Electronic structure and physical properties of strongly correlated materials containing elements with partially filled 3d, 4d, 4f and 5f electronic shells is analyzed by Dynamical Mean-Field Theory (DMFT). DMFT is the most universal and effective tool used for the theoretical investigation of electronic states with strong correlation effects. In the present book the basics of the method are given and its application to various material classes is shown. Beginning with Stalin, Vladimir Shlapentokh explores the mutual need and antagonism that have existed between political leaders and intellectuals. If the slow but sure codification of international law that began with the first Geneva Convention of 1864 has put down roots, against all odds, it is because of the passionate determination of a few visionary but practical actors on the world's stage. Pre-eminent among these `workers in the dawn' was the Russian jurist, diplomat and arbitrator F.F. Martens (1845-1909). Although Marten's reputation suffered during the Soviet era and on both sides of the Cold War, the lasting effect of his ideas and initiatives can be traced all the way from his early years as a Law Professor at Petersburg University (when his writing attracted the attention of the Czar), through his direct participation in the great Peace Conferences at Brussels and The Hague, to the legal underpinnings of the human rights regime embodied in today's international conventions and tribunals. His sense of community and the individual in a global context andndash; a difficult notion for lawyers to grasp in a world of competing nation-states andndash; has now become a widely-accepted norm with increasingly effective enforcement mechanisms. And even his contributions to procedural theory, in areas such as extradition of political criminals and transnational enforcement of administrative law, persist in coming to the forefront of today's international legal practice. This English translation of the first major biography of Martens is in fact the most complete text in any language, as the Russian author, at the translator's request, took the opportunity to revise his original work and even supplied two whole chapters missing from the original Russian edition of 1993 and subsequent editions and translations. It is universally recognized that the end of the current and the beginning of the next century will be characterized by a radical change in the existing trends in the economic development of all countries and a transition to new principles of economic management on the basis of a resource and energy conservation policy. Thus there is an urgent necessity to study methods, technical aids and economic consequences of this change, and particularly, to determine the possible amounts of energy resources which could be conserved (energy "reserves") in different spheres of the national economy. An increased interest towards energy conservation in industry, one of the largest energy consumers, is quite natural and is manifested by the large num ber of publications on this topic. But the majority of publications are devoted to the solution of narrowly defined problems, determination of energy reserves in specific processes and plants, efficiency estimation of individual energy conserva tion measures, etc. However, it is necessary to develop a general methodological approach to the solution of such problems and create a scientific and methodical base for realizing an energy conservation policy. Such an effort is made in this book, which is concerned with methods for studying energy use efficiency in technological processes and estimation of the theoretical and actual energy reserves in a given process, technology, or industrial sector on the basis of their complete energy balances.
The Novel Mechanisms of Superconductivity Conference was initially conceived in the early part of 1986 as a small, 2-1/2 day workshop of 40-70 scientists, both theorists and experimentalists interested in exploring the possible evidence for exotic, non phononic superconductivity. Of course, the historic discoveries of high temperature oxide superconductors by Bednorz and Mftller and the subsequent enhancements by the Houston/Alabama groups made such a small conference impractical. The conference necessarily had to expand, 2-1/2 days became 4-1/2 days and superconductivity in the high Tc oxides became the largest single topic in the workshop. In fact, this conference became the first major conference on this topic and thus, these proceedings are also the first maj or publication. However, heavy fermion, organic and low carrier concentration superconductors remained a very important part of this workshop and articles by the leaders in these fields are included in these proceedings. Ultimately the workshop hosted rearly 400 scientists, students and media including representatives from the maj or research groups in the U.S., Europe, Japan and the Soviet Union.

Despite the rapidly expanding ambit of physical research and the continual appearance of new branches of physics, the main thrust in its development was and is the attempt at a theoretical synthesis of the entire body of physical knowledge. The main triumphs in physical science were, as a rule, associ ated with the various phases of this synthesis. The most radical expression of this tendency is the program of construction of a unified physical theory. After Maxwellian electrodynamics had unified the phenomena of electricity, magnetism, and optics in a single theoretical scheme on the basis of the con cept of the electromagnetic field, the hope arose that the field concept would become the precise foundation of a new unified theory of the physical world. The limitations of an electromagnetic-field conception of physics, however, already had become clear in the first decade of the 20th century. The concept of a classical field was developed significantly in the general theory of relativity, which arose in the elaboration of a relativistic theory of gravitation. It was found that the gravitational field possesses, in addition to the properties inherent in the electromagnetic field, the important feature that it expresses the metric structure of the space-time continuum. This resulted in the following generalization of the program of a field synthesis of physics: The unified field representing gravitation and electromagnetism must also describe the geometry of space-time.

The December 1988 issue of the International Journal of Modern Physics A is dedicated to the memory of Tony Hilton Royle Skyrme. It contains an informative account of his life by Dalitz and Aitchison's reconstruction of a talk by Skyrme on the origin of the Skyrme model. From these pages, we learn that Tony Skyrme was born in England in December 1922. He grew up in that country during a period of increasing economic and political turbulence in Europe and elsewhere. In 1943, after Cambridge, he joined the British war effort in making the atomic bomb. He was associated with military projects throughout the war years and began his career as an academic theoretical physicist only in 1946. During 1946-61, he was associated with Cambridge, Birmingham and Harwell and was engaged in wide-ranging investigations in nuclear physics. It was this research which eventually culminated in his studies of nonlinear field theories and his remarkable proposals for the description of the nucleon as a chiral soliton. In his talk, Skyrme described the reasons behind his extraordinary sug gestions, which when first made must have seemed bizarre. According to him, ideas of this sort go back many decades and occur in the work of Sir William Thomson, who later became Lord Kelvin. Skyrme had heard of Kelvin in his youth.
