From a local ballot initiative in Massachusetts, the nuclear weapons freeze movement has grown during the last three years into an important national issue. By 1983, Congress had been asked to consider more than two dozen freeze resolutions, and more than 25% of the voters in the U.S. had the opportunity to vote on state-wide and regional freeze initiatives. This book explores the issues behind the current debate over nuclear weapons and the freeze movement from a wide range of perspectives. The contributors assess the goals and implications of the freeze movement, examine its origins in religious and secular pacifism, explain the amendments to the original freeze proposal introduced in Congress, and discuss the reaction and policies of the Reagan administration. The nuclear freeze movement is placed in an international context with discussions of recent arms negotiations, European views of U.S. policies, and the possible effects of a freeze on NATO allies and on U.S. national security. Rush to Policy explores the appropriate role of technical analysis in policy formulation. The authors ask when and how the use of sophisticated analytic techniques in decision-making benefits the nation. They argues that these techniques are too often used in situations where they may not be needed or understood by the decision maker, where they may not be to answer the questions raised but are nonetheless required by law. House and Shull provide an excellent empirical base for describing the impact of politics on policies, policy analysis, and policy analysts. They examine cost-benefit analysis, risk analysis, and decision analysis and assess their ability to substitute for the current decision-making process in the public sector. They examine the political basis of public sector decision-making, how individuals and organizations make decisions, and the ways decisions are made in the federal sector. Also, they discuss the mandate to use these methods in the policy formulation process. The book is written by two practicing federal policy analysts who, in a decade of service as policy researchers, developed sophisticated quantitative analytic and decision-making techniques. They then spent several years trying to use them in the real world. Success and failures are described in illuminating detail, providing insight not commonly found in such critiques. The authors delineate the interaction of politics and technical issues. Their book describes policy analysis as it is, not how it ought to be. Peter W. The U.S. national security decision-making system is a product of the Cold War. Formed in 1947 with the National Security Council, it developed around the demands of competing with and containing the USSR. But the world after the collapse of communism and, particularly, the tragedy of September 11, is vastly different. A threatening but familiar enemy has given way to a complex environment of more diverse and less predictable threats. As the creation of the Homeland Security Council and Office of Homeland Security indicate, the United States must now reevaluate standard national security processes for this more uncertain world.In this timely book, William W. Newmann examines the way presidents manage their advisory process for national security decision making and the way that process evolves over the course of an administration's term. Three detailed case studies show how the president and his senior advisors managed arms control and nuclear strategy during the first terms of the Carter, Reagan, and G. H. W. Bush presidencies. These studies, enhanced by interviews with key members of the national security teams, including James Baker, Brent Scowcroft, and Zbigniew Brzezinski, reveal significant patterns of structure and adaptation. They provide a window to how decision making in the modern White House really works, at a moment when national security decisions are again at the top of the agenda.Specifically, Newmann investigates this pattern. The key to understanding the decision-making process rests upon the study of the evolving relationships between the president and his senior advisors. Awareness of this evolution paints a complex portrait of policy making, which may help future presidents design national security decision structures that fit the realities of the office in today's world.
