How can we achieve FAO’s original vision of a world free from hunger and malnutrition? The report sheds some light on the nature of the challenges that agriculture and food systems are facing now and throughout the 21st century, and provides some insights as to what is at stake and what needs to be done. What emerges is that “business as usual” is no longer an option but calls for major transformations in agricultural systems, in rural economies and in how we manage our natural resources. The report was undertaken for the quadrennial review of the FAO Strategic Framework and in preparation for the Organization’s Medium-Term Plan 2018-2021.
Gender inequality in Palestine has contributed to the marginalization of women from access and control over available resources including water. This inequality has been entrenched through legal, political and social systems. Palestine’s Gender-Responsive Water Assessment was carried out in the West Bank in 2021 by the Food and Agricultural Organization of the United Nations (FAO) in partnership with the Palestinian Authority (PA)- Ministry of Agriculture (MoA) as part of the “Implementing the 2030 Agenda for Water Efficiency, Productivity and Water Sustainability in NENA [North East and North Africa] Countries (GCP/RNE/009/SWE)” project. The project had recommended gender-responsive water assessments to evaluate the relative situation of women and men in different communities regarding water access, governance and use in the countries targeted by the interventions. The aim of the assessment was to outline areas where future investments and programme interventions in water and agriculture would be needed to support progress towards gender equality and sustainable water resource management in a synergistic way. In addition to a review of the existing literature, the study gathered information at the field level, assessing five local communities in the northern West Bank.
As the quality of climate risk information and scientific forecasting has continued to improve, the imperative to act in advance of an imminent shock in order to protect people, assets and livelihoods has also gained notable attention and increasing investment. Recognizing this opportunity, some governments, and development and humanitarian partners are trying to gain a better understanding of the potential of social protection to deliver support ahead of a forecasted shock, including exploring options to systematically integrate anticipatory action approaches within existing national social protection systems. As such, this document discusses the conceptual and practical linkages between these two topics alongside presenting four country case studies, thereby contributing to the literature on how social protection and anticipatory action can protect agricultural livelihoods.
After steadily declining for over a decade, global hunger is on the rise again, while various forms of malnutrition coexist. Climate change is already exacerbating this grim picture, which is why food security and food production will be a major focus of the Intergovernmental Panel on Climate Change’s 6th Assessment Cycle. Thanks to the participation of 250 experts from all around the world, the International Symposium on Food Security and Nutrition in the Age of Climate Change highlighted the importance of food and agricultural systems in the fight against climate change and presented concrete multi-sector solutions to address this global issue. The event placed special emphasis on the regional realities of West Africa and the Canadian North, as well as to the presence of young people and members of Indigenous and Northern communities directly affected by these issues. The summaries of these four days of plenaries, interactive workshops, and special events have been grouped under seven major themes for this publication: 1) Climate change, food security and nutrition: the issues; (2) The agriculture sectors in the context of climate change; (3) Food systems in the face of climate change; (4) Natural resources: challenges and solutions; (5) Food security and nutrition in a changing North; (6) Summary of solutions; (7) Strengthening and adapting regional and international cooperation.
This report is part of a series of country profiles that describe: (i) policy measures enacted by the government of Iraq to contain the spread of the virus; (ii) policies and measures to stabilize the functioning of agri-food systems; (iii) potential effects of policies on agri-food systems and vulnerable groups. Finally, the profiles also assess longer-term options for agri-food system policies and investments to make them more resilient.
International food aid has rightly been credited with saving millions of lives and is often the only thing that stands between vulnerable people and death. However, it was a serious obstacle in the Doha Round of multilateral trade negotiations and has been sharply criticised as a donor-driven response that creates dependency on the part of recipients and undermines local agricultural producers and traders upon whom sustainable food security depends. This issue of the 'State of Food and Agriculture' report examines the issues and controversies surrounding international food aid, particularly in crisis situations. It considers the ways in which food aid can support sustainable improvements in food security, in order to preserve its essential humanitarian role whilst minimising the possibility of harmful secondary impacts.
This study looks at the causal relationship by which conflict triggers food crises and food insecurity (e.g.by disrupting distribution networks), which in turn perpetuate violence. It proposes intervention mechanisms, including regular cash transfers, for improving food security and sustaining peace.
The Early Warning Early Action (EWEA) Report on Food Security and Agriculture is developed by the Food and Agriculture Organization of the United Nations (FAO). It provides a quarterly forward-looking analysis of major disaster risks to food security and agriculture, specifically highlighting: - potential new emergencies resulting from imminent disaster threats - new developments in countries already affected by protracted crises which are likely to cause a further deterioration of food insecurity This report is part of FAO’s efforts to systematically link early warnings to anticipatory actions. By providing specific early action recommendations for each country, the report aims to prompt FAO and partners to proactively mitigate and/or prevent disasters before they start to adversely impact food security. In order of intensity, for the period October-December 2019, the high risk section includes: Burkina Faso, Mali and the Niger South Sudan Yemen Democratic People’s Republic of Korea Cabo Verde, the Gambia, Mauritania and Senegal Zimbabwe African swine fever outbreak in Asia.
The Philippines has made significant strides in reducing poverty, but the persistent threat of natural disasters, compounded by the country's vulnerability and exposure, continues to jeopardize these gains. Many households in disaster-prone areas hover precariously close to the poverty line, and the devastating impact of disasters on their assets, income, and well-being exacerbates this vulnerability. Anticipatory Action and adaptive and shock-responsive social protection emerges as critical approaches to mitigate the effects of disasters. Specifically, anticipatory cash transfers have shown promise in reducing asset and income losses for affected households. However, the effectiveness of such measures hinges on strengthening the existing social protection system, improving data collection and coordination, and addressing policy gaps, such as the absence of clear cost-sharing rules and concerns over local government capacities. This investment case has shown that the government has various effective and financially viable anticipatory action programming options at its disposal to reduce potential losses from natural disasters. While the choice of which options will be implemented in response to future emergencies lies with the government and the responding agencies, any effective and timely response will depend on the preparations and strengthening activities that will be carried out at the policy, program, and administrative levels over the coming years.
The objective of this paper is to work towards a consensus among UN agencies on how to best support countries to achieve progress towards universal social protection in line with the 2030 Agenda for Sustainable Development. To this end the paper investigates 1) lessons learnt from past joint UN work on social protection 2) priority areas for social protection engagement 3) recommendations for improving UN collaboration and 4) next steps for the way forward.
This report examines data available prior to the Covid-19 pandemic that affected the region and the world in 2020. By 2019, the Arab Region was already off track to achieve hunger and nutrition-related SDG targets by 2030. In fact, after good progress during past decades, since 2015-17 the number of undernourished people in the region has been increasing steadily. In 2019, the number of hungry people stood at 51.4 million, or 12.2 percent of the region’s population. If such trends continue, even ignoring the potential impact of Covid-19, the number of undernourished in the region will exceed 75 million people by 2030.
Forty-nine million people live in the Lake Chad region, exploiting its rich natural resources and relatively constant supply of water, fodder and fertile land all year round. The area used to be a food production hub, with local markets supplying produce to Cameroon, Chad, the Niger and Nigeria. However, poor natural resource management, poor coordination across the different countries of the region, and the widespread impact of climate change have contributed to the significant deterioration of the Lake’s natural ecosystem capacity. Agricultural soils and pastures have been widely degraded, leading to a huge reduction in food productivity and, thus, job opportunities, especially for the youth living in rural areas who account for a high percentage of the population. Conflicts and tensions have created a conducive context for young people in search of income and opportunities to join the Boko Haram terrorist movement originated in Nigeria. This evaluation was conducted to address FAO’s response to the Lake Chad Basin crisis, including interventions conducted in 2015‒2018, as FAO published the Lake Chad Basin Crisis Response Strategy (2017–2019) to address the needs of the identified 6.9 million people affected by soaring food insecurity in the Lake Chad Basin in early 2017. The objectives of this evaluation were to analyse FAO’s responses to the crisis at operating level, with a focus on efficiency, effectiveness and sustainability, while assessing the relevance and consistency of the regional approach from a strategic perspective. The evaluation team visited many of the areas concerned, and at the end of each visit they organized a debriefing session with the respective FAO country team to share information gathered and collect complementary data and analysis to inform its deliberations. This helped to ensure transparency in the data collection process and to maximize the learning process. For FAO to support the food security and nutrition of communities in the Lake Chad region effectively, a regional strategy focused on supporting the resilience of communities is relevant and appropriate. Complementary to FAO’s country-based programmes, a regional strategy bears the potential to devise interventions that adapt to the cross-border nature of issues that each country faces and would allow supporting a more cohesive and collaborative way of working. Based on the Regional Response Strategy (2017–2019), FAO should revise its strategy and approach by incorporating governmental objectives, and translate it into an operational action plan, in line with other partners’ strategies in the region.
This new guide describes the application of spatial technology to improve disaster risk management (DRM) within the aquaculture sector. DRM requires interrelated actions and activities to ensure early warning, prevention, preparedness, response and recovery for a wide range of natural, technological and complex disasters that can impact aquaculture operations and livelihoods. Spatial technology refers to systems and tools that acquire, manage and analyse data that have geographic context. Some of the technologies include satellite remote sensing, aerial surveys, global positioning systems, geographic information systems, information and communication technology and other data gathering sensors used, for instance, in meteorology. Spatial technology supports activities across all phases of the DRM cycle and its rapid development provides enhanced opportunities to support DRM within the aquaculture sector. This guide is organized in two parts. Part one is the “guidance”; it is the main body of the document and describes the processes and steps for the use of spatial technology within DRM for aquaculture. Part two includes selected country case studies from Bangladesh, the Gulf of Mexico and the Caribbean, and Indonesia to illustrate the application of spatial technology in DRM for aquaculture at the national level within local contexts. Best practices at the farm and area management levels, supported by spatial technology, reduce volatility and risks and thus facilitate investment. Countries that would like aquaculture to grow sustainably and reliably are encouraged to use this guide in order to support spatial planning approaches and protect responsible investors. This emergency response plan represents cumulative steps taken since September 2018 to protect and restore agricultural production, incomes and assets, while enhancing nutritious and diversified diets of the most vulnerable farming and agropastoral households affected by the drought conditions and other compounding shocks in the countries at highest risk. Aligned to the FAO 2018–2021 Resilience Strategy for Southern Africa, and informed by the relevant recommendations from the SADC Regional Vulnerability Assessment and Analysis Programme Meetings, the overarching aim of the plan is to contribute to resilient agriculture-based livelihoods that enhance food security and nutrition in the face of more frequent and intense weather extremes.
This report presents a perspective on the impacts of flooding in rural areas and how to address them in an integrated way that delivers multiple long-term benefits for people (food, water, and economic security) and nature. The challenges faced by rural communities are illustrated and a strategic approach to flood management is presented. The approach advocated is based on a paradigm of planning that connects the short and long term, seeks to simultaneously manage flood risk to people, their agrifood systems, related livelihoods and the economy, while promoting the positive (and necessary) role floods play in maintaining productive agriculture (and aquaculture) and ecosystem health. In doing so, the approach embeds the concepts of disaster risk reduction (DRR) that are integral to the Sendai Framework for Disaster Risk Reduction 2015–2030, which contributes to the 2030 Agenda for Sustainable Development and the crucial need to progress at pace towards the Sustainable Development Goals. The report highlights how flood management practice has evolved throughout history largely in response to flood events. This heuristic approach has yielded some important advances in both policy and planning. Central to this has been the shift from a reactive emergency-based response towards a proactive approach aimed at reducing and managing flood risks. There is however more to do. Recognizing that rural areas have received disproportionately less attention, and current approaches to planning and management are less well established in rural areas compared to urban areas (Asian Development Bank, 2018), a small number of recommendations are set to help make more rapid progress towards flood resilience in rural settings.
Fire management is an essential part of sustainable forest management. This publication complements the Global Forest Resources Assessment 2005 (FRA 2005) as an in-depth thematic study on the incidence, impact and management of forest fires in different regions of the world. It was developed from 12 regional papers prepared within the framework of the Global Wildland Fire Network of the United Nations International Strategy for Disaster Reduction. It provides the best estimate of the global fire situation to date and gives a good indication of the scale of the impact of vegetation fires on society, on the economy and on the environment. This global assessment will be of interest not only to fire specialists, but also to policy-makers, forest managers and those involved in collecting reliable and current information on fire in different types of vegetation. It is an important contribution to FAO's efforts to enhance international cooperation in fire management.
There are numerous risks to the sustainability and stability of Indonesia’s farming system, food production system, supply chains, and ecosystems. The evaluation aims to answer two essential questions: whether FAO is doing what is needed and whether it is making a difference. This evaluation recommends that FAO support the green and blue (land and sea) preparedness and adaptation plans, as well as early warning systems. The evaluation further recommends that FAO ramp up its support for a national decision support system that adopts a food systems approach to provide policymakers with the best analytical evidence and data available to guide new public policies and regulations. Many of the conclusions and recommendations call for policy and regulatory reform. The evaluation recommends that FAO work with Indonesia to establish innovative data management systems, new analysis methods, and analytical tools on agriculture including fisheries and forestry.
Ethiopia is a low-income country and agriculture is the mainstay of the economy, accounting for for 34 percent of GDP and 70 percent of total employment share. Ethiopia remains one of the world’s poorest countries, despite the significant progress achieved in reducing poverty and hunger. The Government of Ethiopia through its Growth and Transformation Plan (GTP II) has consistently prioritized the transformation of agriculture from low-input, subsistence-oriented production systems to a fast-growing, intensive and commercially oriented sector to support the country’s aspirations to become a middle-income country by 2025. FAO’s Country Programme Framework (2016-2020), was formulated based on the GTP II. Over the evaluation period (2014-2019), FAO exceeded the resource mobilization targets. Overall, FAO’s programme displays several imbalances and disconnects, specifically between development activities and emergency response. The evaluation calls for FAO to adopt a more cohesive programmatic approach and continue to consolidate its fragmented programme. In the context of the Government’s plans for agricultural transformation, the evaluation also recommends that FAO support an economically sound value chain and market-based approach to agricultural development, while upholding normative values of inclusiveness and ecological sustainability.
As acute food insecurity levels appear to be reaching new highs globally, also as a result of the socio-economic fallout of measures imposed to contain the spread of Coronavirus disease 2019 (COVID-19), this joint FAO-WFP report aims to raise an early warning on 20 countries and situations - called hotspots - that, starting from already significant levels of acute food insecurity in early 2020, are facing the risk of a further rapid deterioration over the next months. Through a forward-looking analysis on potential evolutions of food insecurity drivers, this report aims to inform urgent action to safeguard the most vulnerable communities in the countries covered.

The UN Rome-based agencies (RBAs) – FAO, IFAD and WFP – collaborate in many forms, from joint advocacy, policy and technical work to joint projects. This is the first independent evaluation of collaboration among the RBAs. It has been jointly undertaken by the evaluation offices of FAO, IFAD and WFP. The evaluation’s primary objective was to assess whether and to what extent RBA collaboration is contributing to the achievement of the 2030 agenda, particularly at country level. The evaluation found that collaboration among the RBAs is a daily reality, reflecting the shared strengths and commitment of these distinctly different organizations. Although competition for resources continues in some contexts, there is widespread recognition of complementarity. In some cases, the current collaborative management processes are not the best way to stimulate joint work, with some types of collaboration imposing higher transaction costs. The operating context for the RBAs is dynamic, with significant potential, and where realism and pragmatism are key to meaningful and effective collaboration. Presently, efforts to promote RBA collaboration are not fully grounded in an accurate understanding of the conditions in which it is most effectively pursued and the formal statements of corporate commitment to collaboration reflect this. The report makes six recommendations, of which five are addressed to management of the three agencies and one of which targets the member states. Recommendation 1. Update the MOU among the RBAs. Although the current five-year MOU was only signed three years ago, significant changes since then make an update necessary. Recommendation 2. Restructure and reinforce the coordination architecture for RBAC within the framework of UNDS reform to ensure that at all levels, the coordination and evaluation of RBAC includes more proactive efforts to develop and disseminate lessons and knowledge about how to optimize collaboration among and beyond the RBAs, about the costs and benefits of RBAC, and about technical experience that can be usefully shared. Recommendation 3. Further embrace the new joint programming mechanisms at the country level and ensure constructive, collaborative RBA engagement with these mechanisms. Recommendation 4. Focus administrative collaboration efforts on further embracing the United Nations efficiency agenda. Recommendation 5. In considering the development of joint projects and programmes, assess the costs and benefits of the proposed collaboration and only proceed if the benefits outweigh the costs. Recommendation 6. The Member States of the RBA Governing Bodies should reappraise and adequately resource their position on RBA collaboration.
