Over the last one hundred years, the term “sovereignty” has often been associated with the capacity of leaders to declare emergencies and to unleash harmful, extralegal force against those deemed enemies. Friendly Sovereignty explores the blind spots of this influential perspective. Ted H. Miller challenges the view of sovereignty propounded by Carl Schmitt, the Weimar and Nazi–period jurist and political theorist whose theory undergirds this understanding of sovereignty. Claiming a return to concepts of sovereignty forgotten by his liberal contemporaries, Schmitt was preoccupied with the legal exceptions required, he said, to rescue polities in crisis. Much is missing from what Schmitt harvests from the past. His framework systematically overlooks another extralegal power, one that often caused consternation, even among absolutists like Thomas Hobbes. Sovereigns also made exceptions for friends, allies, and dependents. Friendly Sovereignty plumbs the history of political thought about sovereignty to illustrate this other side of the sovereign’s exception-making power. The global economic crisis has required governments across the globe to reconsider their spending priorities. It is within this demanding economic context that higher education systems have been steadily restructured with in many ways the English model in the vanguard of change. This book focuses in particular upon the policy of removing almost entirely public support for the payment of student fees. This has emerged from a steady process of change, which has broad political support and is underwritten by the idea that higher education is now seen more as a private than a public, good. As this shift has occurred (not a new innovation but rather a return to what once prevailed as more of a market in English higher education) so the relationship between government and the higher education has evolved with the latter now attempting to steer the development of the system through a state-regulated market. The book has a strong comparative dimension that draws upon US higher education to illustrate both the possible advantages and potential hazards to the marketization strategy. It concludes that any such strategy needs to be accompanied by state regulation if it is to function effectively, particularly to stimulate price competition, encourage innovation from new entrants, and provide consumer protection for students paying high fees.

They testify to the reputation he had established as a poet and playwright by the end of the sixteenth century. In extracting passages from their contexts, though, they also read Shakespeare in ways that he might have imagined being read. After all, this was how early modern readers were taught to treat the texts they read, selecting choice excerpts and copying them into their notebooks. Taking its cue from these anthologies, Anthologizing Shakespeare, 1593-1603 offers new readings of the formative works of Shakespeare's first decade in print, from Venus and Adonis (1593) to Hamlet (1603). It illuminates a previously neglected period in Shakespeare's career, what it calls his 'anthology period'. It investigates what these anthologies made of Shakespeare, and what he made of being anthologized. And it shows how, from the early 1590s, his works were inflected by the culture of commonplacing and anthologizing in which they were written, and in which Shakespeare, no less than his readers, was schooled.
