Over the last four decades the public trust in government in the United States has fallen dramatically due to a 'perfect storm' of contributing factors, such as a seemingly never ending string of political scandals, partisan polarization and toxic attack politics, and miserable failures to respond to natural disasters or the devastation of the Great Recession. This book contains the academic presentations that were made at the Symposium on Advancing Excellence and Public Trust in Government that was held at the National Press Club in Washington D.C. on September 17, 2007. In particular, the Symposium focused upon how improving transparency in governmental operations could be used to assuage some of the popular doubts about and hostility toward America's governments. There was certainly a very broad consensus at the Symposium that transparency in government is extremely desirable, needs to be improved, will bring reform and improvement to the public sector, and should make a major contribution to the restoration of the public trust in the United States. Indeed, support for improved transparency can be found across the political spectrum, as both conservatives and liberals believe that more openness in government will promote parts of their very different policy agendas. Truly, transparency appears to be an all-American issue. The discussion at the Symposium revolved around three broad themes. The first concerned transparency about government operations per se, such as how decisions were made and what detailed budgets are. A second and somewhat broader theme concerned greater transparency of 'performance measures' which tell us what the effects of specific policies are and how effective or efficient government agencies are. Third and even more broadly, some of the participants argued that general questions of governance provide the key for a renewal of public trust among our citizenry. This book of presentations at the Symposium is organized into four parts based on this distinction. Part I contains two challenges to America to restore the public trust. Parts II to IV then cover transparency, performance measures, and broader issues about general governance.
This book offers an analysis of the ways a linked set of ethico-political concepts—responsibility, rights, freedom, equality, and justice—might be re-thought, not simply jettisoned or reactively defended, in view of the linguistic deconstruction of their underlying principle, the individual human subject. In a series of readings of contemporary thinkers (notably Foucault and Derrida) and their philosophical antecedents (Marx, Nietzsche, Sade), the author argues that an encounter with the difficulties of reading (literary) language, precisely what resists the immediate comprehension or mastery of a subject, enables in turn a new thought of rights and responsibility. What literature teaches us about politics is that the absence of foundations, whether in the world or in the subject, far from being its downfall, is its very condition of possibility: because a foundation or a final resolution is lacking, we have politics and ethics and their predicaments. Like the reading of a text, which is never quite done, any responsibility worthy of the name cannot rest in the good conscience of its certain accomplishment; likewise, the assertion of rights can never be circumscribed or guaranteed—hence the ongoing necessity of the ethical and the political. The book is driven by a sense that literary and theoretical questions, and the ideas or concepts they appeal to or provoke, play a critical role in the way we think about and experience politics, but that literary critics and theorists do far too little to understand those links or make them matter outside a very restricted sphere. The author seeks to harness this specialized discourse in order to consider what ethical and political thinking might learn from literature and its theorists.
The authors have provided an overview of the relationships between hormones that are physiologic constituents of the body as well as their pharmacologic use in replacement therapies and related endocrine dys function. Principles of Endocrine Pharmacology concerns itself with the ther apeutic use of hormones, and hormone like substances, or drugs that can act either by suppressing or enhancing the metabolism of certain glands of internal secretion. Other drugs used for nonendocrine ther apies can likewise affect the endocrine system. Endocrine pharmacology emerged in the early 1900s with the use of crude pituitary extracts. By the mid-1900s several investigators had isolated and begun to synthesize hormones or hormonelike substances. Recognizing the limited supply of hormones that could be obtained both from animal sources and human autopsy material, the search for so called hormone substitutes also began early in the 1900s. Recently, re combinant DNA technologies have been used to provide alternative therapeutic sources of human insulin and human growth hormone. Aside from insulin, perhaps no other use of hormonally-active sub stance is better exemplified by those drugs which affect fertility. The synthesis of an orally-effective steroid represented one of the first major breakthroughs in the chemical suppression of ovulation. Since the orally active 19-norsteroids were introduced in the 1950s, several oral contra ceptive steroid preparations have been marketed. Indeed, the advent of oral contraceptives for birth control has led to a renewed interest in endocrine pharmacology.
