Canada’s Top Climate Change Risks identifies the top risk areas based on the extent and likelihood of the potential damage, and rates the risk areas according to society’s ability to adapt and reduce negative outcomes. These 12 major areas of risk are: agriculture and food, coastal communities, ecosystems, fisheries, forestry, geopolitical dynamics, governance and capacity, human health and wellness, Indigenous ways of life, northern communities, physical infrastructure, and water. The report describes an approach to inform federal risk prioritization and adaptation responses. The Panel outlines a multi-layered method of prioritizing adaptation measures based on an understanding of the risk, adaptation potential, and federal roles and responsibilities.
An Anticipatory Action approach seeks to identify multiple windows of opportunity for action throughout the duration of predictable shocks, such as drought. It links early warning information with flexible financing to trigger actions that reduce the impact on the most vulnerable. A robust, context-specific trigger mechanism is at the heart of this approach, as it produces early warning triggers for the activation of anticipatory actions to protect diverse livelihood groups at the right time and with as little uncertainty as possible. Drawing on the experience of the Food and Agriculture Organization of the United Nations and its partners in implementing Anticipatory Action, this guidance document outlines five steps for establishing an Anticipatory Action trigger mechanism for drought.
Technology and Policy Options for a Low-Emission Energy System in Canada is an up-to-date, accessible review of options for reducing greenhouse gas emissions and moving Canada toward a low-emission future. It provides an overview of Canada’s energy system, an analysis of different energy sources and technologies, and an exploration of the public policies available to support a shift toward low-emission energy sources and technologies.
Climate change is one of the most important global environmental problems facing the world today. Policy decisions are already being made to limit or adapt to climate change and its impacts, but there is a need for greater integration between science and decision making. The way food systems have evolved over past decades means that they now face major risks, which in turn threaten the future of food systems themselves. Food systems have seriously contributed to climate change, environmental destruction, overexploitation of natural resources and pollution of air, water and soils. Despite the global average improvement in calorie production and major development of the food and agricultural product markets, huge inequalities in food access and repartition of the added value have emerged, leading to new serious nutritional and social problems. Based on a review of the most recent scientific knowledge, this report emphasizes Low-Income and Lower Middle-Income countries where the population faces greater challenges than elsewhere. Different threats are adding up and there are few options to adapt or mitigate these combinations of risks. This is a call for all those - businesses, policy makers, consumers, funding agencies - who are engaged in food systems transformations to bear in mind their systemic aspects and their multiple outcomes and risks in order to be able to fashion more sustainable and equitable food systems. This report was prepared and coordinated by the Centre de coopération internationale en recherche agronomique pour le développement (CIRAD), and is a joint production with the Food and Agriculture Organization of the United Nations (FAO) and the European Commission’s Directorate-General for International Cooperation and Development (DG DEVCO). The scientific report hereunder takes stock of the current and future risks and challenges as regards to food systems.
Nutrient recycling, habitat for plants and animals, flood control, and water supply are among the many beneficial services provided by aquatic ecosystems. In making decisions about human activities, such as draining a wetland for a housing development, it is essential to consider both the value of the development and the value of the ecosystem services that could be lost. Despite a growing recognition of the importance of ecosystem services, their value is often overlooked in environmental decision-making. This report identifies methods for assigning economic value to ecosystem servicesâ€"even intangible onesâ€"and calls for greater collaboration between ecologists and economists in such efforts.
This year’s edition of the Africa Regional Overview of Food Security and Nutrition reports that the food security situation on the continent continues to worsen. For Africa, 20.4 percent of the continent’s population – 257 million people – are undernourished, up from 19.7 in 2016 – 241 million people. In sub–Saharan Africa, there are 237 million undernourished in 2017, up from 222 million in 2016. The worsening situation in Africa is due to difficult global economic conditions and, in many countries, conflict and climate-related disasters, sometimes in combination. Economic growth slowed in 2016 due to weak commodity prices, in particular for oil and minerals. Food insecurity has worsened in countries affected by conflict, often exacerbated by drought or floods, and in Southern and Eastern Africa many countries have been adversely affected by prolonged drought. Notably, several countries have achieved sustained progress in reducing food insecurity in the face of challenging circumstances. The deterioration of the food security situation and the lack of progress towards the WHO global nutrition targets makes it imperative for countries to step up their efforts, if they are to achieve a world without hunger and malnutrition by 2030. The need for greater efforts also emerges clearly from the findings of the inaugural biennial review of progress in implementing the goals of the Malabo Declaration. In addition to specific food security and nutrition policies, this year’s report reviews four important cross-cutting topics, namely, youth employment, remittances, intraregional trade, and climate change. It highlights their interplay with the food system and their role in food security and nutrition. The thematic part of the report presents an evidence–based assessment of the threat posed by more frequent occurrences of climate extremes and rising climate variability to food security and nutrition in the region. Climate change in combination with poor development planning, poverty and environmental degradation increases the risk of a climate event becoming a disaster. A collective approach that combines climate change adaptation with disaster resilient development is an opportunity to address climate and disaster risks within the context of broader development goals.
This issue of The State of World Fisheries and Aquaculture aims to provide objective, reliable and up-to- ate data and information to a wide range of readers – policy-makers, managers, scientists, stakeholders and indeed all those interested in the fisheries and aquaculture sector. As always, the scope is global and the topics many and varied. This edition uses the latest official statistics on fisheries and aquaculture to present a global analysis of trends in fish stocks, production, processing, utilization, trade and consumption. It also reports on the status of the world’s fishing fleets and analyses the make-up of human engagement in the sector. Twenty years on from the introduction of the Code of Conduct for Responsible Conduct, and now with the recently adopted Sustainable Development Goals, 2030 Agenda for Sustainable Development, Paris Agreement, and the Small-Scale Fisheries Guidelines, the focus on governance and policy has never been greater. This edition covers recent developments as they relate to fisheries and aquaculture, and reports, inter alia, on the Common Oceans ABNJ Program, FAO’s Blue Growth Initiative and efforts to combat illegal, unreported and unregulated fishing. It also discusses issues such as valuing inland fisheries, cutting bycatch and promoting decent work. Other topics highlighted include: nutrition; aquatic invasive alien species; responsible inland fisheries; resilience in fisheries and aquaculture; and governance of tenure and user rights.
Global agricultural trade has increased significantly in value terms since 2000. Its pattern has also changed – emerging economies and developing countries play a bigger role in international markets, and South–South agricultural trade has expanded significantly. Climate change is expected to affect agriculture, food security and nutrition unevenly across countries and regions. Changes in comparative advantage in agriculture around the world will also affect international trade. This edition of The State of Agricultural Commodity Markets focuses on the complex and underexplored intersection between agricultural trade, climate change and food security. The report makes an important contribution to the policy debates on climate change adaptation and mitigation under the Paris Agreement and the multilateral agricultural trade rules. The report discusses policies – both domestic support and trade measures – that can promote food security, adaptation and mitigation, and improve the livelihoods of family farmers around the world. Given both the slow- and rapid-onset impacts of climate change, policies that can significantly promote climate change adaptation and mitigation would benefit from deeper discussions in international fora on how to strengthen the mutually supportive role of trade rules and climate interventions.
The U.S. Global Change Research Program (USGCRP) is an interagency program, established by the Global Change Research Act (GCRA) of 1990, mandated by Congress to "assist the Nation and the world to understand, assess, predict, and respond to human-induced and natural processes of global change". Since the USGCRP began, scientific understanding of global change has increased and the information needs of the nation have changed dramatically. A better understanding of what is changing and why can help decision makers in the public and private sectors cope with ongoing change. Accomplishments of the U.S. Global Change Research Program highlights the growth of global change science in the quarter century that the USGCRP has been in existence, and documents some of its contributions to that growth through its primary functions of interagency planning and coordination, and of synthesis of research and practice to inform decision making.
