With over 30,000 lobbyists in town, Brussels is often called the European capital of lobbying. Despite this, little is known on how this political system works in practice. This book offers an unprecedented window into the everyday relationships between bureaucrats and interest representatives. Where the media only shows lobbyists as they meet MEPs and submit amendments, the book argues that the bulk of their work is done in close contact with EU bureaucrats – a form of ‘quiet politics’ developed by the business community, targeting officials with little public exposure. Based on official archives, the book first sets the historical picture for the emergence of a new layer of bureaucrats; fuelled by European and transatlantic capitalism, it altered the political façade of the business community to fulfil its need for legitimacy. Drawing from observations of internal meetings of the main lobbies operating in Brussels and interviews with lobbyists and Commission officials, the book then shows lobbyists at work. This text will be of key interest to scholars, students and practitioners of the European Union, interest groups, and more broadly to political science and sociology.
Accompanying an exhibition at the Cleveland Museum of Art last fall and now at the Dahesh Museum in New York, this catalog focuses upon the French drawings in Muriel Butkin's highly specialized collection which she has promised to the Cleveland Museum. To assemble her diverse yet nicely integrated set of drawings, Butkin started buying 18th-century French drawings when they were affordable. In the mid-1970s, with the guidance of art historian Gabriel Weisberg, she expanded her collection to include 19th-century French drawings. These drawings were counter to the mainstream impressionist and postimpressionist taste of the time and focused more on academic French subject matter such as life drawings, portraits, or compositional studies. In the preface, Butkin herself reinforces her taste by saying that drawings are much more personal and spontaneous than paintings, often demonstrating the artistic process. Foster, curator of drawings at the Cleveland Museum, and other scholars present a well-researched volume that contributes new information to a very specialized field of art history. It is greatly disappointing, however, that the bulk of the reproductions are in black and white, often missing the subtly colored tones in many of the drawings. The three contributions collected in this volume deal with different aspects of a single theme—the logical status of scientific theories in their relation to observation. These lectures, authored by different thinkers, treat this theme in connection with some controversies in the philosophy of science. A nonspecialist who reads these lectures should realize that the theme itself is a perennial one with an ancient lineage. It has concerned philosophers from the earliest era of philosophy on down through the centuries. A central philosophical issue at stake in the lectures is the question of whether scientific theories are testable in terms of our observations such that we can know whether some theories are true and others false. Although differing in their emphases, all three contributors seek a more plausible and nonskeptical philosophical account of the status of scientific theories in relation to observation.
