These proceedings document the second Conference on Decennial Census Data for Transportation Planning to be held since the 1990 census. It is the fifth in a series of related conferences (1970, 1973, 1984, and 1994). Volume 1, contains the following: Introductory Remarks, C.L. Purvis; Summary and Recommendations, A.E. Pisarski; Opening Session presentations (3); Summary of Case Studies on Uses of 1990 Census Data (5); Plenary Sessions (3); Workshop Reports (2); an Appendix containing Facsimiles of the Journey-to-Work Questions; and a list of conference participants. Volume 2, contains most of the case studies, organized into the following areas: Large Metropolitan Areas; Transit; Private Sector; Small Metropolitan Areas; and State Departments of Transportation.
These proceedings summarize the highlights from the Conference on Remote Sensing for Transportation--Products and Results: Foundations for the Future. This was the second in a series of three conferences on the subject of remote sensing in transportation. The objectives of this conference were: (1) Enhancing communication between the transportation and remote sensing communities; (2) Developing a common understanding of current successful applications of remote sensing to transportation; and (3) Crafting strategies for implementation of remote sensing in transportation. More than 150 people attended the conference, with representation from state departments of transportation, metropolitan planning organizations, local government, the U.S. Department of Transportation, other federal agencies, universities, the private sector, and other organizations. The proceedings consist of a Foreward and Introduction to the Proceedings, comments on the structure of the 2001 conference and proceedings, summaries of the 7 sessions, and the following appendices: (A) Summary of Roundtable for States and Metropolitan Planning Organizations; (B) Conference Workshop Information; (C) Listing of Technology Buffet Displays; (D) Abbreviations and Acronyms; and (E) Conference Participants.
Conference participants sought to identify gaps in the data and analytic tools needed to support economic analysis as related to transportation investment and to develop research proposals designed to fill those gaps. The opening day of the conference featured presentations by economists, transportation analysts, and policy makers on the theory and practice of economic analysis and its usefulness to decision makers. The second and third days of the conference revolved around participatory workshops. Six separate working groups deliberated over three questions: (1) What is the appropriate level of investment in transportation to encourage economic health? (2) How should projects be prioritized within a multimodal transportation program? (3) How much revenue is likely to flow from user charges, tolls, and other sources? At the conclusion of its deliberations, each working group developed a list of research proposals, which it then presented to the conference as a whole.
To help assess proposals for further changes in federal truck weight limits, Congress requested this study through Section 158 of the Surface Transportation and Uniform Relocation Assistance Act of 1987. To conduct the study, the National Research Council convened a special Transportation Research Board committee with experts in pavements, bridges, highway safety, freight transportation economics, motor vehicle design, highway administration, motor carrier operations, and enforcement of motor vehicle regulations. The study focused on four issues identified in the study request that involve potential changes to federal weight limits for Interstate highways: (1) Elimination of existing grandfather provisions; (2) Alternative methods for determining gross vehicle weight and axle loadings; (3) Adequacy of the current federal bridge formula; and (4) Treatment of specialized hauling vehicles--garbage trucks, dump trucks, and other trucks with short wheel bases that have difficulty complying with the current federal bridge formula. For each of these issues, the study committee estimated the nationwide effects of changes in federal limits proposed by the trucking industry, highway agencies, and other groups. Projections of heavy-truck miles by type of truck, region of the country, highway functional class, and operating weight were developed for a base case and alternative truck weight regulatory scenarios. These projections were then used to estimate impacts on truck costs, pavements, bridges, and safety.
Examines where and how government action might assist in overcoming impediments and fostering efficiency in intermodal marine container transportation, through technological or institutional innovation. This report analyzes 10 key issues on which government in the US affects or can affect the intermodal marine container transportation industry.
The conference provided an opportunity for participants to (a) identify the types of data that are critical for planning and policy analysis; (b) identify data-collection requirements; (c) discuss the appropriate roles of and relationships among federal, state, and local agencies in the context of data collection and dissemination; and (d) review the impact of technological advances on data collection and dissemination. The invitation-only conference included participants from state departments of transportation (DOTs), metropolitan planning organizations (MPOs), and federal agencies providing broad representation of the transportation planning and policy communities. Significant effort was made to include a full spectrum of policy, management, and front-line analysts who have extensive experience in answering policy questions, supporting the planning process, and responding to federal reporting requirements.
Presents 10 strategies used in both the United States and Europe to create transit-friendly streets. The strategies are followed by case studies of five communities that have pursued different initiatives to improve their livability by making their streets more transit-friendly.
Two conferences on Refocusing Transportation Planning for the 21st Century were held in 1999 following passage of the Transportation Equity Act for the 21st Century (TEA-21). The first conference focused on the identification of key trends, issues, and general areas of research. The results of Conference I, which produced stand-alone products, were used as input for Conference II. The second conference had the specific objective of producing research problem statements. Its mission was to review the results of the first conference by developing these statements. Conference II produced a number of detailed research statements that form the basis for the National Agenda for Transportation Planning Research. The proceedings of both conferences are presented in this report.
The report provides an overview of electronics and its application to buses and other transportation sectors. The report then addresses electronic integration, potential benefits offered by integration, and transit agency experiences with the technology. The report concludes with guidelines for implementing transit bus electronics. It is intended to be a primer on the subject, providing essential background information to serve as a starting point for acquiring additional knowledge.
Provides information on how small and medium-sized transit agencies can evaluate various approaches to risk management and can access risk management services at reasonable cost. It emphasizes liability and workers' compensation risks and insurance, but the discussion applies to property risks and insurance, as well. It contains information on differing transit agencies' risk management experiences. Three bus transit agency approaches to financing risk and the size of areas they serve are discussed in more detail, based on the results of a survey. Case study examples describe programs currently used at the Regional Transportation Commission of Reno, Nevada; the City of Jackson, Michigan Transportation Authority; and the Baldwin Rural Area Transit System of Robertsdale, Alabama.
Describes how recently enacted legislation and implemented regulations have affected the design of bus maintenance facilities. Several case examples of changes implemented by transit agencies are included.
Assesses the applicability of high-speed ground transportation (HSGT) technologies to meet the demand for passenger transportation service in high-density travel markets and corridors in the United States. This report recommends that USDOT develop the capacity to analyze investments in intercity travel modes.

This report documents and presents the results of a study to determine the feasibility of applying Artificial Intelligence (AI) techniques to the diagnosis of transit railcars. The AI techniques investigated were expert systems, case-based reasoning, model-based reasoning, artificial neural networks, computer vision, fuzzy logic, and a procedural knowledge-based system. Site surveys were conducted at transit railcar maintenance facilities and at railcar subsystem suppliers. The site surveys gathered information about current and future diagnostic and maintenance practices, possible barriers to implementing advanced AI technology, and maintenance cost data. An economic analysis was performed to provide an estimate of cost savings expected by reducing the diagnostic effort.
Addresses the system-specific variables that directly impact fleet size, and the spare ratios that are maintained by individual transit agencies. From the information obtained, it appears that most rail transit agencies closely monitor the spare vehicles they maintain to maximize efficiency and thereby reduce operating costs. This report of the Transportation Research Board describes operating environments at 21 selected rail transit agencies of various sizes in key geographical locations in North America. It contains survey information about operating practices, impediments, and strategies used to appropriately size fleets within each agency's operating context.
