This volume provides an challenging and controversial explanation of the recent events in Russia. It examines the causes, processes, and consequences of Russia's recent political development. Drawing on, and criticizing the existing literature, the book also shows how the recent Russian experience casts light on general theories of revolution and comparative political developments. The transformation in Russia is usually compared with transformations in other post-communist countries. The authors argue that the Russian transformation should be explained in the logic of the great revolutions of the past such as the English Civil War, the French Revolution, and the Bolshevik Revolution. The difficulties and inconsistency of Russian reforms are usually explained as a result of mistakes made by reformers. This book argues, however, that these problems should be considered as a natural consequence of the 'weak state'. In revolution the weakness of state power is inevitable (resulting from social fragmentation, property rights transformation, changes in the interests of different social groups). Hence, the authors argue that most of the transitional problems in Russia were unavoidable. The authors go on to argue that revolutions are usually considered as rapid change made through violence. However, the spontaneous character of change in the situation of a weak state is a much more important feature of any revolution than violence. The book contains unique interviews with four leaders of the Russian transformation - Mikhail Gorbachev, Alexander Yakovlev, Yegor Gaidar, and Gennadii Burbulis - as well as the personal experience of the authors, who were deeply involved in the practical process of Russian transformation.

Professor Kondratyev and his team consider the concept of global warming due to the greenhouse effect and put forward a new approach to the problem of assessing the impact of anthropogenic processes. Considering data on both sources and sinks for atmospheric carbon and various conceptual schemes of the global carbon dioxide cycle, they suggest a new approach to studies of the problem of the greenhouse effect. They assess the role of different types of soil and vegetation in the assimilation of carbon dioxide from the atmosphere, and discuss models of the atmosphere ocean gas exchange and its role in the carbon dioxide cycle, paying special attention to the role of the Arctic Basin. Since the human organism is itself an open system, we are naturally curious about the behavior of other open systems with fluxes of matter, energy or information. Of the possible open systems, it is those endowed with many degrees of freedom and strongly deviating from equilibrium that are most challenging. A simple but very significant example of such a system is given by developed turbulence in a continuous medium, where we can discern astonishing features of universality. This two-volume monograph deals with the theory of turbulence viewed as a general physical phenomenon. In addition to vortex hydrodynamic turbulence, it considers various cases of wave turbulence in plasmas, magnets, atmosphere, ocean and space. A sound basis for discussion is provided by the concept of cascade turbulence with relay energy transfer over different scales and modes. We shall show how the initial cascade hypothesis turns into an elegant theory yielding the Kolmogorov spectra of turbulence as exact solutions. We shall describe the further development of the theory discussing stability prob lems and modes of Kolmogorov spectra formation, as well as their matching with sources and sinks. This volume is dedicated to developed wave turbulence in different media.

Beginning with Stalin, Vladimir Shlapentokh explores the mutual need and antagonism that have existed between political leaders and intellectuals. This book is a collection of papers on dynamical and statistical theory of nonlinear wave propagation in dispersive conservative media. Emphasis is on waves on the surface of an ideal fluid and on Rossby waves in the atmosphere. Although the book deals mainly with weakly nonlinear waves, it is more than simply a description of standard perturbation techniques. The goal is to show that the theory of weakly interacting waves is naturally related to such areas of mathematics as Diophantine equations, differential geometry of waves, Poincare normal forms and the inverse scattering method.

This time interval is near to that achieved by monthly abstracting journals, compared to which our system of accumu lating abstracts for about six months offers the advantage of greater convenience for the user. Volume 32 contains literature published in 1982 and received before February 11, 1983; some older literature which was received late and which is not recorded in earlier volumes is also included.
