Migration Across the Borderlands After the American Civil War

After the Civil War, a handful of former Confederate leaders joined forces with the Mexican emperor Maximilian von Hapsburg to colonize Mexico with former American slaveholders. Their plan was to develop commercial agriculture in the Mexican state of Coahuila under the guidance of former slaveholders with former slaves providing the bulk of the labor force. By developing these new centers of agricultural production and commercial exchange, the Mexican government hoped to open up new markets and, by extending the few already-existing railroads in the region, also spur further development. The Southern Exodus to Mexico considers the experiences of both white southern elites and common white and black southern farmers and laborers who moved to Mexico during this period. Todd W. Wahlstrom examines in particular how the endemic warfare, raids, and violence along the borderlands of Texas and Coahuila affected the colonization effort. Ultimately, Native groups such as the Comanches, Kiowas, Apaches, and Kickapoos, along with local Mexicans, prevented southern colonies from taking hold in the region, where local tradition and careful balances of power negotiated over centuries held more sway than large nationalistic or economic forces. This study of the transcultural tensions and conflicts in this region provides new perspectives for the historical assessment of this period of Mexican and American history.

This is the first book in English on Horacio Quiroga (Uruguay 1878-Argentina 1937), a canonical author whose works are read by all advanced students of Spanish in the US and many other countries. The study examines Quiroga’s work through the theoretical lens of the heroic—a lens elaborated in part by means of Quiroga’s own disquisitions on the subject—and the complementary phenomenon of the monstrous. This lens serves to elucidate many evidently obscure and self-contradictory aspects of Quiroga’s work and its relation to the context in which he lived. That context included the neo-colonial social and economic milieu of Argentina’s fast-changing, immigrant-charged, increasingly materialistic society; the growing influence of foreign cultural discourses, particularly Hollywood film; the conflict between the genders in a society that embraced modernity but resisted changes in gender roles; the weight of new scientific discourses, especially Darwinian evolution, in social and political thought; and the impact on pedagogical theory and practice of these multiple changing discourses. This study discloses the extraordinary range of Quiroga’s work, which includes erotic romance, science fiction and fantasy, psychological occult, social satire, a great variety of juvenile literature, outdoor adventure and—most familiar to readers in the United States—gothic and naturalist horror. The book concludes that Quiroga’s consistent imperative of the heroic is essential to reconciling these various, evidently incompatible aspects of Quiroga’s poetics, revealing its theoretical and ethical coherence.

The lands the United States claims sovereignty over by right of the Doctrine of Discovery are home to more than five hundred Indian nations, each with its own distinct culture, religion, language, and history. Yet these Indians, and federal Indian law, rarely factor into the decisions of the country’s governing class—as recent battles over national monuments on tribal sites have made painfully clear. A much-needed intervention, Many Nations under Many Gods brings to light the invisible histories of several Indian nations, as well as their struggles to protect the integrity of sacred and cultural sites located on federal public lands. Todd Allin Morman focuses on the history of Indian peoples engaging in consultation, a process mandated by the National Environmental Policy Act and the Indian Religious Freedom Act whenever a federal agency’s proposed action will affect land of significance to indigenous peoples. To understand this process and its various outcomes first requires familiarity with the history and culture that make these sites significant to particular Indian nations. Morman provides this necessary context for various and changing indigenous perspectives in the legal process. He also examines consultation itself in a series of case studies, including Hopi efforts to preserve the sacred San Francisco Peaks in the Coconino National Forest from further encroachment by a ski resort, the Washoes’ effort near Lake Tahoe to protect Cave Rock from an influx of rock climbers, the Forest Service’s plan for the Blackfeet site Badger-Two Medicine, and religious freedom cases involving the Makahs, the Quechans, the Western Apaches, and the Standing Rock Sioux. These cases illuminate the strengths and dangers inherent in the consultation process. They also illustrate the need, for Natives and non-Natives alike, to learn the history of North America in order understand the value of protecting the many cultural and sacred sites of its many indigenous peoples. Beginning in 1974 with 504 students, Atlanta Junior College (AJC) became the 31st institution of the University System of Georgia and the only public two-year college within Atlanta's city limits. The college has evolved during its 50-year history. AJC grew into Atlanta Metropolitan College in the 1987-1988 academic year. The school underwent another name change in 2012, becoming Atlanta Metropolitan State College (AMSC), an institution that offers bachelor's degrees alongside associate degrees and certificate programs. The college reached its highest enrollment (to date) of 3,129 in 2013. With a championship-winning intercollegiate men's basketball team, AMSC became the first Georgia institution to rank among the nation's top five Division I junior colleges for academic performance. Although it has grown from one building to seven facilities on 65.4 acres, the institution remains committed to its mission of being a gateway to an affordable, accessible, and quality college education for students in the Atlanta area and beyond.
