Does the new, more powerful Germany pose a threat to its neighbors? Does the new German Problem resemble the old? The German Problem Transformed addresses these questions fifty years after the founding of the Federal Republic and ten years after the fall of the Berlin Wall. Many observers have underscored the reemergence of Germany as Europe's central power. After four decades of division, they contend, Germany is once again fully sovereign; without the strictures of bipolarity, its leaders are free to define and pursue national interests in East and West. From this perspective, the reunified Germany faces challenges not unlike those of its unified predecessor a century earlier. The German Problem Transformed rejects this formulation. Thomas Banchoff acknowledges post-reunification challenges, but argues that postwar changes, not prewar analogies, best illuminate them. The book explains the transformation of German foreign policy through a structured analysis of four critical postwar junctures: the cold war of the 1950s, the détente of the 1960s and 1970s, the new cold war of the early 1980s, and the post-cold war 1990s. Each chapter examines the interaction of four factors--international structure and institutions, foreign policy ideas, and domestic politics--in driving the direction of German foreign policy at a key turning point. This book will be of interest to scholars and students of German history, German politics, and European international relations, as well as policymakers and the interested public. Thomas Banchoff is Assistant Professor of Government, Georgetown University.
This striking biography of Kaiser Wilhelm II is the most penetrating study to date of his development and personality, as well as an important contribution to our understanding of the crucial period in history that bears his name, 'Wilhelmine Germany'. A skilful, psychoanalytically informed analysis of the Kaiser's character, the book shows how the powerful leader of Germany's 'Second Reich' became the slave of public opinion - restless, impulsive, and easily swayed by flattery or by those with stronger wills. It reveals a man both anxiously insecure and brashly arrogant, flamboyant and confident in public, yet vacillating and ineffective in his political decisions. Despite his political ineptitude, however, Wilhelm II was one of the most successful and beloved symbolic leaders of modern times. Professor Kohut argues that, in this nationalistic age, the new German nation wanted to see itself as it saw its Kaiser - strong, self-assured, and surrounded by pomp and splendour.
Two leading physicians' prescription for solving our health care problems: organizing the fragmented system that delivers care. One of the most daunting challenges facing the new U.S. administration is health care reform. The size of the system, the number of stakeholders, and ever-rising costs make the problem seem almost intractable. But in Chaos and Organization in Health Care, two leading physicians offer an optimistic prognosis. In their frontline work as providers, Thomas Lee and James Mongan see the inefficiency, the missed opportunities, and the occasional harm that can result from the current system. The root cause of these problems, they argue, is chaos in the delivery of care. If the problem is chaos, the solution is organization, and in this timely and outspoken book, they offer a plan. In many ways, this chaos is caused by something good: the dramatic progress in medical science—the explosion of medical knowledge and the exponential increase in treatment options. Imposed on a fragmented system of small practices and individual patients with multiple providers, progress results in chaos. Lee and Mongan argue that attacking this chaos is even more important than whether health care is managed by government or controlled by market forces. Some providers are already tightly organized, adapting management principles from business and offering care that is by many measures safer, better, and less costly. Lee and Mongan propose multiple strategies that can be adopted nationwide, including electronic medical records and information systems for sharing knowledge; team-based care, with doctors and other providers working together; and disease management programs to coordinate care for the sickest patients.
What has happened to the news? Over the past decade, there has been a major shift in newspaper coverage. Many newspaper executives, paring costs and badly misreading public appetites, have cut back dramatically on all types of public-affairs reporting. Fewer reporters than ever are assigned to the statehouse or the White House, to city hall or foreign capitals. Too often celebrity gossip and movie tips take the place of serious journalism instead of existing alongside it. Newspapers once operated under a mandate to provide the kinds of news that citizens need to function in a democratic society, but many corporations have changed that mandate. For more than two years, legendary editor Gene Roberts led a group of journalists in an unprecedented study of the newspaper industry for the American Journalism Review. This is the second volume of their findings. The first, Leaving Readers Behind: The Age of Corporate Newspapering, documented the storm of buying, selling, and consolidation that is transforming the American press. This second volume explores the consequences of these changes for ordinary communities and for the nation, arguing that they place democracy itself in peril. Contributors include Peter Arnett, Mary Walton, Charles Layton, John Herbers, James McCartney, Carl Sessions Stepp, Lewis M. Simons, Chip Brown and Winnie Hu.
The book provides a thorough review of the U.S. health care system, including its organization and financing, care delivery, recent reforms, and an evaluation of the system's performance.
