—for effectuating his proposals. The approach emphasized in these statutes greatly strengthens the role of the human-relations commission as a law-enforcement agency and, in particular, focuses the operation of federal and state action upon life in the individual community. The book concludes with a group of appendices listing all state and many local commissions and agencies handling human-relations problems at that time, and summarizing the type of authority, the jurisdiction, the operating budget, and the legislative basis for each. This list will be of interest to those studying the history of civil rights and public policy in the United States.

This project was undertaken in response to needs by the wastewater treatment industry to better understand the generation of odors from biosolids produced by wastewater treatment plants (WWTPs). Its primary objective is to begin to establish relationships between WWTP process parameters and biosolids odors, so that more effective techniques for minimizing biosolids odors can be developed. The project consisted of a detailed field study involving extensive sampling and analyses at 11 WWTPs across North America with capacities from 13 to 350 million gallons per day (mgd). Biosolids samples were collected from the WWTPs at a number of sampling points, which were chosen to represent a complete snapshot of biosolids generation and handling at each WWTP. The sampling points started with influent wastewater, proceeded through primary and secondary clarification, and continued through digestion, dewatering, and onsite storage of dewatered biosolids cake. Laboratory-scale anaerobic storage tests were conducted to simulate odor development of biosolids in storage, prior to their beneficial reuse or disposal. A battery of analyses were performed on the biosolids samples by the participating utility laboratories, commercial laboratories, and specialized university laboratories. The analytical data were evaluated and compared with process and operation parameters at each participating WWTP.
