In Early Struggles for Vicksburg, Timothy Smith covers the first phase of the Vicksburg campaign (October 1862–July 1863), involving perhaps the most wide-ranging and complex series of efforts seen in the entire campaign. The operations that took place from late October to the end of December 1862 covered six states, consisted of four intertwined mini-campaigns, and saw the involvement of everything from cavalry raids to naval operations in addition to pitched land battles in Ulysses S. Grant’s first attempts to reach Vicksburg. This fall/winter campaign that marked the first of the major efforts to reach Vicksburg was the epitome of the by-the-book concepts of military theory of the day. But the first major Union attempts to capture Vicksburg late in 1862 were also disjointed, unorganized, and spread out across a wide spectrum. The Confederates were thus able to parry each threat, although Grant, in his newly assumed position as commander of the Department of the Tennessee, learned from his mistakes and revised his methods in later operations, leading eventually to the fall of Vicksburg. It was war done the way academics would want it done, but Grant figured out quickly that the books did not always have the answers, and he adapted his approach thereafter. Smith comprehensively weaves the Mississippi Central, Chickasaw Bayou, Van Dorn Raid, and Forrest Raid operations into a chronological narrative while illustrating the combination of various branches and services such as army movements, naval operations, and cavalry raids. Early Struggles for Vicksburg is accordingly the first comprehensive academic book ever to examine the Mississippi Central/Chickasaw Bayou campaign and is built upon hundreds of soldier-level sources. Massive in research and scope, this book covers everything from the top politicians and generals down to the individual soldiers, as well as civilians and slaves making their way to freedom, while providing analysis of contemporary military theory to explain why the operations took the form they did.

This book explores the development of mental health systems in the Pacific Island Countries (PICs) of Samoa and Tonga through an examination of several policy transfer events from the colonial to the contemporary. Beginning in the 1990s, mental health became an area of global policy concern as reflected in concerted international organisation and bilateral aid and development agendas, most notably those of the World Bank, World Health Organization, and the governments of Australia and New Zealand. This book highlights how Tonga and Samoa both reformed their respective mental health systems during these years, after relatively long periods of stagnation. Using recent scholarship concerning public policy transfer, this book explains these policy outcomes and expands it to include consideration of the historical institutional dimensions evidenced by contemporary mental health systems. This book considers three distinct levels of policy implicated in mental health system transfer processes from developed to developing nations: colonial authority and influence; decolonisation processes; and the global development agenda surrounding health systems. In the process, the author argues that there are in fact three levels of policy change that must be accounted for in examining contemporary policy change. These policy levels include formal policy transfers, which tend to be prescriptive, involving professional problem construction and the designation of appropriate state apparatus for curative or custodial care provision; quasi-formal transfers, which tend to be aspirational and involve policy instruments developed through collaborative, participatory processes; and informal transfers that tend to be normative and include practices by professional actors in delivering service merged with traditional cultural beliefs as to disease aetiology as well as reflecting a deep understanding of the cultural context within which the services will be delivered. This book argues that a renewed focus on the importance of public policy and government institutional capacity is necessary to ensure human rights and justice are secured.

The Supreme Court has emphasized that expressive liberties require 'breathing space' in which to thrive. At a minimum, speakers need places in which to assemble, speak, and petition government. This book is a comprehensive examination of First Amendment rights in public places. It shows that the literal ground beneath speakers' feet has been steadily eroding, from personal spaces to college campuses and to once vast and important inscribed places, such as public parks and public squares. Through the study of 'expressive topography', this book considers a variety of contemporary speech contests including restrictions on abortion clinic sidewalk counselors, protests at military funerals, and restrictions on assembly and speech at political conventions. Countering or reversing these forces will require a focused and sustained effort by public officials, courts, and, of course, the people themselves.
