This inclusive study examines the extraordinarily high rates of political nonparticipation in the United States and the political, historical, institutional, and philosophical roots of such widespread apathy. To explain why individuals become committed to political apathy as a political role, Tom DeLuca begins by defining "the two faces of political apathy." The first, rooted in free will, properly places responsibility for nonparticipation in the political process on individuals. Political scientists and journalists, however, too often overlook a second, more insidious face of apathy--a condition created by institutional practices and social and cultural structures that limit participation and political awareness. The public blames our most disenfranchised citizens for their own disenfranchisement. Apathetic citizens blame themselves. DeLuca examines classic and representative explanations of non-participation by political analysts across a range of methodologies and schools of thought. Focusing on their views on the concepts of political power and political participation, he assesses current proposals for reform. He argues that overcoming the second face of apathy requires a strategy of "real political equality," which includes greater equality in the availability of political resources, in setting the political agenda, in clarifying political issues, and in developing a public sphere for more genuine democratic politics. Author note: Tom DeLuca is Assistant Professor of Political Science at Fordham College at Lincoln Center. He has been a long-time activist on local and national issues, especially nuclear arms control, and his op-ed pieces on politics have appeared in The New York Times, New York Newsday, The Nation, and The Progressive.

Moore was present during the Naval Mutiny at Spithead in 1797, and helped to destroy the French fleet off Ireland in 1798. His most famous action occurred in September 1804, when his squadron captured a Spanish frigate squadron carrying a fortune in treasure. The following year his frigate, HMS Indefatigable, was involved in the opening of the Trafalgar Campaign.

The origins of England's regional cultures are here shown to be strongly influenced by the natural environment and geographical features. The Anglo-Saxon period was crucial in the development of England's character: its language, and much of its landscape and culture, were forged in the period between the fifth and the eleventh centuries. Historians and archaeologists have long been fascinated by its regional variations, by the way in which different parts of the country displayed marked differences in social structures, settlement patterns, and field systems. In this controversial and wide-ranging study, the author argues that such differences were largely a consequence of environmental factors: of the influence of climate, soils and hydrology, and of the patterns of contact and communication engendered by natural topography. He also suggests that such environmental influences have been neglected over recent decades by generations of scholars who are embedded in an urban culture and largely divorced from the natural world; and that an appreciation of the fundamental role of physical geography in shaping human affairs can throw much new light on a number of important debates about early medieval society. The book will be essential reading for all those interestedin the character of the Anglo-Saxon and Scandinavian settlements, in early medieval social and territorial organization, and in the origins of the England's medieval landscapes. Tom Williamson is Professor of LandscapeHistory, University of East Anglia; he has written widely on landscape archaeology, agricultural history, and the history of landscape design.

For decades, China’s Xinjiang region has been the site of clashes between long-residing Uyghur and Han settlers. Up until now, much scholarly attention has been paid to state actions and the Uyghur’s efforts to resist cultural and economic repression. This has left the other half of the puzzle—the motivations and ambitions of Han settlers themselves—sorely understudied. With Oil and Water, anthropologist Tom Cliff offers the first ethnographic study of Han in Xinjiang, using in-depth vignettes, oral histories, and more than fifty original photographs to explore how and why they became the people they are now. By shifting focus to the lived experience of ordinary Han settlers, Oil and Water provides an entirely new perspective on Chinese nation building in the twenty-first century and demonstrates the vital role that Xinjiang Han play in national politics—not simply as Beijing’s pawns, but as individuals pursuing their own survival and dreams on the frontier.

However, both the debate about public service efficiency and the policies and practices introduced to advance it, have developed without a coherent account of what efficiency means in this context and how it should be realized. The predominance of a rather narrow definition of the term – very often focused on the ratio of inputs to outputs – has tended to polarise opinion either for or against efficiency agenda. Yet public service efficiency, more broadly conceived, is an inescapable fact of the public manager’s task environment; indeed in the past, the notion of efficiency was central to the emergence of the field of public administration. This book will recover public service efficiency from the relatively narrow terms of recent debates by examining theories and evidence relating to technical, allocative, distributive and dynamic efficiencies. The introduction provides the background to hedges in Britain, the development of field boundaries, changes in fields and farming, especially the impact of enclosure, hedgerow management, and methods of dating hedges. In an attempt to evaluate the pioneering work of Hooper and Pollard in the 1960s and 1970s, and gain insights into the diversity of hedges and the possible human and animal reasons for it, Barnes and Williamson carried out a detailed survey of hedgerows in Norfolk. Finding 61 shrub species among the Norfolk hedgerows, they attempt to tie this data in with evidence on geology, soils, climate, woodland, enclosure, farming practices and historical factors, as an indicator of the processes of continuity and change that have taken place in the wider landscape.

Although pregnancy termination is illegal in Kenya, its practice goes on in the rural villages, in homes, in urban streets, and in private clinics. The book focuses on the ethical quest for human dignity in the context of the church's response to the challenge of termination of pregnancy. It examines the perceptions and attitudes of various cadres of Christians, such as church ministers, doctors, and lawyers, towards the problem. The book proposes ways and means by which the church in Kenya can approach the challenge of termination of pregnancy, including those pregnancies arising out of rape and incest. Findings support the current legal framework that prohibits pregnancy termination, but reveal a desire for change in the way the church deals with members who get unplanned pregnancies and those who terminate the same. The book suggests, in addition, that the church's role should emphasize counseling, teaching, and pastoral care, rather than ex-communication and public rebuke.
