“It's a fight against time." That is how the book begins, presenting a historical background of how the topic of sustainable production and consumption was included in the global agenda and reached Brazil. It is clear in the work who and what the potential actors and instruments that interact for that purpose are. In a fun way, thematic infographics show the impact from consumption and production, inspired by Life Cycle Assessment (LCA). In Chapters 2 and 3, readers will find inspiring examples of institutional procurement collected through exclusive interviews, news articles, corporate reports and scientific articles describing successful experiences in the public and private sectors, highlighting which institutions broke the resistance and became protagonists in the use of transformation potential through sustainable consumption and production. In Chapter 4, under a guidance perspective, two tools are recommended for continuously improving management of public and business procurement - the former was developed by ICLEI, for the Procura+ campaign, and the latter by the UN Global Compact. Also, propositions are presented in order to incorporate sustainability attributes in the procurement and supply management systems. Based on our experiences with consultancies and projects in partnership with governments, business platforms and academic researches, a survey was conducted with about 50 institutions, among public bodies and businesses, organizing lessons learnt and calling attention for facilitators and barriers of institutional consumption aimed at sustainability. Among the institutions we surveyed, we picked up the examples described in this work. Finally, in Chapter 5, under an integrated perspective of sectors and actors, including individual consumers, we made a critical analysis of the advancements and challenges faced in the past years, and point to guidelines for the future of the so-wanted 'inclusive green economy', considering institutional procurement as an essential tool to (re)build a global scenario that is more favorable to sustainable development.
The theory of the Unconditional Basic Income (UBI) has been debated for centuries. However, one of the major obstacles to the implementation of the UBI is lack of empirical testing. Conditional Cash Transfer (CCT) programs that resemble the UBI, to a certain degree, as is the case of the Bolsa Família (BF), have also been implemented. This project is internationally considered as an example of success in combating historical poverty and inequality in Brazil. Observing what lessons may be learned from the Brazilian experience, the present work thus aims to analyze the Bolsa Família program so that contributions to current UBI studies may also be considered. To achieve this end, based on the theoretical foundations of the UBI, some central topics are addressed, namely: (i) Freedom, (ii) Labor, (iii) Politics and (iv) Feminism. Subsequently, the present study focuses on the Bolsa Família experience, narrating the genesis of the program, as well as its implementation and evolution over the years, which makes it possible to look into how the Brazilian socioeconomic indexes have been affected since the creation of this Income Transfer policy. Without intending to be an end in itself, the present work aims to engage and encourage the debate on setting up a functional and improved UBI project.
The maritime domain is characterized by demanding operations. These operations can be especially complex and dangerous when they require coordination between different maritime vessels and several maritime operators. This book investigates how human mental fatigue (MF) can be objectively measured during demanding maritime operations. The best approach to quantify MF is through the use of physiological sensors including electroencephalogram (EEG), electrocardiogram, electromyogram, temperature sensor, and eye tracker can be applied, individually or in conjunction, in order to collect relevant data that can be mapped to an MF scale. More than simpler sensor fusion, this book will bridge the gap between relevant sensor data and a quantifiable MF level using both data-driven and model-based approaches. Data-driven part investigates the use of different NNs combined for the MF assessment (MFA) task. Among the different architectures tested, Convolutional Neural Networks (CNN) showed the best performance when dealing with multiple physiological data channels. Optimization was used to improve the performance of CNN in the cross-subject MFA task. Testing different combinations of physiological sensors indicated a setup consisting of EEG sensor only was the best option, due to the trade-off between assessment precision and sensor framework complexity. These two factors are of great importance when considering an MFA system that could be implemented in real-life scenarios. The model-based discussion applies the current knowledge about the use of EEG data to characterize MF to develop an MF approach to quantify the progression of MF in maritime operators. More importantly, all research results presented in this book, realistic vessel simulators were used as a platform for experimenting with different operational scenarios and sensor setups.
