In 1913, an expedition was sent to the Arctic, funded by the American Museum of Natural History, the American Geographical Society and the University of Illinois. Its purpose was twofold: to discover whether an archipelago called Crocker Land--reportedly spotted by an earlier explorer in 1906--actually existed; and to engage in scientific research in the Arctic. When explorers discovered that Crocker Land did not exist, they instead pursued their research, made a number of important discoveries and documented the region's indigenous inhabitants and natural habitat. Why is international cooperation on taxation so difficult to achieve? The problems in international taxation arise from a sovereignty conflict between the country in which the income originates (source country) and the country in which the recipient of the income resides (residence country). This book explores the equally valid sovereign tax claims of source and of residence countries and highlights the incompatibility of these concurrent tax claims. The resulting incoherence between source and residence countries distorts taxation of cross-border income to a point where it not only creates discriminations but challenges the fundamental principles of international taxation in itself. This is an essential dilemma of international tax policy. And yet, given the profound role the power to tax plays in exercising sovereignty, are governments able, or even willing, to eliminate this essential dilemma?

It is devoted to the recording, summarizing, and indexing of the relevant publications throughout the world. Astronomy and Astrophysics Abstracts is prepared by a special department of the Astronomisches Rechen-Institut under the auspices of the International Astronomical Union. Volume 44 records literature published in 1987 and received before February 15, 1988. Some older documents which we received late and which are not surveyed in earlier volumes are inc1uded too. We acknowledge with thanks contributions of our colleagues all over the world. We also express our gratitude to all organiza tions, observatories, and publishers which provide us with complimentary copies of their publications. Dr. Siegfried Böhme retired from his duties as co-editor of Astronomy and Astro physics Abstracts on December 31, 1987. Since 1950 he partieipated in the biblio graphie work of the institute. He served as a reviewer for the Astronomischer Jahresbericht and became one of the editors of Astronomy and Astrophysics Ab stracts in 1969. After his retirement in 1975 he took care of, particularly, the Russian literature on a voluntary basis for 12 years. It is a pleasure to thank Siegfried Böhme for his valuable contributions.
