This book examines how the policy agenda was shaped by the ideas of the generations’ representatives for the “sixtiers” and “seventiers.” Representatives of the generation of “sixtiers” conducted reforms from 1985 to 1991 and invested major efforts in political liberalization but did not pay enough attention to economic reforms. On the other hand, the reformers from the generation of “seventiers,” who were in charge of policy making from 1991 to 1998, were genuinely oriented toward market building but rather insensitive to the democratization of the political regime. This book explores how these differences in ideational agendas produced inconsistent and controversial outcomes from both stages of reforms.

With the development of nonlinear wave theory some novel concepts came into use, such as solitary waves, solitary vortices, and solitons. There is still some inconsistency in the use of these terms. The study of solitary waves (solitons) should ultimately lead to a better understanding of the internal structure of elementary particles. That is why solitons are attracting great attention from physicists and mathematicians. The material presented in this book shows that solitons are also of interest in plasma physics and geophysics, where these concepts have many important applications.
Undeservedly little attention is paid in the vast literature on the theories of vibration and plasticity to the problem of steady-state vibrations in elastoplastic bodies. This problem, however, is of considerable interest and has many important applications. The problem of low-cyclic fatigue of metals, which is now in a well de veloped state is one such application. The investigations within this area are actually directed to collecting experimental facts about repeated cyclic loadings, cf. [47J. Theoretical investigations within this area usually con sider the hysteretic loops and the construction of models of plasticity theory which are applicable to the analysis of repeated loadings and the study of the simplest dynamic problems. Another area of application of the theory of the vibration of elastoplas tic bodies is the applied theory of amplitude-dependent internal damping. Another name for this theory is the theory of energy dissipation in vibrat ing bodies. In accordance with the point of view of Davidenkov "internal damping" in many metals, alloys and structural materials under consider able stress presents exactly the effect of micro plastic deformations. There fore, it may be described by the methods of plasticity theory. This point of view is no doubt fruitful for the theory of energy dissipation in vibrating bodies, as it allows one to write down the constitutive equations appropri ate both for vibrational analysis of three-dimensional stress states and an investigation of nonharmonic deformation. These problems are known to be important for the theory of internal damping.

In this book, Vladimir Gel’man considers bad governance as a distinctive politico-economic order that is based on a set of formal and informal rules, norms, and practices quite different from those of good governance. Some countries are governed badly intentionally because the political leaders of these countries establish and maintain rules, norms, and practices that serve their own self-interests. Gel’man considers bad governance as a primarily agency-driven rather than structure-induced phenomenon. He addresses the issue of causes and mechanisms of bad governance in Russia and beyond from a different scholarly optics, which is based on a more general rationale of state-building, political regime dynamics, and policy-making. He argues that although these days, bad governance is almost universally perceived as an anomaly, at least in developed countries, in fact human history is largely a history of ineffective and corrupt governments, while the rule of law and decent state regulatory quality are relatively recent matters of modern history, when they emerged as side effects of state-building. Indeed, the picture is quite the opposite: bad governance is the norm, while good governance is an exception. The problem is that most rulers, especially if their time horizons are short and the external constraints on their behavior are not especially binding, tend to govern their domains in a predatory way because of the prevalence of short-term over long-term incentives. Contemporary Russia may be considered as a prime example of this phenomenon. Using an analysis of case studies of political and policy changes in Russia after the Soviet collapse, Gel’man discusses the logic of building and maintaining the politico-economic order of bad governance in Russia and paths of its possible transformation in a theoretical and comparative perspective.
Decomposition methods aim to reduce large-scale problems to simpler problems. This monograph presents selected aspects of the dimension-reduction problem. Exact and approximate aggregations of multidimensional systems are developed and from a known model of input-output balance, aggregation methods are categorized. The issues of loss of accuracy, recovery of original variables (disaggregation), and compatibility conditions are analyzed in detail. The method of iterative aggregation in large-scale problems is studied. For fixed weights, successively simpler aggregated problems are solved and the convergence of their solution to that of the original problem is analyzed. An introduction to block integer programming is considered. Duality theory, which is widely used in continuous block programming, does not work for the integer problem. A survey of alternative methods is presented and special attention is given to combined methods of decomposition. Block problems in which the coupling variables do not enter the binding constraints are studied. These models are worthwhile because they permit a decomposition with respect to primal and dual variables by two-level algorithms instead of three-level algorithms. Astronomy and Astrophysics Abstracts aims to present a comprehensive documenta tion of literature in all fields of astronomy and astrophysics. Every effort will be made to ensure that the average time interval between the date of receipt of the original literature and publication of the abstracts will not exceed eight months. This time interval is near to that achieved by monthly abstracting journals, compared to which our system of accumu lating abstracts for about six months offers the advantage of greater convenience for the user. Volume 32 contains literature published in 1982 and received before February 11, 1983; some older literature which was received late and which is not recorded in earlier volumes is also included. This book should be considered as an introduction to a special dass of hierarchical systems of optimal control, where subsystems are described by partial differential equations of various types. Optimization is carried out by means of a two-level scheme, where the center optimizes coordination for the upper level and subsystems find the optimal solutions for independent local problems. The main algorithm is a method of iterative aggregation. The coordinator solves the problern with macrovariables, whose number is less than the number of initial variables. This problern is often very simple. On the lower level, we have the usual optimal control problems of math ematical physics, which are far simpler than the initial statements. Thus, the decomposition (or reduction to problems ofless dimensions) is obtained. The algorithm constructs a sequence of so-called disaggregated solutions that are feasible for the main problern and converge to its optimal solutionunder certain assumptions ( e.g., under strict convexity of the input functions). Thus, we bridge the gap between two disciplines: optimization theory of large-scale systems and mathematical physics. The first motivation was a special model of branch planning, where the final product obeys a preset assortment relation. The ratio coefficient is maximized. Constraints are given in the form of linear inequalities with block diagonal structure of the part of a matrix that corresponds to subsystems. The central coordinator assem bles the final production from the components produced by the subsystems.
The politico-economic reforms launched during the late twentieth century in post-Soviet Russia have led to contradictory and ambiguous results. The new economic environment and mode of governance that emerged have been subjected to serious criticism. What were the causes of these developments? Were they unavoidable for Russia due to specific factors grounded in the country’s previous experiences? Or were they an intended result of actions taken by the leaders of the country during the last few decades? The authors of this book share neither a deterministic approach, which implies that Russia is bound to fail because of the nature of its economic and political evolution, nor a voluntarist approach, which implies that these failures were caused only by the incompetence and/or malicious intentions of its leaders. Instead, this study offers a different framework for the analysis of political and economic developments in present-day Russia. It is based on four ‘i’s—ideas, interests, institutions, and illusions.

The historic power struggle that raged as the two parties vied for supremacy in postimperial Russia comes to light through these accounts—not official party statements but vivid reports, letters, and eyewitness testimonies by Mensheviks, ordinary citizens from diverse walks of life and different parts of the Soviet Union. Together, these materials create a mosaic of individual portraits and circumstances that illustrate the conflicts, struggles, and repression during the period of Soviet politics under Lenin. This book deals with mathematical modeling, namely, it describes the mathematical model of heat transfer in a silicon cathode of small (nano) dimensions with the possibility of partial melting taken into account. This mathematical model is based on the phase field system, i.e., on a contemporary generalization of Stefan-type free boundary problems. The approach used is not purely mathematical but is based on the understanding of the solution structure (construction and study of asymptotic solutions) and computer calculations. The rise of the West is often attributed the presence of certain features in Western countries from the 16th century that were absent in more traditional societies: the abolition of serfdom and Protestant ethics, the protection of property rights, and free universities. The problem with this reasoning is that, before the 16th century, there were many countries with social structures that possessed these same features that didn't experience rapid productivity growth. This book offers a new interpretation of the 'Great Divergence' and 'Great Convergence' stories. It explores how Western countries grew rich and why parts of the developing world (South and East Asia and the Middle East) did not catch up with the West from 1500 to 1950 but began to narrow the gap after 1950. It also examines why others (Latin America, South Africa, and Russia) were more successful at catching up from 1500 to 1950, but then experienced a slowdown in economic growth compared to other developing countries.
