While civics textbooks describe an idealized model of “how a bill becomes law;” journalists often emphasize special interest lobbying and generous campaign contributions to Congress; and other textbooks describe common stages through which all policies progress, these approaches fail to convey—much less explain—the tremendous diversity in political processes that shape specific policies in contemporary Washington. Solving problems with deep neural networks typically relies on massive amounts of labeled training data to achieve high performance. While in many situations huge volumes of unlabeled data can be and often are generated and available, the cost of acquiring data labels remains high. Transfer learning (TL), and in particular domain adaptation (DA), has emerged as an effective solution to overcome the burden of annotation, exploiting the unlabeled data available from the target domain together with labeled data or pre-trained models from similar, yet different source domains. The aim of this book is to provide an overview of such DA/TL methods applied to computer vision, a field whose popularity has increased significantly in the last few years. We set the stage by revisiting the theoretical background and some of the historical shallow methods before discussing and comparing different domain adaptation strategies that exploit deep architectures for visual recognition. We introduce the space of self-training-based methods that draw inspiration from the related fields of deep semi-supervised and self-supervised learning in solving the deep domain adaptation. Going beyond the classic domain adaptation problem, we then explore the rich space of problem settings that arise when applying domain adaptation in practice such as partial or open-set DA, where source and target data categories do not fully overlap, continuous DA where the target data comes as a stream, and so on. We next consider the least restrictive setting of domain generalization (DG), as an extreme case where neither labeled nor unlabeled target data are available during training. Finally, we close by considering the emerging area of learning-to-learn and how it can be applied to further improve existing approaches to cross domain learning problems such as DA and DG.

The black-footed ferret, once thought extinct, was rediscovered in Wyoming in 1981. Slavery’s Fugitives and the Making of the United States Constitution unearths a long-hidden factor that led to the Constitutional Convention in 1787. While historians have generally acknowledged that patriot leaders assembled in response to postwar economic chaos, the threat of popular insurgencies, and the inability of the states to agree on how to fund the national government, Timothy Messer-Kruse suggests that scholars have discounted Americans’ desire to compel Britain to return fugitives from slavery as a driving force behind the convention. During the Revolutionary War, British governors offered freedom to enslaved Americans who joined the king’s army. Thousands responded by fleeing to English camps. After the British defeat at Yorktown, American diplomats demanded the surrender of fugitive slaves. When British generals refused, several states confiscated Loyalist estates and blocked payment of English creditors, hoping to apply enough pressure on the Crown to hand over the runaways. State laws conflicting with the 1783 Treaty of Paris violated the Articles of Confederation—the young nation’s first constitution—but Congress, lacking an executive branch or a federal judiciary, had no means to obligate states to comply. The standoff over the escaped slaves quickly escalated following the Revolution as Britain failed to abandon the western forts it occupied and took steps to curtail American commerce. More than any other single matter, the impasse over the return of enslaved Americans threatened to hamper the nation’s ability to expand westward, develop its commercial economy, and establish itself as a power among the courts of Europe. Messer-Kruse argues that the issue encouraged the founders to consider the prospect of scrapping the Articles of Confederation and drafting a superseding document that would dramatically increase federal authority—the Constitution.

Managers are increasingly being convinced from all sides that traditional structures, systems and cultures are no longer appropriate to today's competitive conditions; and that organizations must change fundamentally. It is in the context of these pressures that managers feel it increasingly necessary to seek external support by turning to those who offer some solution to these dilemmas - the management consultants. This book argues that the initial selection of a management consultancy and the subsequent evaluation of the quality of service they deliver are inherently problematic. Two root causes are identified: the structure and dynamics of the management consultancy industry; and the characteristics of the management consultancy service. Timothy Clark examines how these problems are overcome by revealing the foundations of a successful and long-term client-consultant relationship. In a departure from previous analyses of management consultancy he argues that the key to understanding consultancy and its success is to appreciate that successful consultancy, in it methods at least, emphasizes the active management of the client-consultant relationship. This is the first in-depth study of the foreign and defence policies of the Coalition, a government that saw the Conservatives restored to power for the first time since the Iraq War and the Liberal Democrats enter government for the first time. It explores the idea of Britain as a ‘Great Power’ since 1945 to show how the Coalition’s policies fitted into wider historical understandings of Britain’s role in the world. Drawing on a range of evidence from the time of the Coalition, it shows that this period was one of continued change in British foreign policy. The Coalition conducted the first strategic defence review since 1998, significantly reduced the funding allocations for defence and foreign affairs, raised overseas aid spending to record levels, engaged in overseas military action in two sovereign states (and were denied a chance to participate in another), as well as a wide array of other policies. This book argues that evaluating these events and the historical background of the Coalition is critical to understanding the current crises gripping British politics.

In the United States, the size and composition of the federal budget is arguably the most important single issue of the 1990's, yet most debates and commentaries on the subject are largely uninformed. Virtually no one - whether government official, member of Congress, journalist, or taxpayer - seems to understand how the budget is put together and what it means. This is hardly surprising, since the budget has become extraordinarily complicated. The structure of the budget reform act of 1911 has been maintained, with the changes of additional reforms (1974, 1986, and 1990) piled on top of it, while virtually nothing has been discarded. Most people are distressed at the enormous size of the federal deficit and perplexed because highly touted plans and agreements to bring the deficit down result in an even higher deficit. Why does this happen? Why is there a growing deficit amid cries of underfunding? Why is there general agreement on a format that has proved so misleading? This book comprises a series of essays about the federal budget - how and why it has grown so large, why most "deficit-reduction" measures are either shams or predestined to fail, and why understanding budget issues is so difficult. The authors offer a new perspective, a microbudgeting approach, which requires examining in detail how the federal government makes its budget decisions. Macrobudgeting, which is concerned with totals rather than parts, has prevailed for more than a generation in both Democratic and Republican administrations; the deficit-reduction drives of the 1980's, for example, failed because the parts added up to more than the targeted totals. A classic problem of social order prompts the central questions of this book: Why are some groups better able to govern themselves than others? Why do state actors sometimes delegate governing power to other bodies? How do different organizations including the state, the business community, and protection rackets come to govern different markets? Scholars have used both sociological and economic approaches to study these questions; here Timothy Frye argues for a different approach. He seeks to extend the theoretical and empirical scope of theories of self-governance beyond groups that exist in isolation from the state and suggests that social order is primarily a political problem. Drawing on extensive interviews, surveys, and other sources, Frye addresses these question by studying five markets in contemporary Russia, including the currency futures, universal and specialized commodities, and equities markets.
