‘The Ayes Have It’ is a fascinating account of the Queensland Parliament during three decades of high-drama politics. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

With the collapse of France in 1940, American (US) and British (UK) leadership became keenly aware that the continued security of their nations required the defeat of the Axis powers, particularly Germany. The Allies chose a strategy utilizing a combination of various military actions, most notably a combined bomber offensive (CBO). The CBO would be carried out through a combination of US daylight precision and UK night area bombing. The purpose of this paper is to show why the Allies chose this strategy and evaluate its success. To accomplish this task, the paper will first describe the events that brought about the conflict and the strategy. Crowl’s Questions are used as a framework to analyze the factors that influence strategy development and adoption and will illustrate why Allied leaders chose this path. This is followed by a detailed description of the campaign. The principles of war (mass, objective, offensive, maneuver, surprise, security, simplicity, unity of command, and economy of force) are accepted as proven methods for employing forces in combat and are used to evaluate the CBO’s effectiveness The paper closes with a summary of the findings and doctrinal implications. The paper will show the Allies adopted US daylight precision and UK night area bombing based on leadership’s belief that it could most effectively reduce Germany’s means of war and hasten its earliest possible defeat. The Allies successfully achieved this objective primarily through adherence to the principles of mass, objective, offensive, and maneuver.

An Ethics of Improvisation takes up the puzzles and lessons of improvised music in order to theorize the building blocks of a politically just society. The investigation of what politics can learn from the people who perform and listen to musical improvisation begins with an examination of current social discourses about “the political” and an account of what social justice could look like. From there, the book considers what a politically just society’s obligations are to people who do not want to be part of the political community, establishing respect for difference as a fundamental principle of social interaction. What this respect for difference entails when applied to questions of the aesthetic value of music is aesthetic pluralism, the book argues. Improvised jazz, in particular, embodies different values than those of the Western classical tradition, and must be judged on its own terms if it is to be respected. Having established the need for aesthetic pluralism in order to respect the diversity of musical traditions, the argument turns back to political theory, and considers what distinct resources improvisation theory—the theorizing of the social context in which musical improvisation takes place—has to offer established political philosophy discourses of deliberative democracy and the politics of recognition—already themselves grounded in a respect for difference. This strand of the argument takes up the challenge, familiar to peace studies, of creative ways to rebuild fractured civil societies. Throughout all of these intertwined discussions, various behaviors, practices, and value-commitments are identified as constituent parts of the “ethics of improvisation” that is articulated in the final chapter as the strategy through which individuals can collaboratively build responsive democratic communities.

1. Lyotropic Liquid Crystals The class of compounds known as thermotropic liquid crystals has been widely utilized in basic research and industry during recent years. The properties of these materials are such that on heating from the solid to the isotropic liquid state, phase transitions occur with the formation of one or more intermediate anisotropic liquids. The unique and sometimes startling properties of these liquid crystals are the properties of pure compounds. However, there exists a second class of substances known as lyotropic liquid crystals which obtain their anisotropic properties from the mixing of two or more components. One of the components is amphiphilic, containing a polar head group (generally ionic or zwitterionic) attached to one or more long-chain hydrocarbons; the second component is usually water. Lyotropic liquid crystals occur abundantly in nature, particularly in all living systems. As a consequence, a bright future seems assured for studies on such systems. Even now, many of the properties of these systems are poorly understood. It is the purpose of this review to consolidate the results obtained from nuclear magnetic resonance studies of such systems and to provide a coherent picture of the field. Probably the most familiar example of a lyotropic liquid crystal is soap in water. A common soap is sodium dodecylsulphate where an ionic group (sulphate) is attached to a hydrocarbon chain containing twelve carbons.
