Fiscal rule frameworks have evolved significantly in response to the global financial crisis. Many countries have reformed their fiscal rules or introduced new ones with a view to enhancing the credibility of fiscal policy and providing a medium-term anchor. Enforcement and monitoring mechanisms have also been upgraded. However, these innovations have made the systems of rules more complicated to operate, while compliance has not improved. The SDN takes stock of past experiences, reviews recent reforms, and presents new research on the effectiveness of rules. It also proposes guiding principles for future reforms to strike a better balance between simplicity, flexibility, and enforceability. Read the blog
Remote Sensing plays a key role in monitoring the various manifestations of global climate change. It is used routinely in the assessment and mapping of biodiversity over large areas, in the monitoring of changes to the physical environment, in assessing threats to various components of natural systems, and in the identification of priority areas for conservation. This book presents the fundamentals of remote sensing technology, but rather than containing lengthy explanations of sensor specifications and operation, it concentrates instead on the application of the technology to key environmental systems. Each system forms the basis of a separate chapter, and each is illustrated by real world case studies and examples. Readership The book is intended for advanced undergraduate and graduate students in earth science, environmental science, or physical geography taking a course in environmental remote sensing. It will also be an invaluable reference for environmental scientists and managers who require an overview of the use of remote sensing in monitoring and mapping environmental change at regional and global scales. Throughout history, many dictators developed a primeval almost sadistic view of society and felt that power was for the taking. Some of these dictators went to the finest educators in the world and learned how to mesmerize their citizens, converting them to their own twisted ideologies. They began the process by corrupting the military generals, who controlled the work force and weapons that could control their peopleOne individual during World War Two, set in motion a contingency plan in the event he wasn't successful in accomplishing his goal of ruling the world - and that was Adolf Hitler. Toward the end of the Second World War, Hitler ordered his Army to enter Prague. He moved his munitions factory to Prague's underground city, because the Russians were getting too close to Berlin. To temper his paranoia, he created a back-up plan. That's when he created - The Doomsday Device. As such he planned an apocalypse so devastating it was beyond description and one in which the world could never recover.Thirty-five years later, a letter surfaced reminding five people that the device could still be a real threat to the world and had to be disarmed.Rick Benedict was a professor at Brown University at the time. Little did he know that soon he was going to be embroiled in a world of betrayal and deceit that would shake the very foundation of his own beliefs.
The 'resource curse' is the view that countries with extensive natural resources tend to suffer from a host of undesirable outcomes, including the weakening of state capacity, authoritarianism, fewer public goods, war, and economic stagnation. This book debunks this view, arguing that there is an 'institutions curse' rather than a resource curse. Legacies endemic to the developing world have impelled many countries to develop natural resources as a default sector in lieu of cultivating modern and diversified economies, and bad institutions have also condemned nations to suffer from ills unduly attributed to minerals and oil. Victor Menaldo also argues that natural resources can actually play an integral role in stimulating state capacity, capitalism, industrialization, and democracy, even if resources are themselves often a symptom of underdevelopment. Despite being cursed by their institutions, weak states are blessed by their resources: greater oil means more development, both historically and across countries today.

To the English, I am "shocking"...What's more, French, which is disgusting; republican, which is abominable; exiled, which is repulsive; defeated, which is infamous. To top it all off, a poet...' Victor Hugo dominated literary life in France for over half a century, pouring forth novels, poems, plays, and other writings with unflagging zest and vitality. Here, for the first time in English, all aspects of his work are represented within a single volume. Famous scenes from the novels Notre-Dame, Les Misérables, and The Toilers of the Sea are included, as well as excerpts from his intimate diaries, poems of love and loss, and scathing denunciations of the political establishment. All the chosen passages are self-contained and can be enjoyed without any previous knowledge of Hugo's work. Much of the material is appearing in English for the first time, and most of it has never before been annotated thoroughly in any language.

This book is devoted to the analysis of the three main financial crises that have marked this century: 2001 Argentina’s defaulting on its external debt, the American subprime crisis in 2008, and the current European debt crisis in Europe. The book pursues three major objectives: firstly, to accurately portray these three financial crises; secondly, to analyze what went wrong with mainstream economic theory, which was unable to foresee these types of economic turmoil; and thirdly, to review macroeconomic theory, re-evaluating Keynes’ original contribution to economic analysis and pointing out the need to rebuild macroeconomics with a view to studying economic illness rather than trying to prove the non-existence of economic problems.
The Oxford Handbook of Language Production provides a comprehensive, multidisciplinary review of the complex mechanisms involved in language production. It describes what we know of the computational, linguistic, cognitive, and brain bases of human language production - from how we conceive the messages we aim to convey, to how we retrieve the right (and sometimes wrong) words, how we form grammatical sentences, and how we assemble and articulate individual sounds, letters, and gestures. Contributions from leading psycholinguists, linguists, and neuroscientists offer readers a broad perspective on the latest research, highlighting key investigations into core aspects of human language processing. The Handbook is organized into three sections: speaking, written and sign languages, and how language production interfaces with the wider cognitive system, including control processes, memory, non-linguistic gestures, and the perceptual system. These chapters discuss a wide array of levels of representation, from sentences to individual words, speech sounds and articulatory gestures, extending to discourse and the broader social context of speaking. Detailed supporting chapters provide an overview of key issues in linguistic structure at each level of representation. Authoritative yet concisely written, the volume will be of interest to scholars and students working in cognitive psychology, psycholinguistics, cognitive neuroscience, computer science, audiology, and education, and related fields.
The papers reprinted in this volume focus on the extraordinary and multifaceted relationship between two Christian States: the Republic of Venice and the Island Order State on Hospitaller Malta between 1530 and the late 1790s. It was marked by three distinct phenomena – military cooperation along with other Western allies against the Ottoman Empire; direct mutual confrontation, at times even leading to war; and commercial cooperation. A fourth phenomenon, this time involving the wider Mediterranean context within which the two interacted, concerns the idea of decline. Some of the papers that follow question the validity of the traditional view that the Mediterranean and Venice were in decline by the sixteenth century and that the Hospitaller Order, claimed to be in decline by the eighteenth, had given up Malta to the French as a result. This book will appeal to all those interested in Crusading Orders and the history of the Crusades, as well as the history of Venice, Malta, and the Mediterranean in the early modern period.

Countries increasingly rely on independent fiscal councils to constrain policymakers’ discretion and curb the bias towards excessive deficits and pro-cyclical policies. Since fiscal councils are often recent and heterogeneous across countries, assessing their impact is challenging. Using the latest (2016) vintage of the IMF Fiscal Council Dataset, we focus on two tasks expected to strengthen fiscal performance: the preparation or assessment of forecasts, and the monitoring of compliance with fiscal rules. Tentative econometric evidence suggests that the presence of a fiscal council is associated with more accurate and less optimistic fiscal forecasts, as well as greater compliance with fiscal rules.
