Technology and Policy Options for a Low-Emission Energy System in Canada is an up-to-date, accessible review of options for reducing greenhouse gas emissions and moving Canada toward a low-emission future. It provides an overview of Canada’s energy system, an analysis of different energy sources and technologies, and an exploration of the public policies available to support a shift toward low-emission energy sources and technologies.
The Value of Commercial Marine Shipping to Canada is a comprehensive, high-quality, independent study that examines the broad impacts of marine shipping to Canada, addressing national, regional, and local issues. It is the first of its kind to examine “value” as including cultural, environmental, and security dimensions, in addition to economic measures. It is intended to contribute to a national dialogue and serve as a tool to help inform policy decisions related to marine shipping in Canada.
The U.S. Congress charged the National Academies with conducting a review of the Internal Revenue Code to identify the types of and specific tax provisions that have the largest effects on carbon and other greenhouse gas emissions and to estimate the magnitude of those effects. To address such a broad charge, the National Academies appointed a committee composed of experts in tax policy, energy and environmental modeling, economics, environmental law, climate science, and related areas. For scientific background to produce Effects of U.S. Tax Policy on Greenhouse Gas Emissions, the committee relied on the earlier findings and studies by the National Academies, the U.S. government, and other research organizations. The committee has relied on earlier reports and studies to set the boundaries of the economic, environmental, and regulatory assumptions for the present study. The major economic and environmental assumptions are those developed by the U.S. Energy Information Administration (EIA) in its annual reports and modeling. Additionally, the committee has relied upon publicly available data provided by the U.S. Environmental Protection Agency, which inventories greenhouse gas (GHG) emissions from different sources in the United States. The tax system affects emissions primarily through changes in the prices of inputs and outputs or goods and services. Most of the tax provisions considered in this report relate directly to the production or consumption of different energy sources. However, there is a substantial set of tax expenditures called "broad-based" that favor certain categories of consumption-among them, employer-provided health care, owner-occupied housing, and purchase of new plants and equipment. Effects of U.S. Tax Policy on Greenhouse Gas Emissions examines both tax expenditures and excise taxes that could have a significant impact on GHG emissions.
In November 2018, National Academy of Sciences (NAS) President Marcia McNutt visited China for the first time in her official role. As part of this visit, the National Academies of Sciences, Engineering, and Medicine's Science and Technology for Sustainability (STS) program and the Chinese Academy of Sciences organized a one-day workshop relating to urban sustainability in Beijing. The goal of the visit was to begin to explore some areas where the U.S. National Academies and the Chinese Academy might develop collaboration. At the same time, the trip provided an opportunity to develop links to other parts of the science and technology community in China. To further elucidate some of these issues and build upon current partnerships, an expert committee under the STS program, in collaboration with the Chinese Academy of Sciences, organized a one-day public workshop on urban sustainability in China and the United States, held on December 16, 2019. The workshop focused on the intersection of urban climate change mitigation and adaptation, urban health, and sustainable transportation, including green infrastructure and urban flooding in both countries. This publication summarizes the presentations and discussions from the workshop.
The Addressing agriculture, forestry and fisheries in National Adaptation Plans – Supplementary guidelines (NAP–Ag Guidelines) provide specific guidance for national adaptation planning in the agricultural sectors. They are intended to be used by national planners and decision–makers working on climate change issues in developing countries and authorities and experts within the agriculture sectors who are contributing to climate change adaptation and NAP formulation and implementation.
The Committee warmly welcome the introduction of the Climate Change Bill and find it heartening that the UK is taking a lead on this issue. The aim of the Bill is to reduce the net UK carbon account by at least 60% from the 1990 baseline by 2050, although this may not be enough; the Government have emphasised that this is a minimum target. However shipping and aviation are excluded from the carbon budgets and this could be a weakness. The Committee have concerns about the legal enforceability of targets and budgets and propose a system of annual milestones and a compliance mechanism. To recognise the importance of the Bill they think that the legal duty should be placed on the Prime Minister rather than then Secretary of State. The draft Bill is the first of what is likely to be a series of measures. In particular the Committee think that adaptation policies need to be addressed, along with the role of local government.
A Summary of the Workshop to Identify the Gaps and Possible Directions for NASA's Meteoroid and Orbital Debris Programs summarizes the two-day workshop held on March 9-10, 2011, where various stakeholders presented diverse perspectives on matters concerning NASA Micrometeoroid and Orbital Debris (MMOD) programs, NASA mission operators, the role and relationships of NASA MMOD programs to other federal agencies, MMOD and the commercial industry, and orbital debris retrieval and removal. The report assesses NASA's existing efforts, policies, and organizations with regard to orbital debris and micrometeoroids by creating advisory dialogue on potential opportunities for program enhancement and maintenance practices.
Derelict satellites, equipment and other debris orbiting Earth (aka space junk) have been accumulating for many decades and could damage or even possibly destroy satellites and human spacecraft if they collide. During the past 50 years, various National Aeronautics and Space Administration (NASA) communities have contributed significantly to maturing meteoroid and orbital debris (MMOD) programs to their current state. Satellites have been redesigned to protect critical components from MMOD damage by moving critical components from exterior surfaces to deep inside a satellite's structure. Orbits are monitored and altered to minimize the risk of collision with tracked orbital debris. MMOD shielding added to the International Space Station (ISS) protects critical components and astronauts from potentially catastrophic damage that might result from smaller, untracked debris and meteoroid impacts. Limiting Future Collision Risk to Spacecraft: An Assessment of NASA's Meteoroid and Orbital Debris Program examines NASA's efforts to understand the meteoroid and orbital debris environment, identifies what NASA is and is not doing to mitigate the risks posed by this threat, and makes recommendations as to how they can improve their programs. While the report identified many positive aspects of NASA's MMOD programs and efforts including responsible use of resources, it recommends that the agency develop a formal strategic plan that provides the basis for prioritizing the allocation of funds and effort over various MMOD program needs. Other necessary steps include improvements in long-term modeling, better measurements, more regular updates of the debris environmental models, and other actions to better characterize the long-term evolution of the debris environment.
In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.
New York City's municipal water supply system provides about 1 billion gallons of drinking water a day to over 8.5 million people in New York City and about 1 million people living in nearby Westchester, Putnam, Ulster, and Orange counties. The combined water supply system includes 19 reservoirs and three controlled lakes with a total storage capacity of approximately 580 billion gallons. The city's Watershed Protection Program is intended to maintain and enhance the high quality of these surface water sources. Review of the New York City Watershed Protection Program assesses the efficacy and future of New York City's watershed management activities. The report identifies program areas that may require future change or action, including continued efforts to address turbidity and responding to changes in reservoir water quality as a result of climate change.
Public policies for family farming – when done appropriately – provide a perfect match between different policy areas related to productive, economic, social, environmental and cultural dimensions of sustainable food systems. The Learning framework for inclusive, integrated and innovative public policy cycles for family farming was developed under the framework of the United Nations Decade of Family Farming (2019–2028) to support policymakers, family farmers’ organizations and other relevant stakeholders to increase their understanding of public policy cycles and family farming related policies. This technical and methodological capacity development programme is adaptable to local, national or regional priorities. It offers a holistic perspective to building knowledge and capacity of the various actors involved in the design, implementation and review of effective and coherent policies and programmes. This learning framework responds to the needs of multiple actors, expressed during the UNDFF pre-consultation process, to identify ways to create truly effective and efficient policy frameworks for family farming, and to better engage and participate during policy processes. To provide an appropriate answer to these needs the learning framework was designed through a participatory process building on the experience of governments and family farmers’ organizations, researchers and UN staff, gathering inputs from all relevant actors around the world.
Renewable energy resources are expected to play a significant role in sustainable energy development as carbon energy supplies diminish. In addition to their abundance in Asia and the Pacific, renewable energy resources have little or no adverse impact on the environment. This publication takes up the theme of commercialisation of renewable energy technologies for sustainable development in the region. It is largely based on the reports of country studies undertaken in four Asian developing countries and the resulting papers presented at the Regional Workshop on Commercialisation of Renewable Energy Technologies and the Ad Hoc Expert Group Meeting on Commercialisation of Renewable Energy Technologies and their Technology Transfer, held in Bangkok from 11 to 12 January and 22 to 24 September 1999 respectively.
