The story of Jayson Blair and the chaos he sowed at the New York Times is a cautionary tale for the American media and for a public concerned about the accuracy of the news it consumes. A young African American reporter said to be ''promising and talented'' was found to have plagiarized a former fellow NYT intern on a story about Iraq War casualties. This led to revelations involving a long pattern of egregious plagiarism, outright fabrication, dateline fraud and other forms of journalistic deception - rocking the Times to its foundations. After nearly a month in the hot seat, the paper's two top editors resigned, under pressure from publisher Arthur Sulzberger Jr. and despite promises that no such ''newsroom scapegoating'' would occur. The Times management called the Blair scandal an anomaly that shouldn't stain the paper's reputation or raise questions about racial favoritism. But as William McGowan shows in this hard-hitting inquiry, the episode was symptomatic of a long institutional and intellectual downward slide that has set America's most important news icon at odds with its journalistic mission - and with much of mainstream America. Using the Blair Affair as a springboard, McGowan examines the past decade at the Times, focusing on figures such as Sulzberger, fired editor Howell Raines and Jayson Blair himself to understand how an ''irreplaceable national institution'' could turn into the butt of late-night Letterman and Leno jokes. How did the Times become so suffused with intellectual orthodoxy and so committed to a tattered political correctness? Who is responsible for squandering the finest legacy in American journalism? Capitalism, Not Globalism shows that, while much has been made of recent changes in the international economy, the mechanisms by which politicians control the economy have not changed throughout the postwar period. Challenging both traditional and revisionist globalization theorists, William Roberts Clark argues that increased financial integration has led to neither a widening nor a narrowing of partisan differences in macroeconomic polices or outcomes. Rather, he shows that the absence of partisan differences in macroeconomic policy is a long-standing feature of democratic capitalist societies that can be traced to politicians' attempts to use the economy to help them survive in office. Changes in the structural landscape such as increased capital mobility and central bank independence do not necessarily diminish the ability of politicians to control the economy, but they do shape the strategies they use to do so. In a world of highly mobile capital, politicians manipulate monetary policy to create macroeconomic expansions prior to elections only if the exchange rate is flexible and the central bank is subservient. But they use fiscal policy to induce political business cycles when the exchange rate is fixed or the central bank is independent. Banking on Reform examines the political determinants of recent reforms to monetary policy institutions in the industrial democracies. With these reforms, political parties have sought to draw on the political credibility of an independent central bank to cope with electoral consequences of economic internalization and deindustrialization. New Zealand and Italy made the initial efforts to grant their central banks independence. More recently, France, Spain, Britain, and Sweden have reformed their central banks' independence. Additionally, members of the European Union have implemented a single currency, with an independent European central bank to administer monetary policy. Banking on Reform stresses the politics surrounding the choice of these institutions, specifically the motivations of political parties. Where intraparty conflicts have threatened the party's ability to hold office, politicians have adopted an independent central bank. Where political parties have been secluded from the political consequences of economic change, reform has been thwarted or delayed. The drive toward a single currency also reflects these political concerns. By delegating monetary policy to the European level, politicians in the member states removed a potentially divisive issue from the domestic political agenda, allowing parties to rebuild their support constructed on the basis of other issues. William T. Bernhard provides a variety of evidence to support his argument, such as in-depth case accounts of recent central bank reforms in Italy and Britain, the role of the German Bundesbank in the policy process, and the adoption of the single currency in Europe. Additionally, he utilizes quantitative and statistical tests to enhance his argument. This book will appeal to political scientists, economists, and other social scientists interested in the political and institutional consequences of economic globalization. William T. In the many centuries preceding Western contact, a richly diverse and innovative architectural tradition reached maturity in the western Pacific. Prehistoric Architecture in Micronesia, the first modern study of this remarkable work, reveals that there is no such thing as primitive architecture but only primitive means. This study presents five distinctly different examples of Micronesia's ancient architecture. The sites include the extraordinary stone cities of Leluh and Nan Madol on the islands of Kosrae and Pohnpei, respectively. Other structures include the meeting houses and residences built on hexagonal stone platforms in the Yap Islands, the earth terraces and ornately decorated meeting houses of Palau, and the megalithic columns and capstones of prehistoric houses in the Mariana Islands. These structures are illustrated by photographs, maps, plans, and other drawings. Many of the basic data come from archaeological investigations of the specific sites. Summaries at the ends of chapters and in the concluding section compare the architectural characteristics of the island groups with each other and with monuments outside Micronesia. One of the most remarkable achievements of any ancient people, the prehistoric architecture of Micronesia is a source of continuing inspiration for persons who search for meaning in the built form of our present-day environment.
