Approximately 80% of the U.S. population now lives in urban metropolitan areas, and this number is expected to grow significantly in the coming years. At the same time, the built infrastructure sustaining these populations has become increasingly vulnerable to climate change. If the status quo continues, these systems will be unable to support a high quality of life for urban residents over the next decades, a vulnerability exacerbated by climate change impacts. Understanding this dilemma and identifying a path forward is particularly important as cities are becoming leading agents of climate action. Prepared as a follow-up to the Fourth National Climate Assessment (NCA), Climate Change and U.S. Cities documents the current understanding of existing and future climate risk for U.S. cities, urban systems, and the residents that depend on them. Beginning with an examination of the existing science since 2012, chapters develop connections between existing and emerging climate risk, adaptation planning, and the role of networks and organizations in facilitating climate action in cities. From studies revealing disaster vulnerability among low-income populations to the development of key indicators for tracking climate change, this is an essential, foundational analysis. Importantly, the assessment puts a critical emphasis on the cross-cutting factors of economics, equity, and governance. Just as investors want the companies they hold equity in to do well, homeowners have a financial interest in the success of their communities. If neighborhood schools are good, if property taxes and crime rates are low, then the value of the homeowner’s principal asset—his home—will rise. Thus, as William Fischel shows, homeowners become watchful citizens of local government, not merely to improve their quality of life, but also to counteract the risk to their largest asset, a risk that cannot be diversified. Meanwhile, their vigilance promotes a municipal governance that provides services more efficiently than do the state or national government. Fischel has coined the portmanteau word “homevoter” to crystallize the connection between homeownership and political involvement. The link neatly explains several vexing puzzles, such as why displacement of local taxation by state funds reduces school quality and why local governments are more likely to be efficient providers of environmental amenities. The Homevoter Hypothesis thereby makes a strong case for decentralization of the fiscal and regulatory functions of government.

In this broad-ranging history, Joe William Trotter Jr. uses this noteworthy branch of the National Urban League to provide new insights into an organization that has often faced criticism for its social programs' deep class and gender limitations. Surveying issues including housing, healthcare, and occupational mobility, Trotter underscores how the ULP—often in concert with the Urban League's national headquarters—bridged social divisions to improve the lives of black citizens of every class. He also sheds new light on the branch's nonviolent direct-action campaigns and places these powerful grassroots operations within the context of the modern Black Freedom Movement.
