Winner, 2024 Book Award, Society for History in the Federal Government In 1974, the Hughes Glomar Explorer, ostensibly an advanced deep-sea mining vessel owned by reclusive billionaire Howard Hughes, lowered a claw-like contraption to the floor of the Pacific Ocean. This high-tech venture was only a cover story for an even more improbable scheme: a CIA mission to retrieve a sunken Soviet submarine. Like a Jules Verne novel with an Ian Fleming twist, the saga of the Glomar Explorer features underwater espionage, impossible gadgetry, and high-stakes international drama. It also marks a key moment in the history of transparency—and not just for what became known as the Glomar response: “We can neither confirm nor deny. . . . ” M. Todd Bennett plumbs the depths of government secrecy in this new account of the Glomar mission and its consequences. Trawling through recently declassified documents, he explores the logistics, media fallout, and geopolitical significance of one of the most ambitious operations in intelligence history. Glomar, Bennett argues, played a pivotal but underappreciated role in helping the CIA ward off oversight amid a push for transparency and accountability. He reframes the operation’s history to offer an alternative perspective on the 1970s, a decade known for expansive openness, as well as the persistent tension between the demands of democracy and the need for secrecy in foreign policy. Combining keen historical analysis and gripping storytelling, Neither Confirm nor Deny brings to the surface fresh insights into the history of the security state, the politics of intelligence, and the CIA’s relationship with the media and the public.

This game wasn't about money, points, or trophies. Instead it was played for pride, both personal and national. It was a confrontation twenty years in the making and it marked a turning point in the history of hockey. On December 31, 1975, the Montreal Canadiens, the most successful franchise in the NHL, hosted the touring Central Red Army, the dominant team in the Soviet Union. For three hours millions of people in both Canada and the Soviet Union were glued to their television sets. What transpired that evening was a game that surpassed all the hype and was subsequently referred to as "the greatest game ever played." Held at the height of the Cold War, this remarkable contest transcended sports and took on serious cultural, sociological, and political overtones. And while the final result was a 3-3 tie, no one who saw the game was left disappointed. This exhibition of skill was hockey at its finest, and it set the bar for what was to follow as the sport began its global expansion.
Growing political radicalization and polarization in American government has created a scarcity of civilian leadership, knowledge, expertise, and power. Political rivals and adversaries, too busy combating each other, have abandoned the helm of the ship of state, stetting reason, compromise, intellectual curiosity, and effective governing adrift. A faction of exceptionally capable and influential guardians—America’s military elites—increasingly fill roles in civil society and government intended for competent, democratically elected or politically appointed civilian leaders who are held accountable to the American electorate. Todd Schmidt demonstrates that U.S. military elites play an exceptionally powerful role due to their due to their extraordinary influence over policy process, outcome, and implementation. Through personal interviews with high-ranking national security experts across six presidential administrations, Schmidt concludes that nuanced relationships between military elites, the president, and Congress; decision-making in national security and foreign policy; and the balance of power in civil-military relations suggest a potential trend of praetorian behavior among military elites. A silent coup of the guardians has occurred, and professionals and citizens need to ask what should be done to rebalance U.S. civil-military relations.

News is "one of the few things that connects us as a nation" observes the protagonist in the title story of Newsworld, a new collection by Todd James Pierce that explores America's obsession with news and entertainment culture. The characters in "Newsworld" seek to design realistic theme park attractions, such as "OJ's Bronco: The Ride" and "Seige at Waco," that allow park guests to experience the complexities of contemporary news events for themselves. In the story "Columbine: The Musical," high school students stage a musical written as a means of discussing school violence, while their vice principal wrangles a 10 percent discount on a school security system in exchange for corporate sponsorship of the play. In "Wrestling Al Gore," a national wrestling federation uses costumed wrestlers to cast the Gore/Bush election recount into the ring. In an ironic twist, fans become sympathetic to the underdog Gore, champion his cause, and ultimately reflect on the fate of the real politician. In "The Yoshi Compound: A Story of Post-Waco Texas," the followers of the Dalai Yoshi amass weapons and riot gear in hopes of attracting media attention in order to spread their message of love and world peace. The characters in Newsworld, like many Americans, are engulfed in a life-imitating-art phenomenon caused by the hyperreality presented in the media, and they struggle with this overwhelming influence trying to understand whether their own lives fall within or outside its domain.

Environmental patriotism, the belief that the national environment defines a country’s greatness, is a significant strand in twentieth century American environmentalism. This book is the first to explore the history of environmental patriotism in America through the intriguing stories of environmental patriots and the rhetoric of their speeches and propaganda, The See America First movement began in 1906 with the aim of protecting and promoting the landscapes of the American West. In 1908, Gifford Pinchot and President Theodore Roosevelt hosted the White House Conservation Conference to promote the wise use of natural resources for generations of Americans. In 1912, Pittsburgh’s smoke investigation condemned the effects of coal smoke on the city’s environment. In World War II, a massive propaganda effort mobilized millions of Americans to plant victory gardens to save resources for the war abroad. While these may not seem like crucial moments for the American environmental movement, this new history of American environmentalism shows that they are linked by patriotism. The book offers a provoking critique of environmentalists’ communication strategies and suggests patriotism as a persuasive hook for new ways to make environmental issues a national priority. This original research should be of interest to scholars of environmental communication, environmental history, American history and environmental philosophy.

Transiciones is a thorough ethnography of seven Latino students in transition between high school and community college or university. Data gathered over two years of interviews with the students, their high school English teachers, and their writing teachers and administrators at postsecondary institutions reveal a rich picture of the conflicted experience of these students as they attempted to balance the demands of schooling with a variety of personal responsibilities. Todd Ruecker explores the disconnect between students’ writing experiences in high school and higher education and examines the integral role that writing plays in college. Considering the almost universal requirement that students take a writing class in their critical first year of college, he contends that it is essential for composition researchers and teachers to gain a fuller understanding of the role they play in supporting and hindering Latina and Latino students’ transition to college. Arguing for situating writing programs in larger discussions of high school / college alignment, student engagement, and retention, Transiciones raises the profile of what writing programs can do, while calling composition teachers, administrators, and scholars to engage in more collaboration across the institution, across institutions, and across disciplines to make the transition from high school to college writing more successful for this important group of students.
Critical care units are high-risk areas which contribute to increased health care costs and increased patient morbidity and mortality. Patients in critical care units are commonly confronted with existing and the potential to develop infections. Critical care practitioners play a crucial role as initial providers to critically ill patients with infections through the delivery of timely and appropriate therapies aimed to prevent and treat patient infections. The responsibility of critical care practitioners include prudent delivery of care to treat current infections as well as ensuring the delivery of care does not increase the development of new infections. Aggressive infection control measures are needed to reduce infections in critical care settings. Dissemination of scholarly work on the topic of infection in critically ill patients can play a role in improving patient outcomes. The information provided on infections in this issue of Critical Care Nursing Clinics promotes the dissemination of current literature on a series of timely and relevant infection topics in critical care environments.

Tom Haley, a science teacher, is doing research on the effects of nutrition on maze-learning ability in white rats. He compares the maze-learning ability of malnourished rats with their well-fed peers. While working on his rat project, Tom visits his girlfriend, Joanie, who suffers from chronic headaches. In desperation, he visits the site of his deceased friend, Amon, and begs for his help. When alive, the charismatic young man had extraordinary powers of healing, clairvoyance, and compassion. Soon Joanie is home again, happy and healthy. To earn extra money during his sabbatical leave, Tom works as a Bradford guard at the pollution-spewing Con Ed power plant, guarding the rude tycoon Darren Troop. He also does odd jobs painting and repairing dilapidated houses with Harry the Horse and his close-knit group of blue-collar workers. In between these jobs, Curtis principal Lou Stout calls on him to fill in for absent teachers, covering classes on the presidents, unions, democracy, photosynthesis, nutrition, motion, energy, the elements, and even philosophy. While doing manual labor, Tom meets interesting characters like Billy and his invisible companion and Rosa, who epitomizes the everyday people who keep this country running. Most importantly, he masters the rhythm of work in which time works for you in the course of doing a difficult job.
Ordinary differential equations (ODEs) and linear algebra are foundational postcalculus mathematics courses in the sciences. The goal of this text is to help students master both subject areas in a one-semester course. Linear algebra is developed first, with an eye toward solving linear systems of ODEs. A computer algebra system is used for intermediate calculations (Gaussian elimination, complicated integrals, etc.); however, the text is not tailored toward a particular system. Ordinary Differential Equations and Linear Algebra: A Systems Approach systematically develops the linear algebra needed to solve systems of ODEs and includes over 15 distinct applications of the theory, many of which are not typically seen in a textbook at this level (e.g., lead poisoning, SIR models, digital filters). It emphasizes mathematical modeling and contains group projects at the end of each chapter that allow students to more fully explore the interaction between the modeling of a system, the solution of the model, and the resulting physical description.

For the first decade of the 21st century, the Baltimore Orioles were perpetual cellar dwellers, with losing seasons from 1998–2011—fourteen straight years. They were the worst team in baseball when two-time American League Manager of the Year Buck Showalter took over as manager in August 2010, but they went 34-23 in the last two months of the season, and that set the tone for everything to follow. Buck, along with Andy MacPhail (president of baseball operations) and Dan Duquette (general manager), worked hard to change things in Baltimore, and the results have shown. In 2012, the Orioles went 93-69 and reached the postseason for the first time since 1997. In 2013, they fell short of the playoffs, but they still hit the most homers in the majors. They also set a new record in errorless games and fewest errors in a season. In addition, the Orioles boasted three Gold Glove winners: third baseman Manny Machado, center fielder Adam Jones, and shortstop J.J. Hardy. In 2014, after winning the AL East, they swept the Tigers in the divisional series before losing to the red-hot Royals in the American League Championship. This book details the club’s miraculous turnaround under Buck. It discusses key signings like Nelson Cruz, the quiet effectiveness of Nick Markakis, Jones’s leadership, the struggles of Chris Davis, and several other story lines from Showalter’s tenure. I've worried some about why write books when presidents and senators and generals do not read them, and the university experience taught me a very good reason: you catch people before they become generals and senators and presidents, and you poison their minds with humanity. Encourage them to make a better world." — Kurt Vonnegut Kurt Vonnegut's desire to save the planet from environmental and military destruction, to enact change by telling stories that both critique and embrace humanity, sets him apart from many of the postmodern authors who rose to prominence during the 1960s and 1970s. This new look at Vonnegut's oeuvre examines his insistence that writing is an "act of good citizenship or an attempt, at any rate, to be a good citizen." By exploring the moral and philosophical underpinnings of Vonnegut's work, Todd F. Davis demonstrates that, over the course of his long career, Vonnegut has created a new kind of humanism that not only bridges the modern and postmodern, but also offers hope for the power and possibilities of story. Davis highlights the ways Vonnegut deconstructs and demystifies the "grand narratives" of American culture while offering provisional narratives—petites histoires—that may serve as tools for daily living.
Current models of groundwater governance focus principally on the allocation of water, rather than taking a holistic approach incorporating valuable storage space in the aquifer, as well as the transformative changes in managed recharge of manufactured water, storm water, and carbon. Effective implementation of a more modern approach now calls for rethink of both scale and jurisdictional boundaries. This involves linking public and private aspects of water quantity, water quality, geothermal regulation, property rights, subsurface storage rights, water marketing, water banking, legal jurisdictions, and other components into a single governance document. This style of agreement stands in contrast to the siloed approach currently applied to aquifer resources. Using case studies, and an activity inspired by gaming concepts to explore the incentives, and challenges to aquifer governance approaches, this book demonstrates how application of the principles of unitization agreements to aquifers could provide a new approach to aquifer governance models.
