National armies, as we know them today, are a comparatively recent development. It has been assumed that the Romans had an army similar to the national institutions of advanced, almost exclusively European, powers at the end of the nineteenth century. But the assumption was wrong as is the belief that changes seen in the armies can be explained because the Romans reformed their armies. Up to the death of Augustus, the Romans had no permanent military forces. Roman armies were raised for particular campaigns and disbanded at their conclusion. Repeated campaigns were conducted in places like northern Italy and Spain but the armies were always disbanded. These armies were not seen by Romans as part of a national institution as modern armies are; they were simply a part of the life of a Roman citizen, like religion or elections. These armies were more like a militia than a national army. There is little evidence even of systematic training and what changes can be detected can be better explained by contingent adaptation to circumstances rather than reform. The emperor Augustus is commonly seen as the originator of the imperial armies but it was an unintended outcome of a long life.

The Internet and related technologies have dramatically changed the way we live, work, socialize, and even topple national governments. As the Internet becomes increasingly pervasive across societies, we find more often that governments adopt Information Communication Technologies (ICTs) as part of their toolbox for facilitating efficient and citizen-oriented service delivery at all levels of government. Local governments across the major industrialized democracies have not been an exception to this trend and have set sail into the age of digital government. Closest to their citizens, towns and cities have adopted ICTs to facilitate electronic government (e-government). While research on local e-government functionality in terms of information dissemination, service delivery, and citizen engagement continues at an impressive empirical and methodological pace, gaps in our knowledge remain. Cross-national comparative research on local e-government that covers a wide range of municipalities in combination with in-depth case study analyses is lacking. Informed by a comparative case study approach, this book seeks to narrow that gap and offer practical policy solutions to facilitate local e-government. We do so by pursuing both a macro and micro perspective of e-government functionality in the federal republics of Germany and the United States and unitary France and Japan. The macro perspective focuses on the state and scope of e-government functionality across a large number of randomly selected municipalities of all sizes in these advanced industrialized countries. Based on a small sample of case studies, the micro perspective analyzes the successful implementation of e-government in Seattle (United States), Nuremberg (Germany), Bordeaux (France), and Shizuoka City (Japan).

Indeed, while the application of due diligence in transboundary contexts is well illustrated by jurisprudence, its applicability in areas beyond national jurisdiction remains unclear. In 2015 University Press of Mississippi published Mississippi Fiddle Tunes and Songs from the 1930s by Harry Bolick and Stephen T. Austin to critical acclaim and commercial success. Roughly half of Mississippi’s rich, old-time fiddle tradition was documented in that volume and Harry Bolick has spent the intervening years working on this book, its sequel. Beginning with Tony Russell’s original mid-1970s fieldwork as a reference, and later working with Russell, Bolick located and transcribed all of the Mississippi 78 rpm string band recordings. Some of the recording artists like the Leake County Revelers, Hoyt Ming and His Pep Steppers, and Narmour & Smith had been well known in the state. Others, like the Collier Trio, were obscure. This collecting work was followed by many field trips to Mississippi searching for and locating the children and grandchildren of the musicians. Previously unheard recordings and stories, unseen photographs and discoveries of nearly unknown local fiddlers, such as Jabe Dillon, John Gatwood, Claude Kennedy, and Homer Grice, followed. The results are now available in this second, companion volume, Fiddle Tunes from Mississippi: Commercial and Informal Recordings, 1920–2018. Two hundred and seventy musical examples supplement the biographies and photographs of the thirty-five artists documented here. Music comes from commercial recordings and small pressings of 78 rpm, 45 rpm, and LP records; collectors’ field recordings; and the musicians’ own home tape and disc recordings. Taken together, these two volumes represent a delightfully comprehensive survey of Mississippi’s fiddle tunes.
