Ecotaxation covers two distinct ideas. To date, it has largely been associated with the 'polluter pays' principle, in the form of correctional charges imposed on activities which have a demonstrably damaging effect on the quality of life or the environment. The other involves a more ambitious policy shift, aiming to put taxation onto a different basis, away from income and labour, and onto resource-depleting and environmentally damaging activities. By going further, and directing the additional revenue towards environmentally supportive and socially improving ends, it can be part of the fiscal basis for sustainable development. This volume explores the history of both ideas, but with more emphasis on the wider-ranging policy alternatives that ecotaxation represents. The contributors look at the mixed records of the correctional economic instruments which have been introduced, suggesting that unless they are integrated into a more comprehensive package of reforms, they are not likely to have much effect on the direction of an already unsustainable economy. On the other hand, taxation has the potential not only to stimulate sustainable forms of economic activity but also, by lowering the costs of work and employment, to create jobs and greater social justice. At a time when governments' room for manoeuvre is being more and more restricted by conflicting social, economic and environmental commitments and pressures, revenue-neutral ecotaxation has a crucial role to play in reconciling those objectives and putting policy onto a new and lasting footing.

Obscene, libidinous, loathsome, lascivious. Those were just some of the ways critics described the nineteenth-century weeklies that covered and publicized New York City’s extensive sexual underworld. Publications like the Flash and the Whip—distinguished by a captivating brew of lowbrow humor and titillating gossip about prostitutes, theater denizens, and sporting events—were not the sort generally bound in leather for future reference, and despite their popularity with an enthusiastic readership, they quickly receded into almost complete obscurity. Recently, though, two sizable collections of these papers have resurfaced, and in The Flash Press three renowned scholars provide a landmark study of their significance as well as a wide selection of their ribald articles and illustrations. Including short tales of urban life, editorials on prostitution, and moralizing rants against homosexuality, these selections epitomize a distinct form of urban journalism. Here, in addition to providing a thorough overview of this colorful reportage, its editors, and its audience, the authors examine nineteenth-century ideas of sexuality and freedom that mixed Tom Paine’s republicanism with elements of the Marquis de Sade’s sexual ideology. They also trace the evolution of censorship and obscenity law, showing how a string of legal battles ultimately led to the demise of the flash papers: editors were hauled into court, sentenced to jail for criminal obscenity and libel, and eventually pushed out of business. But not before they forever changed the debate over public sexuality and freedom of expression in America’s most important city.

In comparing the situation of American children in low-income families with their counterparts in fourteen other countries—including Western Europe, Australia, and Canada—they provide a powerful perspective on the dynamics of child poverty in the United States. Based on the rich data available from the transnational Luxembourg Income Study (LIS), Poor Kids in a Rich Country puts child poverty in the United States in an international context. Rainwater and Smeeding find that while the child poverty rate in most countries has been relatively stable over the past 30 years, child poverty has increased markedly in the United States and Britain—two of the world's wealthiest countries. The book delves into the underlying reasons for this difference, examining the mix of earnings and government transfers, such as child allowances, sickness and maternity benefits, unemployment insurance, and other social assistance programs that go into the income packages available to both single- and dual-parent families in each country. From the Fair Employment Practices law, to the triumphant passage of the 1964 Civil Rights Act, to more radical recommendations--such as a Domestic Marshall Plan--Humphrey became concerned with how structural changes in the economy effected African Americans.Thurber uses Humphrey's career not only to explore the intersection of race, class, and politics in the second half of this century but also to reveal the trajectory of Democratic politics in the postwar era as the party faced the increasingly difficult task of maintaining the New Deal coalition. Hubert Humphrey's agenda of racial justice through economic reform-its triumphs and its failures-represents for Thurber the precarious position of liberalism and a road still not taken.

The information, interpretations, and conclusions presented in this volume represent only one small portion of the outpouring of new ideas that have been produced by Dr. Timothy Pauketat's analysis of the Tract 15A and Dunham Tract archaeological remains. His research, which began in 1988, quickly produced a dissertation entitled The Dynamics of Pre-state Political Centralization in the North American Midcontinent followed by a theoretically oriented monograph, The Ascent of Chiefs: Cahokia and Mississippian Politics in Native North America, and numerous articles on the Cahokian sphere. Up until now, however, the structural and artifactual basis for Pauketat's innovative interpretations and new understanding of Cahokia have not been available to a wide audience. As Pauketat himself notes in his introduction, "significant advances in understanding past large-scale human organizations... require large archaeological samples" and additional advances demand that this information be made available to as wide an audience of fellow scholars as possible.
