The Guide to implement the One Health Joint Plan of Action (OH JPA) at national level has been developed collaboratively by the four Quadripartite organizations, the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), the World Organisation for Animal Health (WOAH), and the World Health Organization (WHO). The Guide is complementary to the OH JPA, which was launched in October 2022 in response to international requests to prevent future pandemics and to promote health sustainably through the One Health approach. Thus the Guide serves as an operational addendum to OH JPA, translating the objectives and high-level activities described in the OH JPA into national level context. The purpose of this Guide is to provide countries with countries with practical guidance on how to implement the One Health approach through the adoption and adaptation of the OH JPA, aligning with the three pathways of the theory of change. The Guide has an inclusive scope to allow every country to use it, regardless of its status with respect to One Health development and implementation.

The Quadripartite Organizations – the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), the World Organisation for Animal Health (WOAH, founded as OIE), and the World Health Organization (WHO) – collaborate to drive the change and transformation required to mitigate the impact of current and future health challenges at the human–animal– plant–environment interface at global, regional and country level. Responding to international requests to prevent future pandemics and to promote health sustainably through the One Health approach, the Quadripartite has developed the One Health Joint Plan of Action (2022–2026) (OH JPA). The OH JPA outlines the commitment of the four organizations to collectively advocate and support the implementation of One Health. It builds on, complements and adds value to existing global and regional One Health and coordination initiatives aimed at strengthening capacity to address complex multidimensional health risks with more resilient health systems at global, regional and national level.

To more and more people it also appears our only rational option.' – from Chapter 1 in 1980, the International Union for Conservation of Nature and Natural Resources, the United Nations Environment Programme and the World Wide Fund for Nature, the world's three most powerful organizations dedicated to preventing environmental catastrophe, published the World Conservation Strategy. It stressed the interdependence of conservation and development, it gave currency to the idea of sustainable development and it made the point that unless the vitality and productivity of the planet are safeguarded, the future for humanity is at risk. Caring for the Earth builds on all that has been learned in the last decade about the complexity of the problems and shows how radical and far-reaching are the actions and objectives needed to meet them. Nothing less than a new ethic is required, based on affirming the community of life and cherishing its diversity – an ethic which has to be reflected in our personal attitudes and the organization of our communities as much as in wider policies. Public participation is essential for the success of the strategy, which is addressed to individuals and citizens' groups as well as to governments - whatever their systems. Antimicrobial resistance (AMR) is a pressing global concern that requires attention and creative solutions. Young people today will face the consequences of inaction and increased risks of AMR. The Quadripartite, which consists of the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), the World Health Organization (WHO) and the World Organisation for Animal Health (WOAH), strongly believes that young people can play an important role in bringing together wider society and stakeholder groups to tackle AMR. Young people, as agents of change, can raise awareness about AMR and advocate for local and global solutions. Youth were also identified as one of four priority target audiences during two global consultations on raising awareness about AMR, organized in 2022 by the Quadripartite. In response, the Quadripartite has developed this practical toolkit for engaging youth in AMR, based on consultations with young people themselves. The aim of this practical toolkit is to equip youth-led networks and youth-serving organizations with resources to engage young people in AMR communication, education and campaigns for awareness-raising, advocacy and behaviour change. The practical toolkit consists of 11 tools, a resource pack and case studies of good practices of youth engagement in the AMR response.
This report is based on a review of literature and experience relating to the planning and management of aquaculture development and its integration into coastal area management. It explores in detail how more planned and integrated approaches can be applied to aquaculture development. These approaches range from "enhanced sectorial" initiatives, to incorporation within comprehensive ICM programmes.
Chemicals used within the aquaculture industry are identified and for each chemical a brief summary is provided on the intended purpose, the scale of its application, the aquacultural sectors and geographic locations of its principal use and its potential impact on the environment and human health. Environmental issues arising from the properties of aquacultural chemicals are discussed. The use of most chemicals in aquaculture, if carried out properly, can be regarded as wholly beneficial with no attendant adverse environmental effects or increased risks to the health of aquacultural workers. Concerns appear warranted, however, regarding the overuse and misuse of certain chemicals for which proper risk assessments with respect to the marine environment have not been conducted. A further legitimate concern and a barrier to the conduct of an exhaustive review of chemical use practices is the unavailability of quantitative data on contemporary chemical use in the aquaculture industry. The viability of contemporary aquaculture is contingent on the use of chemicals. Accordingly, with the overriding consideration should be minimizing the quantities of chemicals applied, most current uses of chemicals are essential. This study, recognizing that chemotherapeutants and pesticides in current use are of verying effectiveness and hazard, provides recommendations to promote the safe and effective use of chemicals in coastal aquaculture. Government authorities, the scientific community and the aquacultural and pharmaceutical industries all have an important to play in ensuring that chemical use is consistent with protection of environmental quality and human health.
Various forms of media help to shape public opinion, narratives and discourse that affect public behaviour, knowledge, attitudes, and practice. Media also help to dispel myths and misconceptions, combat misinformation and promote evidence- and science-based information. Media were therefore identified as one of four priorities during two global consultations for raising awareness about AMR, organized in 2022 by the Quadripartite organizations, the Food and Agriculture Organization of the United Nations (FAO), the United Nations Environment Programme (UNEP), the World Health Organization (WHO) and the World Organisation for Animal Health (WOAH). The priorities for developing a common approach to awareness-raising, including for the media, are to engage target audiences in a participatory approach; emphasize AMR and ensure that the messages are simple, consistent, and clear; agree on common definitions, language and terms for AMR in all sectors; and ensure coordination of awareness among sectors. In response, the Quadripartite has developed this practical toolkit for engaging media in AMR. The aim is to equip individuals, organizations and networks with tools for media engagement on AMR at subnational, national, regional and global levels to increase public awareness of AMR, including policy-makers, civil society and communities.
