Joint land operations include any type of joint military operations, singly or in combination, performed across the range of military operations with joint land forces (Army, Marine, or special operations) made available by Service components in support of the joint force commander's (JFC's) operation or campaign objectives, or in support of other components of the joint force. Joint land operations include land control operations. Such operations are conducted to establish local military superiority in land operational areas. If the JFC does not choose to retain control at the JFC level, there are four primary options available to the JFC for employing land forces from two or more components: Subordinate unified command for land operations (available only to a combatant commander). Subordinate joint task forces. Service components. Functional land component with joint force land component commander (JFLCC).
A joint task force (JTF) is established when the scope, complexity, or other factors of the contingency or crisis require capabilities of Services from at least two Military Departments operating under a single joint force commander (JFC). The JTF establishing authority designates the commander, joint task force (CJTF), assigns the mission, designates forces, delegates command authorities and relationships, and provides other command and control (C2) guidance necessary for the CJTF to form the joint force and begin operations. The appropriate authority may establish a JTF on a geographic or functional basis or a combination of the two. In either case, the establishing authority typically assigns a joint operations area (JOA) to the JTF. The size, composition, capabilities, and other attributes will vary significantly among JTFs based on the mission and various factors of the operational environment, such as the adversary, the geography of the JOA, the nature of the crisis (e.g., flood, earthquake), and the time available to accomplish the mission.
The objective of the joint communications system is to assist the joint force commander (JFC) in command and control (C2) of military operations. While C2 alone will neither destroy an adversary target nor accomplish emergency resupply, no single activity in military operations is more important. The first element of C2 system is people — people who acquire information, make decisions, take action, communicate, and collaborate with one another to accomplish a common goal. The second element of the C2 system taken collectively are the facilities, equipment, communications, and procedures essential to a commander for planning, directing, and controlling operations of assigned forces pursuant to the missions assigned. Although families of hardware are often referred to as “systems,” the C2 system is more than simply equipment. High-quality equipment and advanced technology do not guarantee effective C2. Effective C2 starts with well-trained and qualified people and an effective guiding philosophy and procedures.
Historically, control of the air has been a prerequisite to success for modern operations or campaigns because it prevents enemy air and missile threats from effectively interfering with operations of friendly air, land, maritime, space, and special operations forces, facilitating freedom of action and movement. Joint air operations are normally conducted using centralized control and decentralized execution to achieve effective control and foster initiative, responsiveness, and flexibility. When contemplating command and control (C2) options for joint air operations within the operational area, the joint force commander (JFC) can choose to exercise C2 through a functional component commander by designating a joint force air component commander (JFACC), one of the Service component commanders, or the joint force staff. Many factors will weigh on the JFC's selection-most notably the type and availability of forces and capabilities to accomplish the assigned mission.
Maritime power, in the broadest sense, is military, diplomatic, and economic power or influence exerted through the ability to use the sea. The joint force commander (JFC) employs maritime power to influence events on land either directly through maritime power projection (e.g., amphibious assault) or indirectly through control and dominance of the maritime domain. Joint maritime operations (JMO) tend to be decentralized. The key tenets to command and control (C2) philosophy are the necessity of the subordinate commanders to execute operations independently but in accordance with a thorough understanding of the commander's intent, and command by negation or mission command. There are five core capabilities of US naval forces: forward presence, deterrence, sea control, maritime power projection, and maritime security. Additional naval capabilities include: foreign humanitarian assistance (FHA), strategic sealift, seabasing, and homeland security support.

The deployment and redeployment of US forces in support of combatant commander (CCDR) requirements are a series of operational events enabled by logistics. These activities are planned and executed by both the supported and supporting commanders. To effectively support multiple requirements, and apply the right level of priority and resources to each, requires effective global force management (GFM). GFM aligns force assignment, apportionment, and allocation methodologies in support of the National Defense Strategy, joint force availability requirements, and joint force assessments. Force projection is the ability to project the military instrument of national power in response to military operations. Force projection allows a joint force commander (JFC) to position and concentrate forces to set the conditions for mission success. The foundations of joint fire support are based on the elements of combat power, the principles of joint operations, and joint functions. The elements of combat power are combined to provide the basis for the generation of overwhelming firepower. The fire support system has its roots in the firepower element of combat power. Joint fires are defined as fires delivered during the employment of forces from two or more components in coordinated action to produce desired effects in support of a common object Joint fire support is defined as joint fires that assist air, land, maritime, and SOF to move, maneuver, and control territory, populations, airspace, and key waters in support of the joint force commander's (JFC's) scheme of maneuver.
Special operations (SO) differ from conventional operations in degree of physical and political risk, operational techniques, modes of employment, and dependence on detailed operational intelligence and indigenous assets. SO are conducted in all environments, but are particularly well suited for denied and politically sensitive environments. SO can be tailored to achieve not only military objectives through application of special operations forces (SOF) capabilities for which there are no broad conventional force requirements, but also to support the application of the diplomatic, informational, and economic instruments of national power. SOF are those forces identified in Title 10, United States Code (USC), Section 167 or those units or forces that have since been designated as SOF by Secretary of Defense (SecDef). Generally, SOF are under the combatant command (command authority) (COCOM) of the Commander, United States Special Operations Command (CDRUSSOCOM), or the respective geographic combatant commander (GCC) to which they are assigned. SOF are those Active Component and Reserve Component forces of the Services specifically organized, trained, and equipped to conduct and support SO.

Joint operation planning consists of planning activities associated with joint military operations by combatant commanders (CCDRs) and their subordinate joint force commanders (JFCs) in response to contingencies and crises. This joint publication prescribes doctrine for joint airspace control in the operational area. The prescribed doctrine is broadly stated to fit a wide range of situations requiring military control of airspace. It outlines fundamental principles, relationships, and broad operational-level guidelines, and is intended to provide the basic framework upon which to build an airspace control system (ACS) for an operational area. The joint force commander (JFC) normally designates a joint force air component commander (JFACC) as commander for joint air operations. The JFC also normally designates an area air defense commander (AADC) and an airspace control authority (ACA). When the JFC designates a JFACC, the JFC also normally designates the JFACC as the AADC and ACA. The ACA plans, coordinates, and develops airspace control procedures and operates the ACS. The JFC may designate a separate ACA and/or AADC, in which case, close coordination is essential for unity of effort.
This handbook describes guidance for establishing the command relationship based on the joint force commander's concept of operations. Civil-military operations (CMO) are the activities of a commander performed by designated civil affairs or other military forces that establish, maintain, influence, or exploit relationships between military forces and indigenous populations and institutions (IPI), by directly supporting the attainment of objectives relating to the reestablishment or maintenance of stability within a region or host nation (HN). At the strategic, operational, and tactical levels of war, and during all military operations, CMO are essential to the military instrument to coordinate the integration of military and nonmilitary instruments of national power, particularly in support of stability, counterinsurgency, and other operations dealing with asymmetric and irregular threats. CMO are applicable at the strategic, operational, and tactical levels of war. At the strategic level, CMO focus on larger and long-term issues that may be part of a Department of Defense (DOD) global campaign, or United States Government (USG) reconstruction, economic development initiatives, and stability operations in failing or recovering nations. At the operational level, CMO integrate and synchronize interagency, intergovernmental organization (IGO), and nongovernmental organization (NGO) activities with joint force operations. Often, a civil-military team or civil military operations center (CMOC) may facilitate tactical level CMO among the military, the local populace, NGOs, and IGOs.

Joint doctrine for engineer operations is built upon, and consistent with, the principles of joint operations described in Joint Publication (JP) 1, Doctrine for the Armed Forces of the United States, and JP 3-0, Joint Operations. Engineer operations enhance the ability of the JFC to successfully apply these principles to joint operations. Major operations and campaigns frequently require ground combat (or the possibility of ground combat), as do crisis response and contingency operations. Such operations will require engineers who can integrate their activities with the fires and maneuver of ground combat forces to assure the mobility of friendly forces, alter the mobility of adversaries, and enhance the protection of friendly forces. Some activities require engineer capabilities as an inherent part of a mission to provide support outside the joint force. Engineer support is inherent in the tasks of stability operations to restore or provide essential services, such as water, power, and transportation, and to repair critical infrastructure.
