Rigged financial markets and hopeless under-regulation on Wall Street are not new problems. In this book, Susanne Trimbath gives a sobering account of naked short selling, the failure to settle, and her efforts over decades, trying to get this fixed. Twenty-five years ago, Trimbath was working “backstage at Wall Street” when a group of corporate trust specialists told her about a problem in shareholder voting rights. When she went to senior management at Depository Trust Company (DTC), then and still the largest securities depository in the world, they brushed it off saying, “You can’t balance the world.” Ten years later, a lawyer from Texas would tell her that the same problem was about to blow up the financial markets: Wall Street brokers are using short sales and fails to deliver to grab the assets of American entrepreneurs. This is a cautionary tale. What started as a regulatory failure turned into a regulatory crisis. Shareholder democracy is in shambles. The institutions that were established to correct a problem of trade settlement failures have instead exacerbated the problem. Global financial markets may not survive what comes next.
Over the last two decades, the implementation of inclusive schooling has increased significantly in European countries and worldwide. According to empirical evidence, one of the most important success factors in implementing inclusive schooling are the attitudes of the actors involved. Previous studies have shown that positive attitudes towards inclusive schooling are not only a condition for success regarding the implementation, but also an important outcome variable of inclusive education. The present study provides empirical insights into the attitudes towards students with learning disabilities and behavioral disorders. A study called ATIS-STEP (Attitudes Towards Inclusive Schooling - Students', TEachers' and Parents' Attitudes) was conducted in the school year 2016/17 in 48 inclusive classrooms in Austria. It is the first study to provide longitudinal data that examines the attitudes of the three different stakeholder groups: students, teachers and parents. Furthermore, the interdependency of the attitudes of the three groups, as well as the influence of previous contact experience on the attitudes are analyzed and discussed. Power, Constraint, and Policy Change analyzes state court influence on state education finance reform. Beginning in the early 1970s litigants began filing suits in state courts to change state education funding in order to prevent disparities in education resources between wealthy and poor communities. These cases represent a fundamental policy debate in American society, pitting the importance of education against the cost and method of funding it. Through education finance, the authors explore how and why courts often end up determining and resolving policy funding debates. Education funding has involved both the federal constitution and state constitutions, as well as legislation and court-mandated remedies, which, ultimately, determine who and how we pay for this critical American value.
Four signi?cant factors have led us to update this text. The ?rst is the breathtaking progress in technology, especially in receiver and digital techniques. The second is the advance of radio astronomy to shorter wavelengths, and the increased availab- ity of astronomical satellites. The third is a need to reorganize some of the chapters in order to separate the basic theory, that seldom changes, from practical aspects that change often. Finally, it is our desire to enhance the text by including problem sets for each chapter. In view of this ambitious plan, we have expanded the number of authors. In the reorganization of this edition, we have divided Chap. 4 of the 4th edition into two Chaps. 4 and 5. Thomas Jefferson once stated that the foremost goal of American education must be to nurture the "natural aristocracy of talent and virtue." Although in many ways American higher education has fulfilled Jefferson's vision by achieving a widespread level of excellence, it has not achieved the objective of equity implicit in Jefferson's statement. In Equity and Excellence in American Higher Education, William G. Bowen, Martin A. Kurzweil, and Eugene M. Tobin explore the cause for this divide. Employing historical research, examination of the most recent social science and public policy scholarship, international comparisons, and detailed empirical analysis of rich new data, the authors study the intersection between "excellence" and "equity" objectives. Beginning with a time line tracing efforts to achieve equity and excellence in higher education from the American Revolution to the early Cold War years, this narrative reveals the halting, episodic progress in broadening access across the dividing lines of gender, race, religion, ethnicity, and socioeconomic status. The authors argue that despite our rhetoric of inclusiveness, a significant number of youth from poor families do not share equal access to America's elite colleges and universities. While America has achieved the highest level of educational attainment of any country, it runs the risk of losing this position unless it can markedly improve the precollegiate preparation of students from racial minorities and lower-income families. After identifying the "equity" problem at the national level and studying nineteen selective colleges and universities, the authors propose a set of potential actions to be taken at federal, state, local, and institutional levels. With recommendations ranging from reform of the admissions process, to restructuring of federal financial aid and state support of public universities, to addressing the various precollegiate obstacles that disadvantaged students face at home and in school, the authors urge all selective colleges and universities to continue race-sensitive admissions policies, while urging the most selective (and privileged) institutions to enroll more well-qualified students from families with low socioeconomic status.

I knew nothing of the work of C. G. Vayenas on NEMCA until the early nineties. Then I learned from a paper of his idea (gas interface reactions could be catalyzed electrochemically), which seemed quite marvelous; but I did not understand how it worked. Consequently, I decided to correspond with Professor Vayenas in Patras, Greece, to reach a better understanding of this concept. I think that my early papers (1946, 1947, and 1957), on the relationship between the work function of metal surfaces and electron transfer reactions thereat to particles in solution, held me in good stead to be receptive to what Vayenas told me. As the electrode potential changes, so of course, does the work function at the interface, and gas metal reactions there involve adsorbed particles which have bonding to the surface. Whether electron transfer is complete in such a case, or whether the effect is on the desorption of radicals, the work function determines the strength of their bonding, and if one varies the work function by varying the electrode potential, one can vary the reaction rate at the interface. I got the idea. After that, it has been smooth sailing. Dr. Vayenas wrote a seminal article in Modern Aspects of Electrochemistry, Number 29, and brought the field into the public eye. It has since grown and its usefulness in chemical catalytic reactions has been demonstrated and verified worldwide.

This 6th edition of “Tools of Radio Astronomy”, the most used introductory text in radio astronomy, has been revised to reflect the current state of this important branch of astronomy. This includes the use of satellites, low radio frequencies, the millimeter/sub-mm universe, the Cosmic Microwave Background and the increased importance of mm/sub-mm dust emission. Several derivations and presentations of technical aspects of radio astronomy and receivers, such as receiver noise, the Hertz dipole and beam forming have been updated, expanded, re-worked or complemented by alternative derivations. Narrative research in contemporary times can free social scientists from the rhetorical forms (Emihovich, 1995) that alienate children and families from their own traditions. Through the use of narrative we are able to recognise the power of subjectivity in allowing open dialogue and co-construction of meaning. Becoming comfortable with narrative research also means accepting ideas that the world has no fixed rules for assigning behaviour (Emihovich, 1995). This means that open dialogue is required to build consensus around shared meaning and to ensure the inclusion of multiple voices. The book begins with a theoretical overview of narrative genre before focusing on narrative constellations. Three constellations are then shared with the reader. The final chapter provides ideas about the future of narrative constellation in research and the impact constellations can have for future policy and practice. It is hoped that the reader develops a better understanding of narrative ways and begins to see the potential of narrative constellations in the research genre. Dr Susanne Garvis is a professor of child and youth studies at the University of Gothenburg, Sweden. She has previously worked in Australian universities and is an adjunct academic with Griffith University, Australia. Professor Garvis has experience with narrative approaches in early childhood education and care. She has researched the lives of teachers, families and children. In Making Manslaughter, Susanne Pohl-Zucker offers parallel studies that trace the legal settlement of homicide in the duchy of Württemberg and the imperial city of Zurich between 1376 and 1700. Killings committed by men during disputes were frequently resolved by extrajudicial agreements during the late Middle Ages. Around 1500, customary strategies of dispute settlement were integrated and modified within contexts of increasing legal centralization and, in Württemberg, negotiated with the growing influence of the ius commune. Legal practice was characterized by indeterminacy and openness: categories and procedures proved flexible, and judicial outcomes were produced by governmental policies aimed at the re-establishment of peace as well as by the strategies and goals of all disputants involved in a homicide case.
