Spurred on by new discoveries and rapid technological advances, the capacity for life science research is expanding across the globeand with it comes concerns about the unintended impacts of research on the physical and biological environment, human well-being, or the deliberate misuse of knowledge, tools, and techniques to cause harm. This report describes efforts to address dual use issues by developing institutes around the world that will help life sciences faculty learn to teach about the responsible conduct of science. Based on the successful National Academies Summer Institute for Undergraduate Biology Education and on previous NRC reports on effective methods for teaching about dual use issues, the report's authoring committee designed a general framework for the faculty institutes and chose the Middle East-North Africa (MENA) region to test a prototype faculty institute. In September 2012, the first Institute was held in Aqaba, Jordan, bringing together 28 participants from Algeria, Egypt, Jordan, Libya, and Yemen to engage with effective, evidence-based teaching methods, develop curricular materials for use in their own classrooms, and become community leaders on dual use and related topics. Developing Capacities for Teaching Responsible Science in the MENA Region: Refashioning Scientific Dialogue offers insights from the institute that will help in the design and implementation of future programs in the MENA region, and in other parts of the world.
The primary federal program designed to ensure that all states are capable of participating the nation's research enterprise fall under the general rubric of the Experimental Program to Stimulate Competitive Research (EPSCOR). The National Science Foundation (NSF), Department of Energy, Department of Agriculture, and National Aeronautics and Space Administration have active EPSCOR programs. Since its inaugural year in 1979, the EPSCOR program has grown from funding programs in five states to awarding funding to 31 states in 2012. The Experimental Program to Stimulate Competitive Research assesses the effectiveness of EPSCOR and similar federal agency programs in improving national research capabilities, promoting an equitable distribution of research funding, and integrating their efforts with other initiatives designed to strengthen the nation's research capacity. This report also looks at the effectiveness of EPSCOR states in using awards to develop science engineering research and education, as well a science and engineering infrastructure within their state. The Experimental Program to Stimulate Competitive Research makes recommendations for improvement for each agency to create a more focused program with greater impact.

And with the advent of electronic communications technology, these experts can share information within minutes. Bits of Power explores how these issues have been addressed in the European Community and includes examples of successful data transfer activities in the natural sciences. The book will be of interest to scientists and scientific data managers, as well as intellectual property rights attorneys, legislators, government agencies, and international organizations concerned about the electronic flow of scientific data.
Plant genetic resources provide a basis for food security, livelihood support and economic development as a major component of biodiversity. The Second Report on the State of the World’s Plant Genetic Resources for Food and Agriculture demonstrates the central role plant genetic diversity continues to play in shaping agriculture growth in the face of climate change and other environmental challenges. It is based on information gathered from Country Reports, regional syntheses, thematic studie s and scientific literature, documenting the major achievements made in this sector during the past decade and identifying the critical gaps and needs that should urgently be addressed. The Report provides the decision-makers with a technical basis for updating the Global Plan of Action on Conservation and Sustainable Use of Plant Genetic Resources for Food and Agriculture. In 1992, world leaders adopted Agenda 21, the work program of the 1992 U.N. Conference on Environment and Development. This landmark event provided a political foundation and action items to facilitate the global transition toward sustainable development. The international community marked the tenth anniversary of this conference in Johannesburg, South Africa, in August 2002. Down to Earth, a component of the U.S. State Department's "Geographic Information for Sustainable Development" project for the World Summit, focuses on sub-Saharan Africa with examples drawn from case-study regions where the U.S. Agency for International Development and other agencies have broad experience. Although African countries are the geographic focus of the study, the report has broader applicability. Down to Earth summarizes the importance and applicability of geographic data for sustainable development and draws on experiences in African countries to examine how future sources and applications of geographic data could provide reliable support to decision-makers as they work towards sustainable development. The committee emphasizes the potential of new technologies, such as satellite remote-sensing systems and geographic information systems, that have revolutionized data collection and analysis over the last decade.
The theme of this international symposium is the promotion of greater sharing of scientific data for the benefit of research and broader development, particularly in the developing world. This is an extraordinarily important topic. Indeed, I have devoted much of my own career to matters related to the concept of openness. I had the opportunity to promote and help build the open courseware program at the Massachusetts Institute of Technology (MIT). This program has made the teaching materials for all 2,000 subjects taught at MIT available on the Web for anyone, anywhere, to use anytime at no cost. In countries where basic broadband was not available, we shipped it in on hard drives and compact disks. Its impact has been worldwide, but it has surely had the greatest impact on the developing world. I am also a trustee of a nonprofit organization named Ithaca that operates Journal Storage (JSTOR) and other entities that make scholarly information available at very low cost. The culture of science has been international and open for centuries. Indeed, the scientific enterprise can only work when all information is open and accessible, because science works through critical analysis and replication of results. In recent years, as some scientific data, and especially technological data, have increased in economic value frequently has caused us to be far less open with information than business and free enterprise require us to be. Indeed, the worldwide shift to what is known as open innovation is strengthening every day. Finally, since the end of World War II, the realities of modern military conflict and now terrorism have led governments to restrict information through classification. This is important, but I believe that we classify far too much information. The last thing we need today, at the beginning of the twenty-first century, is further arbitrary limitations on the free flow of scientific information, whether by policies established by governments and businesses, or by lack of information infrastructure. For all these reasons, the international sharing of scientific data is one of the topics of great interest here at the National Academies and has been the subject of many of our past reports. This is the primary reason why this symposium has been co-organized by the NRC's Policy and Global Affairs Division-the Board on International Scientific Organizations (BISO) and the Board on Research Data and Information (BRDI). The Case for International Sharing of Scientific Data: A Focus on Developing Countries: Proceedings of a Symposium summarizes the symposium.
In many countries, colleges and universities are where the majority of innovative research is done; in all cases, they are where future scientists receive both their initial training and their initial introduction to the norms of scientific conduct regardless of their eventual career paths. Thus, institutions of higher education are particularly relevant to the tasks of education on research with dual use potential, whether for faculty, postdoctoral researchers, graduate and undergraduate students, or technical staff. Research in the Life Sciences with Dual Use Potential describes the outcomes of the planning meeting for a two-year project to develop a network of faculty who will be able to teach the challenges of research in the life sciences with dual use potential. Faculty will be able to incorporate such concepts into their teaching and research through exposure to the tenets of responsible conduct of research in active learning teaching methods. This report is intended to provide guidelines for that effort and to be applicable to any country wishing to adopt this educational model that combines principles of active learning and training with attention to norms of responsible science. The potential audiences include a broad array of current and future scientists and the policymakers who develop laws and regulations around issues of dual use.

This book presents the results of a joint meeting organized by the Pontifical Academy of Sciences and the Pontifical Academy of Social Sciences where renowned international scholars discussed the importance of education in an increasingly globalized world. The papers cover a wide range of topics, including immigration, education in developing countries, knowledge transfer, social, economic, cultural, and political conditions in global education, technology, communication, access to information and knowledge, as well as, bio-anthropological issues.
During the last decade, national and international scientific organizations have become increasingly engaged in considering how to respond to the biosecurity implications of developments in the life sciences and in assessing trends in science and technology (S&T) relevant to biological and chemical weapons nonproliferation. The latest example is an international workshop, Trends in Science and Technology Relevant to the Biological Weapons Convention, held October 31 - November 3, 2010 at the Institute of Biophysics of the Chinese Academy of Sciences in Beijing. Life Sciences and Related Fields summarizes the workshop, plenary, and breakout discussion sessions held during this convention. Given the immense diversity of current research and development, the report is only able to provide an overview of the areas of science and technology the committee believes are potentially relevant to the future of the Biological and Toxic Weapons Convention (BWC), although there is an effort to identify areas that seemed particularly ripe for further exploration and analysis. The report offers findings and conclusions organized around three fundamental and frequently cited trends in S&T that affect the scope and operation of the convention: The rapid pace of change in the life sciences and related fields; The increasing diffusion of life sciences research capacity and its applications, both internationally and beyond traditional research institutions; and The extent to which additional scientific and technical disciplines beyond biology are increasingly involved in life sciences research. The report does not make recommendations about policy options to respond to the implications of the identified trends. The choice of such responses rests with the 164 States Parties to the Convention, who must take into account multiple factors beyond the project's focus on the state of the science.
