The book is based on practical experience gained during the planning and execution of e-governance projects in India coupled with extensive research based on six national/multi-state-level agriculture related projects. It assesses e-governance projects in terms of desired project outcomes and analyzes performance from the viewpoints of three key groups – planners, implementers and beneficiaries. It highlights six constructs: extent of planning, comprehensiveness of strategy formulation, effectiveness of strategy implementation, changing situation, stakeholder competence levels and flexibility of processes, which are applied to reveal shortfalls in the existing planning and implementation system for e-governance projects in India. It also identifies a set of significant strategic variables influencing performance based on three independent opinion surveys of stakeholders located across the country, and uses these variables as the basis of strategic gap analyses of some major ongoing agriculture related projects. Furthermore it presents lessons learned from cross-case quantitative and qualitative analyses in the form of a generalized strategic framework for improving performance. Offering an overview of major e-governance projects, it uses several illustrative examples to address the underlying issues and to support the study findings and recommendations. It also presents a novel approach of building strategic alliances across related departments to achieve effective e-governance. The book will be of interest to the practitioners in government as well corporates who are engaged in planning and implementation of e-governance projects spanning across various layers of government. Diversified physicochemical injuries trigger Charnoly body (CB) formation as pleomorphic, electron-dense, multi-lamellar stacks of nonfunctional mitochondrial membranes in the most vulnerable cell. Free radicals induce downregulation of mitochondrial DNA, microRNA, AgNOR, and epigenetics to trigger CB molecular pathogenesis. CB is eliminated by energy (ATP)-driven lysosome-dependent charnolophagy as a basic molecular mechanism of intracellular detoxification to prevent acute and chronic diseases. Accumulation of CB at the junction of axon hillock and charnolosome (CS) at the synapses causes cognitive impairments; whereas, nonspecific induction of CB causes GIT stress, myelosuppression, alopecia, neurotoxicity, cardiotoxicity, and infertility in multidrug-resistant malignancies. Hence, stem cell-specific CB, charnolophagy, and CS agonists/antagonists are introduced as novel charnolopharmacotherapeutics for the successful treatment of cardiovascular diseases, neurodegenerative diseases, infectious diseases, drug addiction, and cancer. Nanoparticles to improve drug delivery, CS exocytosis, and disease-specific spatiotemporal charnolosomics employing correlative and combinatorial bioinformatics boost mitochondrial bioenergetics through balanced diet, exercise, and antioxidants. The book will be of interest to medical scientists and practitioners.
One of the most fundamental discoveries of the solar system was the detection of four moons in orbit around Jupiter by Galileo Galilei in 1610. The discovery was significant not only in the context of Jupiter; it gave credence to and was instrumental in firmly establishing the heliocentric system of Nicolaus Copernicus. Almost four centuries after Galileo's discovery, exten sive observations by the two Voyager spacecrafts have once again revolu tionized our thinking about the major planets, their composition, structure, origin, and evolution. This book is an attempt at summarizing our present understanding of the atmospheres and ionospheres in the outer solar system, with particular emphasis on the relevant physics and chemistry. I was motivat ed to prepare this manuscript for the following reasons. First, after under going rapid expansion in the recent past, the subject has finally attained suf ficient maturity to warrant a monograph of its own. Second, I have felt that as a result of recent observations, new and challenging problems have arisen whose resolution requires unconventional analysis and theoretical interpreta tion of existing data, as well as the collection of new kinds of data. I believe the time is ripe to put these issues in the appropriate scientific perspective, with the hope of stimulating novel theoretical, observational, and laboratory studies. I have highlighted the significant scientific problems throughout the book, especially at the end of each chapter.
