An important aim behind the restructuring of Germany’s and Europe’s electricity systems is to reduce the environmental burden, especially with respect to greenhouse gas emissions, of the current systems. Emissions must be brought down to a level that is sustainable in the long run and consistent with greenhouse gas emission reduction goals. Meeting these goals will require a system (as best as current knowledge suggests) that will be able to cope simultaneously with the fundamental demands for economic efficiency, environmental sustainability and supply security. Making use of existing scenarios, this study sketches such a system. It focuses in particular on auxiliary systems such as energy storage methods and network extensions. The study introduces technologies that can balance electricity in energy systems and that can serve as enabling technologies for the integration of large quantities of renewable energies in the power supply system. It begins with a discussion of normative aims for the future electricity system before continuing with a description of current policies and political developments and an overview of relevant existing energy system studies. These sections serve as background for the remainder of the study. They are followed by discussion and analysis of the growing demand for means to balance the fluctuations found in electricity generated in power systems with a high penetration of renewable energies, the potentials of diverse technologies, requirements for electrical networks, economic impacts and important legal issues. Finally, the main challenges to the achievement of developing balancing technologies and processes for renewable electricity-dominant systems are summarised and recommendations made.

Jürgen Habermas seeks to defend the Enlightenment and with it an ëmphatical", üncurtailed ̈conception of reason against the post-modern critique of reason on the one hand, and against so-called scientism (which would include critical rationalism and the greater part of analytical philosophy) on the other. His objection to the former is that it is self-contradictory and politically defeatist; his objection to the latter is that, thanks to a standard of rationality derived from the natural sciences or from Weber's concept of purposive rationality, it leaves normative questions to irrational decisions. Habermas wants to offer an alternative, trying to develop a theory of communicative action that can clarify the normative foundations of a critical theory of society as well as provide a fruitful theoretical framework for empirical social research. This study is a comprehensive and detailed analysis and sustained critique of Habermas' philosophical system since his pragmatist turn in the seventies. It clearly and precisely depicts Habermas' long chain of arguments leading from an analysis of speech acts to a discourse theory of law and the democratic constitutional state. Along the way the study examines, among other things, Habermas' theory of communicative action, transcendental and universal pragmatics and the argument from "performative contradictions", discourse ethics, the consensus theory of truth, Habermas' ideas on developmental psychology, communicative pathologies and social evolution, his theory of social order, the analysis of the tensions between system and lifeworld, his theory of modernity, and his theory of deliberative democracy. For all Habermas students this study will prove indispensable.

This book explores how nationalism and multilateralism transform international society and global governance. It does so by comparing the governance model of the EU – a constitutionalised and increasingly polycentric form of multilateralism – with Northeast Asia. There nationalist administrations have resisted multilateral commitments and are locked into rivalries instead of pursuing a regional project. Both Europe and Northeast Asia can be seen as success stories of the late 20th/ early 21st centuries, but by having followed different approaches to international governance. The book traces these two trajectories through critical junctures in history to how both regions have dealt with the contemporary challenges of the financial crisis and climate change. During the financial crisis, Europe’s multilateral economic and monetary architecture revealed profound weaknesses whilst national policies allowed much of Northeast Asia to escape the worst of it. On climate change the European Union (EU) has developed effort-sharing governance models to reduce emissions, while Northeast Asian countries are relying on greening national industrial policy. The book argues that global governance has to find the balance between multilateralism and nationalism in order to find collaborative approaches to global challenges. This book provides a fresh take on the EU and on Northeast Asia and develops innovative concepts of international society and polycentric governance. Thus, it will be of considerable interest to researchers and students of global governance, international relations, EU and Asia Studies.

The GmeLin Formula Index and its First Supplement covered those volumes of the Eighth Edition of the GmeLin Handbook which had been issued up to the end of 1979. The present Second Supplement updates the Index by inclusion of the volumes which appeared up to the end of 1987. With this Second Supplement all compounds described in the GmeLin Handbook of Inorganic Chemistry in the period between 1924 and 1987 can be located. The basic structure of the Formula Index remains the same as in the previous editions. Computer techniques were employed in the preparation and print of the Second Supple ment. The data acquisition, sorting, and further data handling were performed with the aid of aseries of computer programs developed by statt members of the former "OnLine Group" of the GmeLin Institute, now at Chemplex GmbH, and by the printer" Universitäts druckerei H. Stürtz AG, Würzburg ". Whereas the Handbook itself will continue to appear in printed form, the present Second Supplement of the Index is intended to be the last one issued in print. The cumulated contents of the Index and its Supplements are contained in the GmeLin Formula Index (GFI) database which is available to the scientific community via STN. This database will be updated annually to include the pubLished Handbook volumes.
