Many embedded engineers and programmers who need to implement basic process or motion control as part of a product design do not have formal training or experience in control system theory. Because marine governance in most countries is sectoral, maritime policies are frequently fragmented, reactive, and even contradictory, meaning that marine resources are underutilized and poorly protected. To avoid these problems, the concept of integrated national maritime policy (INMP) has been developed. This book examines this concept, analysing its current application in four countries – Australia, Canada, UK and USA – whilst discussing at length how it might be applied to Saudi Arabia. Tracing the history of colonial education in the Punjab, the large province of Hindustan divided today between India and Pakistan, this book argues that the British-controlled system of colonial education in Hindustan failed well before the national movement challenged foreign educational practice in the early twentieth century. Drawing on extensive archival research in Great Britain, India and Pakistan, Allender shows how the early ideas of British officials generated a highly imaginative village system of schooling. Attempting to accommodate local language and religious sensitivities, this broad-based scheme offered possibilities to improve the lot of village boys. The revolt of 1857, and a well-meaning crusade against female infanticide, prompted officials to drop this scheme and to content themselves with city based schools. Christian missionary tensions with the government over their evangelising agenda also meant that their focus on poor students was limited to a mere 17 years. These developments helped to create a strong indigenous voice for educational innovations and change, notably represented in the Arya Samaj. In 1882, the Hunter Commission marked a recognition over the previous 30 years made it impossible for them to reach the general population with an effective European-led scheme of education.

This book is a critical analysis of the concept of marine protected areas (MPAs) particularly as a tool for marine resource management. It explains the reasons for the extraordinary rise of MPAs to the top of the political agenda for marine policy, and evaluates the scientific credentials for the unprecedented popularity of this management option. The book reveals the role played by two policy networks – epistemic community and advocacy coalition – in promoting the notion of MPA, showing how advocacy for marine reserves by some scientists based on limited evidence of fisheries benefits has led to a blurring of the boundary between science and politics. Second, the study investigates whether the scientific consensus on MPAs has resulted in a publication bias, whereby pro-MPA articles are given preferential treatment by peer-reviewed academic journals, though it found only limited evidence of such a bias. Third, the project conducts a systematic review of the literature to determine the ecological effects of MPAs, and reaches the conclusion that there is little proof of a positive impact on finfish populations in temperate waters. Fourth, the study uses discourse analysis to trace the effects of a public campaigning policy network on marine conservation zones (MCZs) in England, which demonstrated that there was considerable confusion over the objectives that MCZs were being designated to achieve. The book’s conclusion is that the MPA issue shows the power of ideas in marine governance, but offers a caution that scientists who cross the line between science and politics risk exaggerating the benefits of MPAs by glossing over uncertainties in the data, which may antagonise the fishing industry, delay resolution of the MPA issue, and weaken public faith in marine science if and when the benefits of MCZs are subsequently seen to be limited.

Coal and Coalbed Gas: Future Directions and Opportunities, Second Edition introduces the latest in coal geology research and the engineering of gas extraction. This shift essentially depicts "a tale of two worlds"—one half (Western Europe, North America) moving away from coal and coalbed gas research and production towards cleaner energy resources, and the other half (Asia–Pacific region, Eastern Europe, South America) increasing both research and usage of coal. These changes are marked by a precipitous fall in coalbed gas production in North America; however, at the same time there has been a significant rise in coal and coalbed gas production in Australia, China, and India. The driver for higher production and its associated research is a quest for affordable energy and economic security that a large resource base brings to any country like Australia's first large-scale coalbed gas to liquid natural gas projects supplying the demand for cleaner burning LNG to the Asian-Pacific region. Since the last edition of this book, global climate change policies have more forcibly emphasized the impact of methane from coal mines and placed these emissions equal to, or even more harmful than, CO2 emissions from fossil fuels in general. Governmental policies have prioritized capture, use, and storage of CO2, burning coal in new highly efficient low emission power plants, and gas pre-drainage of coal mines. The Organization for Economic Cooperation and Development (OECD) countries and China are also introducing new research into alternative, non-fuel uses for coal, such as carbon fibers, nanocarbons, graphene, soil amendments, and as an unconventional ore for critical elements. New to this edition: Each chapter is substantially changed from the 1st edition including expanded and new literature citations and reviews, important new data and information, new features and materials, as well as re-organized and re-designed themes. Importantly, three new chapters cover global coal endowment and gas potential, groundwater systems related to coalbed gas production and biogenic gas generation as well as the changing landscape of coal and coalbed gas influenced by global climate change and net-zero carbon greenhouse gas emissions. FOREWORD When I reviewed the first edition of this book, my initial thought was, "Do we need another book on coal geology?" and then I read it and realised, "Yes, we need this book" and my students downloaded copies as soon as it was available. So now we come to 2023, and a lot has happened in the past decade. For a different reason we might ask if we still need this book, or even coal geoscientists and engineers, as the world aims for rapid decarbonisation of the energy sector and a reduction of coal as a feedstock for industrial resources, like steel manufacture.
