The years between the signature of the Paris "peace accords" in 1972 and the final collapse of South Vietnam in 1975 are usually neglected. Very often, they are little more than a footnote in histories of the Vietnam War. This does a great disservice to the fighting men of South Vietnam, especially the infantry, Rangers, airborne troops and Marines who fought long, bravely and under great handicaps and hardships in defense of their country. This history of the South Vietnamese armed forces operations between 1972 and 1975 reveals that during 1973 they had the upper hand in conflicts with the North Vietnamese. It was the abrupt end of American economic and material support in 1974 that doomed their efforts and brought about their eventual defeat. This period also saw Soviet and Chinese aid to North Vietnam transform the NVA from a largely light infantry army to a mechanized tank- and artillery-heavy combined arms force that so greatly outgunned the ARVN.

Subsequent service included troop and staff duty in Germany and Korea and graduation from the Army War College. As a graduate student at American University in 1963 and 1964, the author specialized in East and Southeast Asia. He was also concerned with Southeast Asia while assigned to the office of the Army's Deputy Chief of Staff for Operations in 1964 and 1965. Colonel Le Gro served in Vietnam in 1966 and 1967 as G-2, 1st Infantry Division, and was Director of Asian Studies at the Army War College from 1969 to 1971. From December 1972 until 29 April 1975, he was a senior staff officer with the U.S. Military Assistance Command, Vietnam, and its successor agency, the U.S. Defense Attache Office, Saigon. The likelihood of observing Condorcet's Paradox is known to be very low for elections with a small number of candidates if voters’ preferences on candidates reflect any significant degree of a number of different measures of mutual coherence. This reinforces the intuitive notion that strange election outcomes should become less likely as voters’ preferences become more mutually coherent. Similar analysis is used here to indicate that this notion is valid for most, but not all, other voting paradoxes. This study also focuses on the Condorcet Criterion, which states that the pairwise majority rule winner should be chosen as the election winner, if one exists. Representations for the Condorcet Efficiency of the most common voting rules are obtained here as a function of various measures of the degree of mutual coherence of voters’ preferences. An analysis of the Condorcet Efficiency representations that are obtained yields strong support for using Borda Rule.

This book consists essentially of notes which were written for an Advanced Course on Classifying Spaces and Cohomology of Groups. The course took place at the Centre de Recerca Mathematica (CRM) in Bellaterra from May 27 to June 2, 1998 and was part of an emphasis semester on Algebraic Topology. It consisted of two parallel series of 6 lectures of 90 minutes each and was intended as an introduction to new homotopy theoretic methods in group cohomology. The first part of the book is concerned with methods of decomposing the classifying space of a finite group into pieces made of classifying spaces of appropriate subgroups. Such decompositions have been used with great success in the last 10-15 years in the homotopy theory of classifying spaces of compact Lie groups and p-compact groups in the sense of Dwyer and Wilkerson. For simplicity the emphasis here is on finite groups and on homological properties of various decompositions known as centralizer resp. normalizer resp. subgroup decomposition. A unified treatment of the various decompositions is given and the relations between them are explored. This is preceeded by a detailed discussion of basic notions such as classifying spaces, simplicial complexes and homotopy colimits.

This monograph represents an extension of the author's original PhD thesis and includes a more thorough discussion on the concepts and mathematics behind his research works on the foam model, as applied to studying issues of phase stability and elasticity for various non-closed packed structures found in fuzzy and colloidal crystals, as well as on a renormalization-group analysis regarding the critical behavior of loop polymers upon which topological constraints are imposed.
