Our digital world is often described using terms such as immateriality and virtuality. The discourse of cloud computing is the latest in a long line of nebulous, dematerialising tropes which have come to dominate how we think about information and communication technologies. Digital Media Ecologies argues that such rhetoric is highly misleading, and that engaging with the key cultural, agential, ethical and political impacts of contemporary media requires that we do not just engage with the surface level of content encountered by the end users of digital media, but that we must additionally consider the affordances of software and hardware. Whilst numerous existing approaches explore content, software and hardware individually, Digital Media Ecologies provides a critical intervention by insisting that addressing contemporary technoculture requires a synthetic approach that traverses these three registers. Digital Media Ecologies re-envisions the methodological approach of media ecology to go beyond the metaphor of a symbolic information environment that exists alongside a material world of tantalum, turtles and tornados. From the end of the Second World War through the U.S. Bicentennial, the National Endowment for the Arts, the Rockefeller Foundation, and the Ford Foundation granted close to $300 million (approximately $2.3 billion in 2017 dollars) in the field of music alone. In deciding what to fund, these three grantmaking institutions decided to "ask the experts," adopting seemingly objective, scientific models of peer review and specialist evaluation. They recruited music composers at elite institutions, professors from prestigious universities, and leaders of performing arts organizations. Among the most influential expert-consultants were Leonard Bernstein, Aaron Copland, Lukas Foss, and Milton Babbitt. The significance was two-fold: not only were male, Western art composers put in charge of directing large and unprecedented channels of public and private funds, but in doing so they also determined and defined what was meant by artistic excellence. They decided the fate of their peers and shaped the direction of music-making in this country. By asking the experts, the grantmaking institutions produced a concentrated and interconnected field of artists and musicians. Officers and directors utilized ostensibly objective financial tools like matching grants and endowments in an attempt to diversify and stabilize applicants' sources of funding, as well as the number of applicants they funded. Such economics-based strategies, however, relied more on personal connections among the wealthy and elite, rather than local community citizens. Ultimately, this history demonstrates how "expertise" served as an exclusionary form of cultural and social capital that prevented racial minorities and non-dominant groups from fully participating.

The work in this thesis was a part of the experiment of squeezed light injection into the LIGO interferometer. The work first discusses the detailed design of the squeezed light source which would be used for the experiment. The specific design is the doubly-resonant, traveling-wave bow-tie cavity squeezed light source with a new modified coherent sideband locking technique. The thesis describes the properties affecting the squeezing magnitudes and offers solutions which improve the gain. The first part also includes the detailed modeling of the back-scattering noise of a traveling Optical Parametric Oscillator (OPO). In the second part, the thesis discusses the LIGO Squeezed Light Injection Experiment, undertaken to test squeezed light injection into a 4km interferometric gravitational wave detector. The results show the first ever measurement of squeezing enhancement in a full-scale suspended gravitational wave interferometer with Fabry-Perot arms. Further, it showed that the presence of a squeezed-light source added no additional noise in the low frequency band. The result was the best sensitivity achieved by any gravitational wave detector. The thesis is very well organized with the adequate theoretical background including basics of Quantum Optics, Quantum noise pertaining to gravitational wave detectors in various configurations, along with extensive referencing necessary for the experimental set-up. For any non-experimental scientist, this introduction is a very useful and enjoyable reading. The author is the winner of the 2013 GWIC Theses Prize.
This paper examines the spillover effects of sovereign rating news on European financial markets during the period 2007-2010. Our main finding is that sovereign rating downgrades have statistically and economically significant spillover effects both across countries and financial markets. The sign and magnitude of the spillover effects depend both on the type of announcements, the source country experiencing the downgrade and the rating agency from which the announcements originates. However, we also find evidence that downgrades to near speculative grade ratings for relatively large economies such as Greece have a systematic spillover effects across Euro zone countries. Rating-based triggers used in banking regulation, CDS contracts, and investment mandates may help explain these results.
