The issue of private property and the rights it confers remain almost undiscussed in critiques of globalization and free market economics. Yet property lies at the heart of an economic system geared to profit maximization. The authors describe the historically specific and self-consciously explicit manner in which it emerged. They trace this history from earliest historical times and show how, in the hands of Thomas Hobbes and John Locke in particular, the notion of private property took on its absolutist nature and most extreme form - a form which neoliberal economics is now imposing on humanity worldwide through the pressures of globalization. They argue that avoiding the destruction of people‘s ways of living and of Nature requires reshaping our notions of private property. They look at practical ways for social and ecumenical movements to press for alternatives.

The book focuses on the threat to free self-development and the effort to ward off a perceived threat of extinction as well as the development of self-preservation forces. The challenges for ethnic and religious minorities in the 19th–21st centuries are explained and unfolded against the historical background that serves as a frame of reference. The royal privileges granted in medieval Hungary were abolished in the mid-19th century. The German-speaking people’s church (Saxones) in Transylvania founded on this had to reorient itself, although a pioneer region of religious freedom had established itself behind the “Ottoman Curtain”. Since the reception of the Reformation, the “Saxones” had been Protestant. At the end of the 19th century, after the Austro-Hungarian Compromise, this minority realised the concept of cultural Protestantism in its purest form: ethnicity and religion were understood to be congruent. Homogeneity of society was the ideal, and affiliation with the German Empire was intensified. Economy, science, culture, language as well as school and church were understood as a unity; segregation and emigration were frowned upon. This concept fell into crisis due to various developments, including economic ones – especially after the annexation of Romania in 1918. National Socialism was widely adopted, along with anti-Semitism. For exponents of the church leadership, the Confessio Augustana only served as a label. On the one hand, external pressure under communist rule brought about a (only conditionally possible) retraditionalisation, on the other hand, it led to the bleeding out of the congregations due to increased emigration. Free development has only started again since the political upheaval in 1989. The church, which has become small, conveys important impulses and serves as a bridge to ecumenism.

It is prepared under the auspices of the International Astronomical Union (according to a resolution adopted at the 14th General Assembly in 1970). Astronomy and Astrophysics Abstracts aims to present a comprehensive documentation of literature in all fields of astronomy and astrophysics. Every effort will be made to ensure that the average time interval between the date of receipt of the original literature and publication of the abstracts will not exceed eight months. This time interval is near to that achieved by monthly abstracting journals, com pared to which our system of accumulating abstracts for about six months offers the advantage of greater convenience for the user. Volume 9 contains literature published in 1973 and received before August 15, 1973; some older liter ature which was received late and which is not recorded in earlier volumes is also included. We acknowledge with thanks contributions to this volume by Dr. J. Bouska, who surveyed journals and publications in the Czech language and supplied us with abstracts in English, and by the Common wealth Scientific and Industrial Research Organization (C.S.I.R.O.), Sydney, for providing titles and abstracts of papers on radio astronomy.

It is with great pleasure that I respond to the kind invitation of the BAF project to contribute prefatory remarks to this account of their work, carried out under the auspices of the RACE Programme (Research and Development in Advanced Communications in Europe). The objective of the RACE Programme was to support the intro duction of Integrated Broadband Communications in the European Union. An important part of this overall objective was served by the BAF project, which has aimed to produce a cost-effective access facility for broadband networks, especially for residential and small business customers. As this book relates, in order to do so the project consortium merged two advanced communications technologies, ATM and PON, with contributions from many other disciplines, to create a demon strator which has been subject to extensive trials and testing which have been fruitful both in contributions to international standards and in development work to improve further future generations of the system. This book forms an important reference source through the experience gained in this unique experiment in advanced telecommunications. Another significant feature of the project should not be overlooked however. When the European Commission first began looking at supporting industrial research in Europe in the mid-1980s, it was clear that we had important strengths in telecommunications. It was equally clear that a revolution was on the way - the digital revolution - and European pre-eminence in the field was not guaranteed for ever.

Against the background of the creation of an EU-wide frame of reference for private law relevant to the Common Market, this study, which was requested by the EU Commission, analyses the dovetailing between contract and tort law on the one hand, and between contract and property law on the other. The study examines the legal orders of almost all the Member States of the EU, illustrates the differences between contractual and non-contractual liability and evaluates the different systems of the transfer of property, of movable and immovable securities as well as trust law. The study comes to the conclusion that the intensive considerations on the creation of a model-law in the area of European private law do not allow these thoughts to be limited to contract law. Such a limitation to the scope of the regarding of this area would probably cause more problems than it would solve, or at any rate not do justice to the needs of the Common Market.

Law played a key role in the workings of Roman culture, and legal discourse was important even in non-legal Latin literature. A proper understanding of that literature requires an investigation of the ways legal language is used. Nevertheless, legal elements have so far been widely neglected by scholars of Latin literature, in particular Augustan poetry. After an examination of legal language as a technical discourse and its role in Latin prose, the present book is devoted to a detailed analysis of legal language and imagery in the work of the Augustan poets. It will, therefore, allow for a better appreciation of these poems as well as of their significance for Augustan culture in the broad sense. In der römischen Kultur ist das Recht von zentraler Bedeutung, und Rechtsdiskurse spielen auch in der außerjuristischen Literatur eine prominente Rolle. Für das Verständnis der lateinischen Literatur ist die Betrachtung ihres Umgangs mit der Rechtssprache daher unerlässlich. Dennoch haben die rechtlichen Elemente in diesen Texten bislang kaum Beachtung gefunden. Dies gilt insbesondere für die augusteische Dichtung. Das vorliegende Buch geht zunächst der Frage nach, inwieweit die Rechtssprache von den Römern selbst als Fachsprache wahrgenommen wurde, und betrachtet ihre Verwendung im gemeinsprachlichen Kontext römischer Prosaschriften. Im Mittelpunkt steht die Analyse von Sprache und Bildwelt des Rechts in den Werken der augusteischen Dichter. The major part of the book, however, concerns the description of existing optimization models based on mathematical programming. Each model is explained and discussed in detail and for new models, developed by the author, numerical examples are given. Finally some distinct guidelines are presented which help the system planners to select the appropriate model for their planning problems.

Accidents in industrial installations are random events. Hence they cannot be totally avoided. Only the probability of their occurrence may be reduced and their consequences be mitigated. The book proceeds from hazards caused by materials and process conditions to indicating engineered and organizational measures for achieving the objectives of reduction and mitigation. Qualitative methods for identifying weaknesses of design and increasing safety as well as models for assessing accident consequences are presented. The quantitative assessment of the effectiveness of safety measures is explained. The treatment of uncertainties plays a role there. They stem from the random character of the accident and from lacks of knowledge of some of the phenomena to be addressed. The reader is acquainted with the simulation of accidents, with safety and risk analyses and learns how to judge the potential and limitations of mathematical modelling. Risk analysis is applied amongst others to “functional safety” and the determination of “appropriate distances” between industry and residential areas (land-use planning). This shows how it can be used as a basis for safety-relevant decisions. Numerous worked-out examples and case studies addressing real plants and situations deepen the understanding of the subjects treated and support self-study.

In a case study of the village of Kakas in the province of North Sulawesi, Indonesia, the authors depict the colourful market scene of a village pasar, the selling and buying strategies of traders and customers, and the characteristics of supply and demand. They also shed light on the often-neglected non-economic aspects of the pasar, such as its value for local communication and its role in the formation of a new sense of local identity and solidarity. By means of studies of trader households this book also scrutinizes how rural households combine petty trade with other income-generating activities such as cash-cropping, subsistence production, wage labour, and even work as a civil servant. The authors also show how petty trade, though highly efficient, may well be an indicator of underdevelopment.

The first study brings together what is known of the mathematician's life and of the history of his only extant work, the Shu-shu chiu-chang. The core of this book consists of an in-depth study of what modern mathematicians still refer to as the Chinese remainder theorem for the solution of indeterminate equations of the first degree. This was Ch'in's most original contribution to mathematics--so original that no one could correctly explain Ch'in's procedure until the early nineteenth century. This volume's concluding study unites information on artisanal, economic, administrative, and military affairs dispersed throughout Ch'in's writings, providing rare insights into thirteenth-century China.
