Environmental issues stretch across scales of geographic space and require action at multiple levels of jurisdiction, including the individual level, community level, national level, and global level. Much of the scholarly work surrounding new approaches to environmental governance tends to overlook the role of sub-national governments, but this study examines the potential of sub-national participation to make policy choices which are congruent with global strategies and national mandates. This book investigates the emerging actors and new channels of Japan’s environmental governance which has been taking shape within an increasingly globalized international system. By analysing this important new phenomenon, it sheds light on the changing nature of Japan’s environmental policy and politics, and shows how the links between global strategies, national mandates and local action serve as an influential factor in Japan’s changing structures of environmental governance. Further, it demonstrates that decision-making competencies are shared between actors operating at different levels and in new spheres of authority, resulting from collaboration between state and non-state actors. It highlights a number of the problems, challenges, and critiques of the actors in environmental governance, as well as raising new empirical and theoretical puzzles for the future study of governance over environmental and global issues. Finally, it concludes that changes in the tiers and new spheres of authority are leading the nation towards an environmentally stable future positioned within socio-economic and political constraints. Demonstrating that bridging policy gaps between local action, national policy and global strategies is potentially a way of reinventing environmental policy, this book will be of interest to students and scholars of Environmental Studies, Environmental Politics and Japanese Politics.

Since empirical studies concerning Japan's military expansion are rare both in Japanese and English, the book takes up this neglected area. It examines Japan's military expansion and the decision-making of her defense policy between 1976 and 2007, focusing on the National Defense Program outline and the guidelines for United States-Japan Defense Cooperation. This book deals with how the bureaucratic politics model applies to the case of Japan's defense policy and demonstrates some similarities and differences between Japanese and United States decision-making.

This is one of the first books that comprehensively explains fundamental theories of natural resource and infrastructure public private partnership (NRI–PPP) projects and project finance. NRI–PPP projects and project finance have been adopted in natural resource development, including oilfield development, mine development, and liquefied natural gas production; manufacturing, such as petrochemistry, which uses crude oil; and infrastructure-related projects such as railways, roads, airports, ports, water supply, waste treatment, communications, and electricity. An important concern during negotiations among the various stakeholders is the lack of congruence between theories underlying NRI–PPP projects and project finance and the particular, real-life business considerations of the subject project and lack of understanding of the key theories. Studies that help us understand NRI–PPP projects and project finance have been developed based on economic theories such as contract theory and the economics of law by several distinguished professors. Until now, however, in financial institutions staff in departments that specialize in project finance have developed an understanding of the theories underlying NRI–PPP projects and project finance primarily through on-the-job training during which business points of view were passed on. Principles and theories regarding NRI–PPP projects and project finance have not been taught through textbooks in these firms. In fact, there are only a few books that explain the fundamental theories for actual project structures or actual project finance. This book attempts to fill that gap by making clear the fundamental theories that exist behind the actual projects and project finance in relation to natural resources and infrastructure. Readers of this book will include not only professionals in various private sectors and banks but also those involved in PPP projects in the public sector.

This book reviews the impact of water content in lithium-ion batteries (LIBs) as well as the reactivity of anodes, cathodes and electrolytes with water and processes that provide water-resistance to materials in LIBs. Water in LIBs which were constructed with anode, cathode and organic electrolyte containing lithium salts can degrade the cell performance and seriously damage the materials present. However, because a small amount of water in cells contributes to the formation of the solid electrolyte interphase, complete removal of water from cells lowers the battery performance and increases costs due to removal of water from the battery materials. This book presents the optimal concentration of water for each battery material along with appropriate removal methods and water-scavengers which were developed recently to establish both high performance and lower costs. Moreover this book describes the development of anodes and cathodes prepared by aqueous process and aqueous LIBs in which aqueous electrolytes containing lithium salts are used as an electrolyte. This book will be useful not only for academic researchers but also for company researchers who deal with LIBs.
