Many people worldwide lack adequate access to clean water to meet basic needs, and many important economic activities, such as energy production and agriculture, also require water. Climate change is likely to aggravate water stress. As temperatures rise, ecosystems and the human, plant, and animal communities that depend on them will need more water to maintain their health and to thrive. Forests and trees are integral to the global water cycle and therefore vital for water security – they regulate water quantity, quality, and timing and provide protective functions against (for example) soil and coastal erosion, flooding, and avalanches. Forested watersheds provide 75 percent of our freshwater, delivering water to over half the world’s population. The purpose of A Guide to Forest–Water Management is to improve the global information base on the protective functions of forests for soil and water. It reviews emerging techniques and methodologies, provides guidance and recommendations on how to manage forests for their water ecosystem services, and offers insights into the business and economic cases for managing forests for water ecosystem services. Intact native forests and well-managed planted forests can be a relatively cheap approach to water management while generating multiple co-benefits. Water security is a significant global challenge, but this paper argues that water-centered forests can provide nature-based solutions to ensuring global water resilience.
Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.

The Expert Consultation was convened to review an initial draft of the International Guidelines as called for by the FAO Committee on Fisheries at its twenty-seventh session in 2007. This expert consultation was preceded by an expert consultation in November 2006 in Bangkok, Thailand, on deep-sea fisheries in the high seas. The consultation adopted a draft of the international guidelines to be forwarded on to a technical consultation for review and adoption.
This publication discusses the strategy developed by a panel of scientific experts to order to establish a coastal module of the Global Terrestrial Observing System (GTOS). This system is designed to detect, assess and predict global and large-scale regional change associated with land-based, wetland and freshwater ecosystems in coastal areas. The publication covers design and integration issues involved, as well as key steps for implementation during the initial phase of the programme.
Marine environments support the livelihoods, economies, and quality of life for communities around the world. But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.
The Advisory Committee on Fisheries Research (ACFR) Working Party on Status and Trends of Fisheries met in Rome to consider how fishery status and trends reporting could be improved in terms of quality, scope and timeliness and better coordinated to allow a more systematic synthesis of information from national to regional and global levels. Owing to the importance of status and trends reports, and the scrutiny they receive, the Working Party recommended that the global system of status and trends reporting be advanced by: increasing completeness by including some fisheries and fishery resources that are currently under-represented; expanding the scope of current reports that are primarily on catch and fishery resource information to include other dimensions of fisheries; and enhancing quality assurance and credibility.
This publication contains 14 case studies which detail successful examples of sustainable forest management practices identified and demonstrate the evolution of the forest sector in Central Africa. This is part of an initiative, undertaken within the framework of the FAO/Netherlands Partnership Programme and in close collaboration with regional and international organisations, to highlight the numerous efforts undertaken in forest management over the last 20 years to promote all aspects of sustainable development.

This is the sixth edition of the biennial report on the current state of global forest resources and recent developments and emerging issues in the forest sector. It includes contributions from key non-governmental organisations and from individuals, as well as articles written by FAO staff. This edition focuses on options for sustainable forestry management to maximise the sector's economic viability, and issues discussed include forest resources, conservation aspects, institutional issues and legal frameworks, international policy developments, the economic benefits of agroforestry, wood energy production, import tariffs and non-tariff measures, and the impact of violent conflicts on forest resources.
This guide suggests ways to design and implement forest-based interventions that have the greatest potential to reduce poverty. Areas for action include timber production in both natural and planted forests, non-wood forest products, woodfuel, bushmeat, agroforestry and payment for environmental services. For each topic, the guide outlines key issues, summarizes successful case studies and identifies sources of additional information. The document highlights the importance of using participatory approaches and of tailoring activities to local circumstances. Emphasis is on making changes that will improve the livelihoods of people living in or near forests, and on helping users to gain a better understanding of the forms of rural poverty and of how decisions made at the local level affect segments of poor rural communities in different ways - women, children and the elderly being the most vulnerable. The guide will be of interest to forestry and rural development practitioners and the communities they serve, including district forestry officials, extension workers, local planners and administrators, and owners of small-scale enterprises and their employees.
This publication contains a number of reports prepared for a high-level conference on issues relating to biological and landscape diversity in European agricultural policies, held in Paris in June 2002. The conference made recommendations to states and relevant organisations and provided input to policy work and programmes within the framework of the Convention on Biological Diversity, the Ministerial Conference on Environment for Europe , the Convention to Combat Desertification and the EU's Common Agricultural Policy and national policy developments.
In 1992, at the Earth Summit in Rio, the United Nations adopted the Convention on Biological Diversity (CBD) to agree international measures aimed at preserving the vital ecosystems and biological resources on which we all depend. This is the official handbook to the Convention and presents all the most important information about the CBD, including a guide to the decisions adopted and to ongoing activities. It is an essential resource for all the governments, intergovernmental agencies, NGOs and conservation bodies and researchers working in this area. Included with the book is a fully indexed and cross-referenced CD-ROM containing all the relevant background material to the Convention, linked to relevant decisions and other sources of information.
The third and main section of the document discusses ways of increasing the contribution of small-scale fisheries to poverty alleviation and food security through nine main entry points. First, the paper revisits conventional fisheries policies and legislation and makes suggestions on how those can be made more pro-poor. Next, the paper emphasizes the importance of capacity building and highlights how cross-sectoral interventions can greatly improve the livelihoods of fish-dependent communities. The paper then proposes a series of broad pro-poor or pro-small-scale fisheries principles, before discussing in greater detail three of the main management instruments adopted in fisheries: (i) property right approaches; (ii) co-management; and (iii) protected areas. The next two sub-sections discuss markets and how to make them work for the poor, and the important issue of pro-poor financing systems and subsidies.
The rapid progress of modern biotechnology has given rise to new legislative needs in order to safeguard human health and the environment while at the same time taking advantage of the opportunities offered by biotechnology. Recent years have seen important new legislation being adopted and older law amended in order to respond to the new challenges. The purpose of this study is to indicate the extent to which international agreements and a small selected group of national laws may already be assisting societies to realize modern biotechnology's potential and avoid its possible risks.
There is a widespread perception that the development process is in a state of multiple crisis. While the notion of sustainable development is supposed to address adequately its environmental dimensions, there is still no agreed framework relating women to this new perspective. This prestigious volume consists of the proceedings of the 1st ever Water Summit to be convened in the world. Under the theme, Water Security: Leadership and Commitment, the 1st Asia-Pacific Water Summit (1st APWS) convened political leaders of the region and high level dignitaries in December 2007 in Beppu City, Oita Prefecture in Japan, offering them a platform to make commitments and launch initiatives to tackle the water challenges. The contents include speeches by His Imperial Highness the Crown Prince of Japan, Chairman of the UNSGAB His Royal Highness Prince Willem-Alexander of The Netherlands, President of the Asia-Pacific Water Forum Mr Yoshiro Mori, Prime Minister of Japan Mr Yasuo Fukuda, Ambassador-at-Large of the Republic of Singapore Professor Tommy Koh, United Nations Secretary-General Mr Ban Ki-moon, and 10 Heads of Government from the region. Summaries of sessions cover matters relating to sanitation, climate change, water financing and capacity development, water-related disaster management, water for development and ecosystems, developing knowledge and lessons, increasing local capacity, monitoring investments and results, and the CEO Water Mandate. Also included are the Policy Brief 2007 and the Message from Beppu, the two seminal outcome documents of the 1st APWS.
The session was attended by delegates from all twenty-four Members of the Commission. The Commission decided that the new headquarters of GFCM will be in Palazzo Blumenstihl, Rome, Italy. The Commission agreed that Members would exceptionally participate in the ballots for the selection of the Executive Secretary, provided that they contribute their share to the GFCM autonomous budget prior to the end of 2005. Through interviews and secret ballots, the Commission selected its Executive Secretary. It also agreed on the mandate and on the procedure for the selection of the Deputy Executive Secretary. The Commission established formally the Coordinating Meeting of the Sub-Committees (CMSC) as a subsidiary body of Scientific Advisory Committee (SAC), as well as a Permanent Working Group on Stock Assessment Methodologies.
The Pan-European Ecological Network aims to secure the favourable conservation status of the ecosystems, habitats, species and landscapes of importance across Europe. This report reviews the provisions of existing international instruments and proposes priority co-operation action which could support both the development of the network and the implementation of these instruments.
The thirty-first session of the General Fisheries Commission for the Mediterranean (GFCM) reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ) and held the first session of its Compliance Committee. Based on advice from SAC and proposals by Members, the GFCM adopted: three Resolutions, including two related to the GFCM statistical framework and one on the use of the 40 mm square mesh size in the codend of trawlnets. The Commission also adopted binding recommendations on fisheries management, including diamond mesh size of trawlnets and the Pelagos Sanctuary for the conservation of marine mammals, as well as three Recommendations emanating from the International Commission for the Conservation of Atlantic Tunas (ICCAT) on bluefin tuna and on transshipment at sea. The GFCM strengthened the mandate of CAQ and adopted a new set up and modus operandi for the subsidiary bodies of the Committee. The Commission decided to strengthen its activities in the Black Sea. It acknowledged the importance of the five regional projects supporting the activities of the Committees and endorsed a series of amendments to its Rules of Procedure. The Commission agreed on its programme of work and adopted its budget for 2007, including the establishment within the Secretariat of a post of Aquaculture specialist.
Fire management is an essential part of sustainable forest management. This publication complements the Global Forest Resources Assessment 2005 (FRA 2005) as an in-depth thematic study on the incidence, impact and management of forest fires in different regions of the world. It was developed from 12 regional papers prepared within the framework of the Global Wildland Fire Network of the United Nations International Strategy for Disaster Reduction. It provides the best estimate of the global fire situation to date and gives a good indication of the scale of the impact of vegetation fires on society, on the economy and on the environment. This global assessment will be of interest not only to fire specialists, but also to policy-makers, forest managers and those involved in collecting reliable and current information on fire in different types of vegetation. It is an important contribution to FAO's efforts to enhance international cooperation in fire management.
The twenty-fourth session of the European Inland Fisheries Advisory Commission (EIFAC) was held in Mondsee, Austria, from 14 to 21 June 2006, in concomitance with a Symposium on Hydropower, Flood Control and Water Abstraction: Implications for Fish and Fisheries. The session reviewed EIFAC's activities since 2004 in the fields of fishery biology and management, aquaculture, protection of the aquatic environment, and social and economic issues. EIFAC revised and decided its future programme of work, in particular the activities which should be carried out until the next session of the Commission in 2008. The twenty-fifth session will be preceded by a Symposium that will focus on interactions between socio-economic and ecological objectives of inland fisheries, commercial and recreational, and aquaculture.
Climate change is likely to have major environmental effects on natural habitats in the next fifty years. Conservation of biological diversity will have to be modified drastically to avoid massive extinctions of species of threatened habitat types. Precise recommendations are made to governments and conservation agencies that collaborate in the framework of the Bern Convention. This publication provides a starting point for discussion about possible adaptation strategies if Europe's biodiversity is to be conserved.
The aim of the workshop was to develop national capacity and promote regional co-ordination to strengthen and harmonise port State measures and meet the requirements of relevant FAO plans of action to combat illegal, unreported and unregulated (IUU) fishing. Topics addressed include: the role of the port State in combating IUU fishing and promoting long-term sustainability in fisheries; the FAO Model Scheme; international developments; issues relating to port State measures at the regional level; regional issues and priorities of the Pacific Islands Forum Fisheries Agency (FFA).
The responsible management of natural resources for present-day needs and future generations requires integrated approaches that are place-based, embrace systems thinking, and incorporate the social, economic, and environmental considerations of sustainability. Landscape-scale analysis takes this holistic view by focusing on the spatial scales most appropriate for the resource types and values being managed. Landscape-scale analysis involves assessing landscape features in relation to a group of influencing factors such as land use change, hydrologic changes or other disturbances, topography, and historical vegetation conditions. As such, different types of data and multiple disciplines may be required for landscape analysis, depending on the question of interest and scale of analysis. Multi-resource analysis (MRA) is an approach to landscape-scale analysis that integrates information among multiple natural resources, including ecosystem services, and is designed to evaluate impacts and tradeoffs between development and conservation at landscape scales to inform public resource managers. This approach implicitly addresses social, economic, and ecological functional relationships; for example, actions to realize the benefits of one type of natural resource (e.g., minerals, oil, and gas) may influence behavior and potential benefits related to other types of natural resources (e.g., recreational opportunities). In June 2015, the National Academies of Sciences, Engineering, and Medicine convened a workshop on using landscape-based approaches and MRA to better inform federal decision making for the sustainable management of natural resources. Participants discussed knowledge gaps and priority areas for research and presentations of case studies of approaches that have been used to effectively integrate landscape-based approaches and MRA into practice. This report summarizes the presentations and discussions from the workshop.
This document contains the report of the workshop and the background papers commissioned for the meeting. The report, and in particular the 'Key Points' adopted by the workshop, will serve as basis for further work on developing technical guidelines for the design, implementation and review of MPAs.
