New Services such as for Internet data and multimedia applications, have caused a fast growing demand for broadband communications. The fundamental technologies for the integration of these services have been developed in the last decade: optical communications, photonic switching, high speed local area networks, Asynchronous Transfer Mode (ATM), ISDN and B-ISDN, Internet packet networks and mobile communications. The development was possible through the dynamic progress in communication and computer technologies and through worldwide standardization activities within ITU-T, the ATM Forum, the IETF, IEEE, ANSI, ETSI and other bodies. These developments have been supported by research and field trial programmes. Past developments, such as about LAN, Internet or ISDN networking technologies, have shown that it needs a time span of 10 years for a new technology from its research stage to its full application. Broadband Communications is just at its onset for full deployment. It will have a dramatic effect not only on the networking situation but on the whole development of information technology throughout our social and economic life, which is expressed by the conference theme ,The Future of Telecommunications". The Broadband Communications conference series of IFIP WG 6. 2 addresses the fundamental technical and theoretical problems related with these technologies. BC '98 is the fourth meeting in a series on conferences being held in Stuttgart, Germany. The previous confernces were held in Estoril, Portugal, in 1992, in Paris, France, in 1994, and in Montreal, Canada, in 1996.

The news agency Reuters reported in 2009 that a mass grave containing 1,800 bodies was found in Malbork, Poland. Polish authorities suspected that they were German civilians that were killed by advancing Soviet forces. A Polish archeologist supervising the exhumation, said, "We are dealing with a mass grave of civilians, probably of German origin. The presence of children . . . suggests they were civilians."During World War II, the German Nazi regime committed great crimes against innocent civilian victims: Jews, Poles, Russians, Serbs, and other people of Central and Eastern Europe. At war's end, however, innocent German civilians in turn became victims of crimes against humanity. Forgotten Voices lets these victims of ethnic cleansing tell their story in their own words, so that they and what they endured are not forgotten. This volume is an important supplement to the voices of victims of totalitarianism and has been written in order to keep the historical record clear.The root cause of this tragedy was ultimately the Nazi German regime. Europe is Europe’s last remaining realistic political utopia. But Europe remains to be understood and conceptualized. This historically unique form of international community cannot be explained in terms of the traditional concepts of politics and the state, which remain trapped in the straightjacket of methodological nationalism. Thus, if we are to understand cosmopolitan Europe, we must radically rethink the conventional categories of social and political analysis. Just as the Peace of Westphalia brought the religious civil wars of the seventeenth century to an end through the separation of church and state, so too the separation of state and nation represents the appropriate response to the horrors of the twentieth century. And just as the secular state makes the exercise of different religions possible, so too cosmopolitan Europe must guarantee the coexistence of different ethnic, religious and political forms of life across national borders based on the principle of cosmopolitan tolerance. The task the authors have set themselves in this book is nothing less than to rethink Europe as an idea and a reality. It represents an attempt to understand the process of Europeanization in light of the theory of reflexive modernization and thereby to redefine it at both the theoretical and the political level. This book completes Ulrich Beck’s trilogy on ‘cosmopolitan realism’, the volumes of which complement each other and can be read independently. It is essential reading for anyone interested in the key social and political developments of our time.

Germany in the 20th century endured two world wars, a failed democracy, Hitler's dictatorship, the Holocaust, and a country divided for 40 years after World War II. But it has also boasted a strong welfare state, affluence, liberalization and globalization, a successful democracy, and the longest period of peace in European history. A History of Twentieth-Century Germany provides a survey of German history during a century of extremes. Ulrich Herbert sees German history in the 20th century as determined by two contradictory perspectives. On one hand, there are the world wars and great catastrophes that divide the country's history into two parts-before and after 1945. Germany is the birthplace of radical ideologies of the left and right and the only country in which each ideology became the foundation of government. This pattern left its stamp on both the first and second halves of the century. On the other hand, the rise of modern industrial society led to decades of conflict over the social and political order regardless of which political system was in force. Considering these contradictory developments, Herbert tackles the questions of both the collapse in the first half of the century and the development from a post-fascist, ruined society to one of the most stable liberal democracies in the world in the latter half. Herbert's analysis brings together wars and terror, utopia and politics, capitalism and the welfare state, socialism and liberal democratic society, gender and generations, culture and lifestyles, European integration and globalization. The resulting book sets a standard by which historians of the period will be measured in the future.

Primarily, the aim of this book is to provide a reference work for senior students and research workers engaged in the synthetic aspects of chemistry. The various classes of compounds under discussion provide useful interme diates for the synthesis of numerous nitrogen-containing derivatives. Imidoyl halides are also intermediates in several classical name reactions, such as the Gattermann, Houben-Hoesch, and Vilsmeier-Haack syntheses of aldehydes and ketones, the Beckmann rearrangement, and the v. Braun degradation. Some imidoyl halides have shown interesting agricultural activities, and the generation of highly reactive species (ketenimines, nitrile oxides, nitrile imides, carbodiimides, etc.) from imidoyl halides has contributed to the study of polar cycloaddition reactions. To enable researchers to utilize this chemistry without consulting the original references, I have included a number of selected working examples. This procedure will facilitate the transformation of written information into well designed experiments, especially since part of the cited literature is not readily available. The book is organized around classes of imidoyl halides, with synthesis and chemistry discussed in an orderly fashion. The physical properties of the known imidoyl halides are listed in tables, and I have attempted to draw attention to the more recent literature. The one or two references provided for each compound represent those which best describe its physical constants and synthesis.

Nevertheless, interest in the topic grows and new trends and best practices arise. The aim of this thesis was to elaborate on the founding principles of eDemocracy, to build a model for designing eDemocracy initiatives and to examine the current status quo of eDemocracy projects within the European Commission. This thesis is divided into two parts: a theoretical part and an empirical part. In order to build a solid foundation of the core principles of eDemocracy the thesis links reform mechanisms, which were developed under the New Public Management efforts, to economical and institutional theories that scientifically support the necessity for new ways of governance. It becomes clear that the evolution of eDemocracy is an outcome of diverse political and economical influences and that eDemocracy can substantiate efforts to re-invent governmental work processes. The first part of this thesis is based on an extensive literature research from various academic disciplines, including Economics, Institutional Theory, Information Technology and Political Studies. Sources for the theoretical part come from academic literature, academic journals and documents retrieved from the World Wide Web. The theories examined and the conclusions drawn upon these theories serve the purpose to gain a deeper understanding for the need to reform the public sector and to improve its outcomes. Further, those findings allow us to incorporate eDemocracy into the eGovernment and eGovernance efforts, which are aimed to digitize governmental work processes. The model developed in part one acts as a benchmark for the examination of current public online engagement efforts on a European-wide level. The European Commission s web site, http://europa.eu.int, is scrutinized, in order to examine the current level of design and operability of the Commission s efforts in engaging the public in decision- and policy-making.
