Lasers are relatively recent additions to the analytical scientist's arsenal. Because of this, many analysts-whether their concern is research or some range of applications-are in need of a tutorial introduction not only to the principles of lasers, their optics, and radiation, but also to their already diverse and burgeoning applications. The artic1es presented in this volume, carefully enhanced and edited from lectures prepared for the ACS Division of Analytical Chemistry 1979 Summer Symposium, are designed to provide just such a broad introduction to the subject. Thus, in addition to several excellent chapters on laser fundamentals, there are many practically oriented artic1es dealing with laser analytical methodology, inc1uding techniques based on the absorption oflaser radiation, on laser-induced fluorescence, and on some of the uses of lasers in chemical instru mentation. The first of these sections is pivotal and reflects in part our philosophy in organizing this collection. The authors of the initial chapters were invited not only because of their expertise in the field of lasers and analytical chemistry, but also because their didactic approach to writing and their c1arity of presentation were well known to us. It is our hope that individual readers with little knowledge of lasers will gain from these introductory chapters sufficient information to render the later, more detailed artic1es both useful and meaningful.
Finishing this book was one of the most difficult things I have ever done. It took far too long from original idea to page proofs and suffered from being relegated to small corners of my life. It was very rarely on the front burner. Since I started working on this topic in 1991, there has been a lot of interesting work done on the areas of the articulation of VP, phrase structure mirroring event structure, the use of functional categories to represent Aktionsart, and many other areas that the research presented here touches on. The hardest thing about doing a project of this size is to accept that not everyone’s ideas can be addressed and not all new research can be incorporated. The only way that I have found it possible to let this book go to press is to reread the Preface to Events in the Semantics of English by Terence Parsons where he writes, ‘‘The goal of this book is neither completeness nor complete accuracy; it is to get some interesting proposals into the public arena for others to criticize, develop, and build on. ’’ My aim in this book is to make connections between various accounts of various constructions in various languages at the risk of treating each of these too lightly. I am grateful to too many people to thank them individually.
This book analyzes questions of platform bias, algorithmic filtering and ranking of Internet speech, and declining perceptions of online freedom. Courts have intervened against unfair platforms in important cases, but they have deferred to private sector decisions in many others, particularly in the United States. The First Amendment, human rights law, competition law, Section 230 of the Communications Decency Act, and an array of state and foreign laws address bad faith conduct by Internet platforms or other commercial actors. Arguing that the problem of platform neutrality is similar to the net neutrality problem, the book discusses the assault on freedom of speech that emerges from public-private partnerships. The book draws parallels between U.S. constitutional and statutory doctrines relating to shared spaces and the teachings of international human rights bodies relating to the responsibilities of private actors. It also connects the dots between new rights to appeal account or post removals under the Digital Services Act of the European Union and a variety of fair treatment obligations of platforms under American and European competition laws, “public accommodations” laws, and public utilities laws. Analyzing artificial intelligence (AI) regulation from the point of view of social-media and video-platform users, the book explores overlaps between European and U.S. efforts to limit algorithmic censorship or “shadow-banning”. The book will be of interest to students and scholars in the field of cyberlaw, the law of emerging technologies and AI law.
