Stoked by a series of major scandals, popular fears of corruption in the Civil War North provide a unique window into Northern culture in the Civil War era. The massive growth of the national government during the Civil War and lack of effective regulation made corruption all but inevitable, as indeed it has been in all the nation’s wars and in every period of the nation’s history. Civil War Northerners responded with unique intensity to these threats, however. If anything, the actual scale of nineteenth-century public corruption and the party campaign fundraising with which it tended to intertwine was tiny compared with that of later eras, following the growth and consolidation of big business and corporations. Nevertheless, Civil War Northerners responded with far greater vigor than their descendants would muster against larger and more insidious threats. In the 1860s the popular conception of corruption could still encompass such social trends as extravagant spending or the enjoyment of luxury goods. Even more telling are the ways in which citizens’ definitions of corruption manifested their specific fears: of government spending and centralization; of immigrants and the urban poor; of aristocratic ambition and pretension; and, most fundamentally, of modernization itself. Rational concerns about government honesty and efficiency had a way of spiraling into irrational suspicions of corrupt cabals and conspiracies. Those shadowy fears by contrast starkly illuminate Northerners’ most cherished beliefs and values.

Extremely popular and prolific in the 1930s and 1940s, Cornell Woolrich still has diehard fans who thrive on his densely packed descriptions and his spellbinding premises. A contemporary of Hammett and Chandler, he competed with them for notoriety in the pulps and became the single most adapted writer for films of the noir period. Perhaps the most famous film adaptation of a Woolrich story is Alfred Hitchcock's Rear Window (1954). Even today, his work is still onscreen; Michael Cristofer's Original Sin (2001) is based on one of his tales. This book offers a detailed analysis of many of Woolrich's novels and short stories; examines films adapted from these works; and shows how Woolrich's techniques and themes influenced the noir genre. This biography of General Edwin Vose Sumner emphasizes his role in developing the mounted arm of the U.S. Army. Born in Boston in 1797 he abandoned a merchant's career and entered the U.S. Infantry in 1819. Transferring to the Dragoons in the 1830s, Sumner established the Cavalry School of Practice at Carlisle Barracks, Pennsylvania. Among his students was the future Confederate General Richard S. Ewell. Sumner served with distinction throughout the Mexican War and maintained a balance between the warring factions in Kansas in the mid-1850s (his efforts earning him the displeasure of the Pierce administration). He led an expedition against the Cheyennes with subordinates that included future Civil War generals John Sedgwick and Samuel Sturgis as well as the capable but headstrong Lieutenant Jeb Stuart. Replacing Albert Sidney Johnston in California in 1861, Sumner kept the state in the Union. Returning east, he commanded the Second Corps throughout 1862 and died of pneumonia in March 1863.
