As he systemically studies the barriers that Asian Americans face in the electoral and legislative processes, Thomas Kim shows how racism is embedded in America's two-party political system.Here Kim examines the institutional barriers that Asian Americans face in the electoral and legislative processes. Utilizing approaches from ethnic studies and political science, including rational choice theory, he demonstrates how the political logic of two-party competition actually works against Asian American political interests. According to Kim, political party leaders recognize that Asian Americans are tagged with "ethnic markers" that label them as immutably "foreign," and as such, parties cannot afford to be too closely associated with (racialized) Asian Americans. In popular imagination, environmentalism is often linked to Rachel Carson's Silent Spring and the political activism of the 1960s and '70s that moved increasing numbers of Americans to insist on a better quality of life-open spaces, clean air and water, beautification campaigns. But these interpretations have obscured the significant origins of environmentalism as a moral and intellectual broadside against the growing power of corporate capitalism, both domestically and in the postwar liberal international order the United States was enacting abroad. In Greening the Red, White, and Blue, Thomas Jundt shows how many Americans came to view powerful corporations and a federal government bent on economic growth as threats to human health and the environment. Fallout from atomic testing, air and water pollution, the proliferation of pesticides and herbicides-all connected to the growing dominance of technology and corporate capitalism in American life-led a variety of constituencies to seek solutions in what came to be known as environmentalism. In addition to political and legal campaigns to effect change, an alternative form of civic participation emerged beginning in the late-1940s as growing numbers of citizens turned to what they deemed environmentally friendly consumption practices. The goal of this politically charged consumption was not only to protect themselves and their families from harm, but also to achieve social change at a time when many believed the government was placing the desires of business before the needs of its citizens. Politicians responded to the growing environmental concerns of middle class Americans, but, in the end, continual political compromises with corporate power meant weak laws and lax enforcement. Many citizens sought refuge in an alternative "green" marketplace-including organic foods, natural-fiber clothing, alternative energy, and everyday products designed to have minimal environmental impact. In doing so, they attempted to create a community for those who shared their concerns and frustrations, as well as their vision for a different American Way. Thomas Jundt's work highlights the intertwining of consumerism and environmentalism amidst the growing power of corporate capitalism and government in postwar America.
Since the beginning of the twentieth century, Wisconsin citizens have promoted innovative environmental programs. During the 1960s Wisconsin was again at the forefront of the movement advancing mainstream political environmentalism. Thomas Huffman traces the rise of environmentalism in the Badger State during these key years, when the people of Wisconsin instituted policies in such areas as outdoor recreation and resource planning, water pollution control, the preservation of wild rivers, and centralized environmental management. Huffman focuses especially on the influence of Senator Gaylord Nelson, a Democrat and founder of Earth Day, and Governor Warren Knowles, a Republican. He shows that their efforts--and the efforts of their followers in citizen groups, the business and university communities, and the state government--clearly indicate that the origins of environmentalism cannot be placed along a left-right political spectrum. Rather, the movement evolved from an interweaving of liberal and conservative ideologies and from important traditions and precedents within the state's environmental culture. In Expression vs. Equality, J. Tobin Grant and Thomas J. Rudolph argue that although public opinion plays a vital role in judicial rulings on the legalities of various finance reform options, political scientists have yet to realize fully the complexities and nuances of public attitudes toward campaign financing. The issue of campaign finance reform exposes a real conflict between the core democratic values of equality and expression. Economic inequalities, reformers argue, allow certain groups and individuals to exert undue influence in the political process, thereby threatening the democratic value of political equality. Opponents tend to frame the issue as a question of free speech: restrictions on campaign contributions are viewed as a threat to the democratic value of political expression. In the context of campaign finance, how do committed Americans rank the importance of equality and expression? How do they resolve the conflict between these competing democratic values? The answers to these questions, say the authors, depend heavily on whose influence and whose rights are perceived to be at stake. Using a series of unique experiments embedded in a national survey of the American electorate, they find that citizens' commitment to the values of expression and equality in the campaign finance system is strongly influenced by their feelings or affect toward those whose rights and influence are perceived to be at stake. Freedom of speech is more highly valued in contexts where the respondent agrees with the issue in question; equity, on the other hand, is more highly valued when the respondent disagrees with the issue. These findings have implications not only for the continuingpublic debate over campaign finance reform, but also for our understanding of how citizens make tradeoffs between competing democratic values.

The federal Superfund program for cleaning up America's inactive toxic waste sites is noteworthy not only for its enormous cost - $15.2 billion has been authorized thus far - but also for its unique design. The legislation that created Superfund provided the Environmental Protection Agency with a diverse set of policy tools. Preeminent among them is a civil liability scheme that imposes responsibility for multimillion dollar cleanups on businesses and government units linked - even tangentially - to hazardous waste sites. Armed with this potent policy implement, the agency can order the parties who are legally responsible for the toxic substances at a site to clean it up, with large fines and damages for failure to comply. EPA can also offer conciliatory measures to bring about voluntary, privately financed cleanup; or it can launch a cleanup initially paid for by Superfund and later force the responsible parties to reimburse the government. In this book, Thomas W. Church and Robert T. Nakamura provide the first in-depth study of Superfund operations at hazardous waste sites. They examine six Superfund cleanups, including three regions and both 'hard' and 'easy' sites, to ask 'what works?' Based on detailed case studies, the book describes various strategies that have been applied by government regulators and lawyers and the responses to those different strategies by businesses and local government officials. The authors characterize the implementation strategies used by the EPA as prosecution, accommodation, and public works. They point out that the choice of strategy involves setting priorities among Superfund's competing objectives. They conclude that the best implementation strategy is one that considers the context of each site and the particular priorities in each case. Looking toward the reauthorization of Superfund, they also offer recommendations for improvements in the organization of the program and discuss proposals for change in its
Thomas Pegram shows how progressives won certain battles even as they lost the war. The progressives popularized their various reform ideas but failed to control the all important process of shepherding these reforms through the legislative and bureaucratic systems. The largely unspoken irony of the progressive movement was that, in attempting to open up the political process, it fostered more economical and efficient forms of government. Eventually, this economy and efficiency led to the entrenchment of party bosses.
On a steamy August day in 1993, the Pee Dee Education Center held its monthly meeting in the long, narrow board room on the second floor of the building located on Dargan Street in downtown Florence. On that day, eighteen of the nineteen member superintendents voted to sue the state of South Carolina. As they took this action, the superintendents were not aware they were becoming a part of a state-by-state national movement, a movement that would challenge state governments to provide a higher level of education for each state's poorest students. The South Carolinians only knew they were struggling to offer students in their districts the kind of education the students needed to break out of the cycle of poverty in which most of them were trapped. This book is the story of how the Pee Dee superintendents brought the suit against the state, risking their reputations and livelihoods to stand up for poor children in their districts. It's also the story of a state's unwillingness to address the educational needs of its children. Part I of the book traces the development of school finance suits in the country with special emphasis on New Jersey, Kentucky, and Ohio. Part II describes the South Carolina trial, including testimonies of the eight plaintiff superintendents and other key witnesses. Part III includes the court decision in the South Carolina case, a comparison of that decision with those in New Jersey, Kentucky, and Ohio and a more detailed comparison of the South Carolina case with its neighbor, North Carolina.

On August 21-26, 1977, two symposia were included in the program of the 10th Annual Meeting of the Society for Invertebrate Pathology held at Michigan State University, East Lansing, Michigan. One was entitled "Invertebrate Models for Biomedical Research" organized by Dr. Thomas C. Cheng, and the second, organized by Dr. Robert S. Anderson, was entitled "Cellular and Humoral Reactions to Disease by Invertebrate Animals." When the final manuscripts of the speakers were received, it became apparent that all of the papers were so closely related that the editors decided that they should be combined and published in a single volume of Comparative Pathobiology under the subtitle of Invertebrate Models for Biomedical Research. This volume is the result. We hope that volume four will provide the reader further insight into the complexity and comprehensiveness of pathobiology. Pathobiology encompasses not only the study of pathologic conditions but also the biology of causative agents and response reactions.
Thomas D. Grant examines the Great Debate over state recognition, tracing its eclipse, and identifying trends in contemporary international law that may explain the lingering persistence of the terms of that debate. Although writers have generally accepted the declaratory view as more accurate than its old rival, the judicial sources often cited to support the declaratory view do not on scrutiny do so as decisively as commonly assumed. Contemporary doctrinal preference requires explanation. Declaratory doctrine, in its apparent diminution of the role state discretion plays in recognition, is in harmony, Grant asserts, with contemporary aspirations for international law. It may seem to many writers, he believes, that international governance functions better in a conceptual framework that reduces the power of states to legislate what entities are states. Grant proceeds from this analysis of the contemporary status of the old debate to ask what questions now take center stage. In place of doctrine, Grant argues, process is the chief issue concerning recognition today. Whether to recognize unilaterally or in a collective framework; whether to acknowledge legal rules or to let recognition be controlled by political calculus—as Grant points out, such questions concern how states recognize, not the theoretical nature of recognition. This is an important analysis for scholars and researchers of international law and relations and contemporary European politics.
