Lucan's epic poem Pharsalia tells the story of the cataclysmic "end of Rome" through the victory of Julius Caesar and Caesarism in the civil wars of 49-48 BCE. This book argues that Lucan's poetic agenda moves in lockstep with his narrative arc, as he fashions the Pharsalia to mark the momentous end of the epic genre. In order to accomplish the closure of the genre, Lucan engages pervasively and polemically with the very first works of Greek and Roman epic - inverting, undoing, and closing off many of the tropes and themes introduced in Homer's Iliad and Odyssey and in the foundational Latin epic poems by Livius Andronicus, Naevius, and most of all Ennius. By looking at Lucan's effort to "surpass the poets of old" - a phrase Statius would use of his achievement - this study broadens our appreciation of Lucan's poetic ambitions and accomplishment. Statius also read Lucan as a poet who both thunders and laments, and this book makes the case that Lucan closes off epic's beginnings through not just gestures of thundering poetic violence but also a transformation and expansion of the traditional epic mode of lament. In Ruthless Democracy, Timothy Powell reimagines the canonical origins of "American" identity by juxtaposing authors such as Hawthorne, Melville, and Thoreau with Native American, African American, and women authors. Based on a series of detailed case studies, this book presents the history of genocide in Africa within the specific context of African history, examining conflicts in countries such as Burundi, Democratic Republic of Congo, Namibia, Rwanda, and Sudan. Why has Africa been the subject of so many accusations related to genocide? Indeed, the number of such allegations related to Africa has increased dramatically over the past 15 years. Popular racist mythology might suggest that Africans belong to "tribes" that are inherently antagonistic towards each other and therefore engage in "tribal warfare" which cannot be rationally explained. This concept is wrong, as Timothy J. Stapleton explains in A History of Genocide in Africa: the many conflicts that have plagued post-colonial Africa have had very logical explanations, and very few of these instances of African warring can be said to have resulted in genocide. Authored by an expert historian of Africa, this book examines the history of six African countries—Namibia, Rwanda, Burundi, Democratic Republic of Congo, Sudan, and Nigeria—in which the language of genocide has been mobilized to describe episodes of tragic mass violence. It seeks to place genocide within the context of African history, acknowledging the few instances where the international legal term genocide has been applied appropriately to episodes of mass violence in African history and identifying the many other cases where it has not and instead the term has been used in a cynical manipulation to gain some political advantage. This book studies the role of Christian churches in the 1994 Rwandan genocide. Timothy Longman's research shows that Rwandan churches have consistently allied themselves with the state and engaged in ethnic politics, making them a center of struggle over power and resources. He argues that the genocide in Rwanda was a conservative response to progressive forces that were attempting to democratize Christian churches.

Even as the United States enjoys a booming economy and historically low levels of unemployment, millions of Americans remain out of work or underemployed, and joblessness continues to plague many urban communities, racial minorities, and people with little education. In Jobs for the Poor, Timothy Bartik calls for a dramatic shift in the way the United States confronts this problem. Today, most efforts to address this problem focus on ways to make workers more employable, such as job training and welfare reform. But Bartik argues that the United States should put more emphasis on ways to increase the interest of employers in creating jobs for the poor—or the labor demand side of the labor market. Bartik's bases his case for labor demand policies on a comprehensive review of the low-wage labor market. He examines the effectiveness of government interventions in the labor market, such as Welfare Reform, the Earned Income Tax Credit, and Welfare-to-Work programs, and asks if having a job makes a person more employable. Bartik finds that public service employment and targeted employer wage subsidies can increase employment among the poor. In turn, job experience significantly increases the poor's long-run earnings by enhancing their skills and reputation with employers. And labor demand policies can avoid causing inflation or displacing other workers by targeting high-unemployment labor markets and persons who would otherwise be unemployed. Bartik concludes by proposing a large-scale labor demand program. One component of the program would give a tax credit to employers in areas of high unemployment. To provide disadvantaged workers with more targeted help, Bartik also recommends offering short-term subsidies to employers—particularly small businesses and nonprofit organizations—that hire people who otherwise would be unlikely to find jobs. With experience from subsidized jobs, the new workers should find it easier to obtain future year-round employment. Although these efforts would not catapult poor families into the middle class overnight, Bartik offers a powerful argument that having a full-time worker in every household would help improve the lives of millions. Jobs for the Poor makes a compelling case that full employment can be achieved if the country has the political will and adopts policies that address both sides of the labor market.
