The land that became the city of Newberg played a crucial role in the founding of the state of Oregon. It provided the second permanent encampment after Fort Astoria for trappers coming to the Pacific Northwest. Ewing Young came to Oregon in 1834, claiming as his own a vast stretch of land around his home in the Chehalem Valley. When Ewing died without a will, nearby residents gathered to settle Ewing's estate. This event led directly to the vote at Champoeg to make Oregon part of the United States. The town's name was given by pioneer Sebastian Brutscher after his Bavarian hometown of Neuburg. Other settlers arrived, and soon Newberg was a thriving pioneer town. Among the new settlers were members of the Friends Church, who set up an academy that is today one of the premier Christian universities in the country. Newberg was also home or way station to two U.S. presidents.

Upon perusal of this bibliography, devoted to the subject of laser window and mirror materials, it becomes very apparent that the effect of the laser on materials R&D has been enormous. Several hundred papers and reports, representing millions of dollars of effort, have been promulgated over the past decade; and as new frequencies, improved tunability, higher power, and other charac teristics are achieved, we can expect even greater demands and requirements on the materials com munity. What are some of the highlights disclosec by this bibliography with regard to work already ac complished? First, one can note the extensive investigations into developing new materials while at the same time improving old ones. Among the latter, alkali halides, for example, have essentially had a rebirth. I n the past five years more progress has been achieved in the chemical and structural perfec tion of this class of materials than in the entire preceding century. Also carried along in the surge for improved laser materials have been the alkaline earth fluorides (prime candidates for 3-to 5-J,Lm ap plications), chalcogenides, semiconductors, oxides, and others.

This Royal Commission report on protection of the marine environment focuses on the impact of marine fishing in the seas around the UK, both on fish populations and the wider ecosystem. It consider a range of issues including the role of the fishing industry and its growth over the last 50 years; the legal framework for the marine environment and fisheries, at the national, European and international levels; the impact of fishing and the legacy of overfishing; aquaculture fisheries; marine protected areas; improved fisheries management; and a system of marine spatial planning. The report concludes that, as a society, we give much lower priority to protecting our seas compared with the land, and over-fishing is a global problem which has led to the collapse of fisheries in many areas. This situation requires significant urgent change which recognises the need for sustainable fisheries management and avoids the degradation of our seas, placing it within the context of wider management of human activities in the marine environment. Recommendations made include: the introduction of a Marine Act to establish a statutory framework with strategic objectives for marine environmental protection; a move away from a presumption in favour of fishing rights to a precautionary approach which requires demonstration that fishing activity is environmentally sustainable; establishing a network of marine protected areas within the UK over the next five years, which would lead to 30 per cent of the UK's exclusive economic zone being closed to commercial fishing; and a change in the emphasis of research away from management of fish populations towards a wider focus on the marine environment.
