By examining and comparing agricultural policies in India, Indonesia, China, and Vietnam, this study helps fill a significant gap in development research. The report provides an assessment of conceptual and measurement issues related to the effects of trade and domestic-support policies and policy reforms on the incentives of agricultural producers and presents empirical estimates of the degree of protection or disprotection in the four countries. From India's countercyclical policy outcomes and Indonesia's high levels of agricultural protection, to the trend toward modest support of agriculture in China and Vietnam, the report's results demonstrate both how changes in agricultural policy can improve farmers' incentives as economic growth occurs and how difficult it is to reform entrenched policy interventions. Through such findings, the report contributes to policy discussions on creating propoor policies related to agricultural support and trade, both at the domestic level and in international negotiations.

This book explains how transnational policy entrepreneurs have contributed to the transfer of the contested concept of ‘Policy Coherence for Sustainable Development’ (PCSD) in global policy. Tracing the processes by which the PCSD concept has been diffused in an international epistemic community linked to the EU and the OECD, the book offers new insights on international public administrations’ influence on global decision-making. It highlights the dynamic and multi-directional character of knowledge circulation in policy transfer. Drawing on case studies from France, the United Kingdom and Germany, the book contributes to current debates on sustainable development, revealing the role of actors and the logics behind ‘policy coherence’. Thus, it allows to understand the challenges involved in implementing SDG 17. This commentary offers the reader a set of letters (or letter parts) written by Cicero, Paul, and Seneca, which have been selected against the Transformational Leadership categories of ‘idealised influence’, ‘inspirational motivation’, ‘intellectual stimulation’, and ‘individualised consideration’. Chapter 1 offers introduction into authors and theory: all three letter writers are considered as ancient leadership figures composing leadership letters. The letters selected are presented in original text facing a translation (Chapter 2). Chapter 3 provides analysis and discussion of each letter, and aims to introduce the reader to the historical and literary contexts before reading the letter through the lenses of Transformational Leadership theory. Chapter 4 sums up the findings on each letter and each letter writer in light of Transformational Leadership and its categories. The volume is aimed at all those who are studying the function of ancient letter-writing – especially the letters of Cicero, Paul, or Seneca.

In Climate Border Adjustments and WTO Law, Ulrike Will develops a convincing reform proposal for a climate border adjustment (BA) on imports within the EU Emission Trading System (ETS). The proposed framework offers a realistic approach which would be immune to disputes at the WTO and comply with international climate agreements while remaining economically feasible and straightforward to implement. The book offers a comprehensive analysis of the WTO cases that might have parallels to the unresolved case of BAs. It provides interpretations of vague legal terms of the applicable WTO agreements and guidance on how to balance between environmentally related and trade liberalising WTO rules. Typified constellations of BAs pave the way for a reform of the EU ETS Directive. The inclusion of legal findings in the context of economic theory and climate science allows for a meaningful discussion of the functioning of the BA, relevant markets and competitive effects of specific design proposals. The proposed framework also takes into account the prevention of extra-jurisdictional effects.

Bei Recherchen für seinen Beitrag zur dOCUMENTA (13) stieß der Künstler Clemens von Wedemeyer in der Berliner Akademie der Künste auf das mit handschriftlichen Notizen und Zeichnungen versehene Regiebuch des Regisseurs Eberhard Itzenplitz, auf dessen Basis das Drehbuch von Ulrike Meinhof Bambule. Fürsorge – Sorge für wen? verfilmt wurde. Die geplante Fernsehausstrahlung 1970 wurde gestrichen, da die Journalistin und spätere Mitgründerin der RAF zehn Tage zuvor in den terroristischen Untergrund abgetaucht war. Von Wedemeyers Interesse gilt dem Regiebuch als Filmmaterial, das Arbeitsumfeld, Produktionsprozesse und (Selbst-)Beschränkungen widerspiegelt und in diesem spezifischen Fall der Tatsache, dass es eine Art Zeitkapsel darstellt: Als der Film 24 Jahre später ausgestrahlt wurde, hatte sich die gesellschaftliche Landschaft fundamental gewandelt. Das Regiebuch schließt die zeitliche Lücke und ist Zeugnis der Diskussionen zwischen den Beteiligten. In einem Nachwort beleuchtet Bettina Röhl (*1962), Tochter von Ulrike Meinhof, die Motivation für die Heimkinderkampagnen als politisches Programm. Clemens von Wedemeyer (*1974) ist Künstler und lebt in Berlin. Bettina Röhl (*1962) lebt als Publizistin in Hamburg.

Throughout Europe, the exercise of justice rests on judicial independence by impartiality. In Reason and Fairness Ulrike Müßig reveals the combination of ordinary judicial competences with procedural rationality, together with the complementarity of procedural and substantive justice, as the foundation for the ‘rule of law’ in court constitution, far earlier than the advent of liberal constitutionalism. The ECHR fair trial guarantee reads as the historically-grown consensus of the functional judicial independence. Both before historical and contemporary courts, justice is done and seen to be done by means of judgements, whose legal requirements combine the equation of ‘fair’ and ‘legal’ with that of ‘legal’ and ‘rational.’ This legal determinability of the judge’s fair attitude amounts to the specific (rational) European idea of justice.
