In late December 1914, German and British soldiers on the western front initiated a series of impromptu, unofficial ceasefires. Enlisted men across No Man's Land abandoned their trenches and crossed enemy lines to sing carols, share food and cigarettes, and even play a little soccer. Collectively known as the Christmas Truce, these fleeting moments of peace occupy a mythical place in remembrances of World War I. Yet new accounts suggest that the heartwarming tale ingrained in the popular imagination bears little resemblance to the truth. In this detailed study, Terri Blom Crocker provides the first comprehensive analysis of both scholarly and popular portrayals of the Christmas Truce from 1914 to present. From books by influential historians to the Oscar-nominated French film Joyeux Noel (2006), this new examination shows how a variety of works have both explored and enshrined this outbreak of peace amid overwhelming violence. The vast majority of these accounts depict the soldiers as acting in defiance of their superiors. Crocker, however, analyzes official accounts as well as private letters that reveal widespread support among officers for the détentes. Furthermore, she finds that truce participants describe the temporary ceasefires not as rebellions by disaffected troops but as acts of humanity and survival by professional soldiers deeply committed to their respective causes. The Christmas Truce studies these ceasefires within the wider war, demonstrating how generations of scholars have promoted interpretations that ignored the nuanced perspectives of the many soldiers who fought. Crocker's groundbreaking, meticulously researched work challenges conventional analyses and sheds new light on the history and popular mythology of the War to End All Wars.

Born in the northern region of the Sierra Nevada mountains, Marie Mason Potts (1895–1978), a Mountain Maidu woman, became one of the most influential California Indian activists of her generation. In this illuminating book, Terri A. Castaneda explores Potts’s rich life story, from her formative years in off-reservation boarding schools, through marriage and motherhood, and into national spheres of Native American politics and cultural revitalization. During the early twentieth century, federal Indian policy imposed narrow restrictions on the dreams and aspirations of young Native girls. Castaneda demonstrates how Marie initially accepted these limitations and how, with determined resolve, she broke free of them. As a young student at Greenville Indian Industrial school, Marie navigated conditions that were perilous, even deadly, for many of her peers. Yet she excelled academically, and her adventurous spirit and intellectual ambition led her to transfer to Pennsylvania’s Carlisle Indian Industrial School. After graduating in 1915, Marie Potts returned home, married a former schoolmate, and worked as a domestic laborer. Racism and socioeconomic inequality were inescapable, and Castaneda chronicles Potts’s growing political consciousness within the urban milieu of Sacramento. Against this backdrop, the author analyzes Potts’s significant work for the Federated Indians of California (FIC) and her thirty-year tenure as editor and publisher of the Smoke Signal newspaper. Potts’s voluminous correspondence documents her steadfast conviction that California Indians deserved just compensation for their stolen ancestral lands, a decent standard of living, the right to practice their traditions, and political agency in their own affairs. Drawing extensively from this trove of writings, Castaneda privileges Potts’s own voice in the telling of her story and offers a valuable history of California Indians in the twentieth century.

A history and in-depth analysis of the film career of the iconic Black star, activist, and French military intelligence agent. Josephine Baker, the first Black woman to star in a major motion picture, was both liberated and delightfully undignified, playfully vacillating between allure and colonialist stereotyping. Nicknamed the “Black Venus,” “Black Pearl,” and “Creole Goddess,” Baker blended the sensual and the comedic when taking 1920s Europe by storm. Back home in the United States, Baker’s film career brought hope to the Black press that a new cinema centered on Black glamour would come to fruition. In Josephine Baker’s Cinematic Prism, Terri Simone Francis examines how Baker fashioned her celebrity through cinematic reflexivity, an authorial strategy in which she placed herself, her persona, and her character into visual dialogue. Francis contends that though Baker was an African American actress who lived and worked in France exclusively with a white film company, white costars, white writers, and white directors, she holds monumental significance for African American cinema as the first truly global Black woman film star. Francis also examines the double-talk between Baker and her characters in Le Pompier de Folies Bergère, La Sirène des Tropiques, Zou Zou, Princesse Tam Tam, and The French Way, whose narratives seem to undermine the very stardom they offered. In doing so, Francis illuminates the most resonant links between emergent African American cinephilia, the diverse opinions of Baker in the popular press, and African Americans’ broader aspirations for progress toward racial equality. Examining an unexplored aspect of Baker’s career, Josephine Baker’s Cinematic Prism deepens the ongoing conversation about race, gender, and performance in the African diaspora.

“I have no agenda,” US Supreme Court Chief Justice John Roberts proclaimed at his Senate confirmation hearing: “My job is to call balls and strikes and not to pitch or bat.” This declaration was in keeping with the avowed independence of the judiciary. It also, when viewed through the lens of Roberts’s election law decisions, appears to be false. With a scrupulous reading of judicial decisions and a careful assessment of partisan causes and consequences, Terri Jennings Peretti tells the story of the GOP’s largely successful campaign to enlist judicial aid for its self-interested election reform agenda. Partisan Supremacy explores four contemporary election law issues—voter identification, gerrymandering, campaign finance, and the preclearance regime of the Voting Rights Act—to uncover whether Republican politicians and Republican judges have collaborated to tilt America’s election rules in the GOP’s favor. Considering cases from Shelby County v. Holder, which enfeebled the Voting Rights Act, to Crawford v. Marion County Election Board, which upheld restrictive voter identification laws, to Citizens United and McCutcheon, which loosened campaign finance restrictions, Peretti lays bare the reality of “friendly” judicial review and partisan supremacy when it comes to election law. She nonetheless finds a mixed verdict in the redistricting area that reveals the limits of partisan control over judicial decisions. Peretti’s book helpfully places the current GOP’s voter suppression campaign in historical context by acknowledging similar efforts by the postCivil War Democratic Party. While the modern Democratic Party seeks electoral advantage by expanding voting by America’s minorities and youth, arguably hewing closer to democratic principles, neither party is immune to the powerful incentive to bend election rules in its favor. In view of the evidence that Partisan Supremacy brings to light, we are left with a critical and pressing question: Can democracy survive in the face of partisan collaboration across the branches of government on critical election issues?

What happens to democracy when dissent is treated as treason? In May 1798, after Congress released the XYZ Affair dispatches to the public, a raucous crowd took to the streets of Philadelphia. Some gathered to pledge their support for the government of President John Adams, others to express their disdain for his policies. Violence, both physical and political, threatened the safety of the city and the Union itself. To combat the chaos and protect the nation from both external and internal threats, the Federalists swiftly enacted the Alien and Sedition Acts. Oppressive pieces of legislation aimed at separating so-called genuine patriots from objects of suspicion, these acts sought to restrict political speech, whether spoken or written, soberly planned or drunkenly off-the-cuff. Little more than twenty years after Americans declared independence and less than ten since they ratified both a new constitution and a bill of rights, the acts gravely limited some of the very rights those bold documents had promised to protect. In The Alien and Sedition Acts of 1798, Terri Diane Halperin discusses the passage of these laws and the furor over them, as well as the difficulties of enforcement. She describes in vivid detail the heated debates and tempestuous altercations that erupted between partisan opponents: one man pulled a gun on a supporter of the act in a churchyard; congressmen were threatened with arrest for expressing their opinions; and printers were viciously beaten for distributing suspect material. She also introduces readers to the fraught political divisions of the late 1790s, explores the effect of immigration on the new republic, and reveals the dangers of partisan excess throughout history. Touching on the major sedition trials while expanding the discussion beyond the usual focus on freedom of speech and the press to include the treatment of immigrants, Halperin’s book provides a window through which readers can explore the meaning of freedom of speech, immigration, citizenship, the public sphere, the Constitution, and the Union.

In the late 1920s, Reverend A. W. Nix (1880–1949), an African American Baptist minister born in Texas, made fifty-four commercial recordings of his sermons on phonographs in Chicago. On these recordings, Nix presented vocal traditions and styles long associated with the southern, rural Black church as he preached about self-help, racial uplift, thrift, and Christian values. As southerners like Nix fled into cities in the North to escape the rampant racism in the South, they contested whether or not African American vocal styles of singing and preaching that had emerged during the slavery era were appropriate for uplifting the race. Specific vocal characteristics, like those on Nix’s recordings, were linked to the image of the “Old Negro” by many African American leaders who favored adopting Europeanized vocal characteristics and musical repertoires into African American churches in order to uplift the modern “New Negro” citizen. Through interviews with family members, musical analyses of the sounds on Nix’s recordings, and examination of historical documents and relevant scholarship, Terri Brinegar argues that the development of the phonograph in the 1920s afforded preachers like Nix the opportunity to present traditional Black vocal styles of the southern Black church as modern Black voices. These vocal styles also influenced musical styles. The “moaning voice” used by Nix and other ministers was a direct connection to the “blues moan” employed by many blues singers including Blind Willie, Blind Lemon, and Ma Rainey. Both Reverend A. W. Nix and his brother, W. M. Nix, were an influence on the “Father of Gospel Music,” Thomas A. Dorsey. The success of Nix’s recorded sermons demonstrates the enduring values African Americans placed on traditional vocal practices.

Too often, theorists seek to resolve that issue by eliminating politics from constitutional decisionmaking. In contrast, Terri Peretti argues for an openly political role for the Supreme Court. Peretti asserts that politically motivated constitutional decisionmaking is not only inevitable, it is legitimate and desirable as well. When Supreme Court justices decide in accordance with their ideological values, or consider the likely political reaction to the Court's decisions, a number of benefits result. The Court's performance of political representation and consensus-building functions is enhanced, and the effectiveness of political checks on the Court is increased. Thus, political motive in constitutional decision making does not lead to judicial tyranny, as many claim, but goes far to prevent it. Using pluralist theory, Peretti further argues that a political Court possesses instrumental value in American democracy. As one of many diverse and redundant political institutions, the Court enhances both system stability and the quality of policymaking, particularly regarding the breadth of interests represented.

The book includes a broad overview of the Eleusinian Mysteries and the Mysteries of Isis and their place in Graeco-Roman culture, taking a deep and careful dive into conceptions of the afterlife in these cults. In each instance available historical data is considered, from works of mythology to dramas to archeological fragments, all with a focus on afterlife beliefs. With an ultimate goal to better understand Paul’s writing in First Corinthians 15, the study includes an overview of Corinthian society and a particular examination of the available evidence concerning the impact of the Mysteries on Corinthians’ expectation of the afterlife. Having considered the Mysteries independently, the work turns to First Corinthians 15 with a brief exegetical overview before drawing careful comparisons between Paul’s teaching and the afterlife beliefs of the Mysteries. The book concludes with suggestions for interpretational issues on Paul’s teaching in first Corinthians 15 regarding death and resurrection and baptism for the dead.

Since October 2001, approximately 1.64 million U.S. troops have been deployed for Operations Enduring Freedom and Iraqi Freedom (OEF/OIF) in Afghanistan and Iraq. Early evidence suggests that the psychological toll of these deployments -- many involving prolonged exposure to combat-related stress over multiple rotations -- may be disproportionately high compared with the physical injuries of combat. In the face of mounting public concern over post-deployment health care issues confronting OEF/OIF veterans, several task forces, independent review groups, and a Presidential Commission have been convened to examine the care of the war wounded and make recommendations. Concerns have been most recently centered on two combat-related injuries in particular: post-traumatic stress disorder and traumatic brain injury. With the increasing incidence of suicide and suicide attempts among returning veterans, concern about depression is also on the rise. The study discussed in this monograph focuses on post-traumatic stress disorder, major depression, and traumatic brain injury, not only because of current high-level policy interest but also because, unlike the physical wounds of war, these conditions are often invisible to the eye, remaining invisible to other servicemembers, family members, and society in general. All three conditions affect mood, thoughts, and behavior; yet these wounds often go unrecognized and unacknowledged. The effect of traumatic brain injury is still poorly understood, leaving a large gap in knowledge related to how extensive the problem is or how to address it. RAND conducted a comprehensive study of the post-deployment health-related needs associated with these three conditions among OEF/OIF veterans, the health care system in place to meet those needs, gaps in the care system, and the costs associated with these conditions and with providing quality health care to all those in need. This monograph presents the results of our study, which should be of interest to mental health treatment providers; health policymakers, particularly those charged with caring for our nation's veterans; and U.S. service men and women, their families, and the concerned public. All the research products from this study are available at http://veterans.rand.org. Data collection for this study began in April 2007and concluded in January 2008. Specific activities included a critical reviewof the extant literature on the prevalence of post-traumatic stress disorder, major depression, and traumatic brain injury and their short- and long-term consequences; a population-based survey of service members and veterans who served in Afghanistan or Iraq to assess health status and symptoms, as well asutilization of and barriers to care; a review of existing programs to treat service members and veterans with the three conditions; focus groups withmilitary service members and their spouses; and the development of a microsimulation model to forecast the economic costs of these conditions overtime. Among our recommendations is that effective treatments documented in the scientific literature -- evidence-based care -- are available for PTSD and major depression. Delivery of such care to all veterans with PTSD or majordepression would pay for itself within two years, or even save money, by improving productivity and reducing medical and mortality costs. Such care may also be a cost-effective way to retain a ready and healthy military force for the future. However, to ensure that this care is delivered requires system-level changes across the Department of Defense, the Department of Veterans Affairs, and the U.S. health care system.
